湖北省农村人力资本投资问题及对策研究

【摘要】:中国的城镇化率在2015年达到了 56.1%,表明我国城市化进程已迈向中期发展阶段。中期发展阶段的主要特征是提高城镇化发展速度改为适当放缓增速提高其发展质量,调整其发展模式由粗放型转变为集约型。这种转变意味着在目前阶段要更加注重农村经济发展的质量而不是数量,意味着传统以物资资本大量投入推动经济农村发展已经不再适合现阶段的目标,以提升质量为核心的人力资本在农村经济发展的推动效果会更加明显。论文在此背景下,运用了包含发展经济学及劳动经济学在内多学科相关的理论来探究湖北省农村人力资本投资问题,采用了各种规范的研究方法,了解我省农村在投资过程中现状及存在的不足之处,针对问题分析其存在原因并提出解决对策。首先,通过对农村人力资本投资理论进行梳理并总结基础上联系湖北省农村实际,对其人力资本和投资概念进行定义;介绍我省农村中人力资本三种主要的投资途径;阐明农村物资资本投资与人力资本间的相互补充及对经济增长的关系。其次,对湖北省农村农民平均受教育程度、医疗卫生设施及人员配备状况和农村劳动力流动情况等指标性数据进行分析,阐述其投资过程中存在的问题及其原因。我省农村人力资本投资根本问题在于,与物资资本投入比较下,人力资本投资的相对不足。其次,存在着农村职业教育发展相对滞后、医疗保障投入力度不强和人力资本投资效益低下等问题。而产生问题的主要原因在于,政府受资源限制及有关政策不健全、农民人力资本投资观念落后及投资机制不完善。最后,针对上述所提的各种问题,论文给出了提高我省农村人力资本投资水平对策及建议。主要在于转变政府投资观念,在农村人力资本的主要方面加大投入力度。其次,优化对人力资本投资的各项促进政策、构建健全的农村职业培训体系、打造合理的农村医疗卫生体系及改善农民投资于人力资本激励机制来给我省农村人力资本投资提供更优良的环境。再次,开拓多元化农村人力资本投资机制,让社会资金能融合到提高农民质量中,以促进其更好发展。
[Abstract]:China's urbanization rate reached 56.1% in 2015, indicating that China's urbanization process has reached a medium-term stage of development. The main feature of the medium-term development stage is to increase the development speed of urbanization to slow down the growth rate to improve its development quality and adjust its development pattern from extensive to intensive. This transformation means paying more attention to the quality of rural economic development than to quantity at the present stage, which means that the traditional promotion of rural economic development with a large amount of material capital is no longer suitable for the objective of the present stage. The effect of promoting the quality of human capital in rural economic development will be more obvious. Under this background, this paper uses the related theories of development economics and labor economics to explore the investment of rural human capital in Hubei Province, and adopts various normative research methods. In order to understand the present situation and shortcomings in the process of investment in rural areas of our province, this paper analyzes the existing reasons for the problems and puts forward the countermeasures to solve the problems. First of all, through combing the rural human capital investment theory and summarizing the rural reality in Hubei province, we define the human capital and investment concept, introduce the three main investment ways of human capital in rural areas of our province, and introduce the three main ways of human capital investment in rural areas of Hubei province. This paper expounds the complementarity between rural material capital investment and human capital and the relationship to economic growth. Secondly, the paper analyzes the index data such as the average education level of rural farmers in Hubei province, the situation of medical and health facilities and personnel and the flow of rural labor force, and expounds the problems and their reasons in the process of investment. The basic problem of rural human capital investment in our province is that compared with material capital investment, human capital investment is relatively insufficient. Secondly, there are some problems, such as the development of rural vocational education lags behind, the investment of medical security is not strong, and the benefit of human capital investment is low. The main causes of the problems are that the government is restricted by resources and the relevant policies are not perfect, the concept of investment in human capital of farmers is backward and the investment mechanism is not perfect. Finally, in view of the problems mentioned above, the paper puts forward the countermeasures and suggestions to improve the investment level of rural human capital in our province. Mainly lies in the transformation of the concept of government investment, in rural human capital in the main aspects of increased investment. Secondly, we should optimize the policies to promote investment in human capital and build a sound rural vocational training system. In order to provide a better environment for rural human capital investment in our province, it is necessary to build a reasonable rural medical and health system and improve the incentive mechanism of farmers' investment in human capital. Thirdly, open up diversified rural human capital investment mechanism, so that social funds can be integrated into improving the quality of farmers, in order to promote its better development.
