秦皇岛市农业产业化中农企利益联结机制研究

【摘要】：一直以来“三农”问题是中国社会发展的重中之重,而农业产业化是农业现代化健康发展的有效途径,不仅能增加农民的收入、缩小城乡差距,还能提高农村经济水平,促进社会主义新农村建设。农业产业化的核心是农户与龙头企业的利益联结机制,各个主体间只有成为“风险共担、利益共享”的利益共同体,利益绑定在一起,在农产品生产中目标一致,才能实现经济利益,促进农业产业化健康发展。我国农业产业化中农企利益联结机制有松散型和紧密型之分,由于龙头企业的综合实力还不是很强,农民专业合作组织尚不规范,农户素质有待提高,加强农企利益联结机制的研究具有重要的现实意义。目前国内外关于农企利益联结机制的理论研究有很多,但是对农企利益联结机制的系统分析不够,特别是以农户与龙头企业为切入点的研究还不成熟,缺乏各种利益联结机制类型的特点及影响因素研究。本论文从农企利益联结机制的相关概念出发,以交易费用理论、现代产业组织理论及利益共同体理论为理论基础,对秦皇岛市农业产业化中农企利益联结机制的经营模式进行分析;以秦皇岛市农户与龙头企业的调查研究资料为依托,系统概括了五种农企利益联结机制类型,分析了选择利益联结机制的影响因素;结合秦皇岛市农业产业化的现状,从农户、龙头企业、农民专业合作组织、政府方面分析秦皇岛市农企利益联结机制存在的问题,主要包括农企地位不平等、龙头企业竞争力弱、农民专业合作组织缺失和政府支持力度不够等。根据以上分析,提出了培育新型职业农民、壮大龙头企业、规范农民合作组织和优化制度建设等对策来完善秦皇岛市农业产业化中农企利益联结机制。力求为秦皇岛市农业产业化发展提供参考。
[Abstract]:Agricultural industrialization is an effective way for the healthy development of agricultural modernization, which can not only increase the income of farmers, narrow the gap between urban and rural areas, but also improve the level of rural economy. We will promote the construction of a new socialist countryside. The core of agricultural industrialization is the interest linking mechanism between farmers and leading enterprises. Each subject can only become the benefit community of "risk sharing, benefit sharing", the interests are bound together, and the goal of agricultural production is the same. Only then can realize the economic benefit, promotes the agriculture industrialization to develop healthily. In the agricultural industrialization of our country, there are loose and tight types of the interest coupling mechanism of the agricultural enterprises. Because the comprehensive strength of the leading enterprises is not very strong, the farmers' professional cooperative organizations are not standardized, the quality of the farmers needs to be improved. It is of great practical significance to strengthen the research on the mechanism of agribusiness interest connection. At present, there are a lot of theoretical studies on the mechanism of agri-enterprise interest linkage at home and abroad, but the systematic analysis of the mechanism of agri-enterprise interest connection is not enough, especially the research on farmers and leading enterprises as the starting point is not mature. Lack of research on the characteristics and influencing factors of various types of interest association mechanism. This paper is based on the theory of transaction cost, modern industrial organization and community of interests. This paper analyzes the management mode of the interest coupling mechanism of agricultural enterprises in the agricultural industrialization of Qinhuangdao City. Based on the investigation and research data of farmers and leading enterprises in Qinhuangdao City, this paper systematically summarizes five types of interest linkage mechanism of agricultural enterprises, and analyzes the influencing factors of selecting interest coupling mechanism. Combined with the present situation of agricultural industrialization in Qinhuangdao City, the problems existing in the interest linkage mechanism of agricultural enterprises in Qinhuangdao City are analyzed from the aspects of farmers, leading enterprises, farmers' professional cooperative organizations and the government, mainly including the unequal status of agricultural enterprises. Leading enterprises are weak in competitiveness, lack of farmers' professional cooperation organizations and insufficient government support. Based on the above analysis, the author puts forward some countermeasures such as cultivating new type of professional farmers, strengthening leading enterprises, standardizing farmers' cooperative organization and optimizing the construction of system to perfect the mechanism of interest connection of agricultural industrialization in Qinhuangdao City. To provide reference for the development of Qinhuangdao agricultural industrialization.
