秦皇岛市新农村建设中存在的问题及对策研究

【摘要】：新农村建设与乡村发展是目前学术界讨论的热点领域。秦皇岛市拥有得天独厚的地理条件,自然资源优渥,新农村的建设和发展空间巨大。通过对我国社会主义新农村建设的历史回顾,从提出问题的背景、意义与内涵,新农村建设的内容和重点,新农村建设的途径等几个方面,对相关的理论研究成果进行了综述。在对国外新农村建设的特点和经验进行总结、分析的基础上,吸收和借鉴国外新农村建设的有益经验,立足于秦皇岛市新农村建设的实践现状,从农业经济、社会结构、社会服务与人居环境、政府引导规划、社会组织作用等方面深刻分析了农村发展的特征及存在各种问题。结合当前新农村建设的发展趋势,从强化制度与推进局部向整体转变进程、扶持产业化龙头企业扩大生产规模、新民居建设与开展农村环境建设等五个方面对未来秦皇岛市的新农村建设和发展进行了对策研究。
[Abstract]:The construction of new countryside and the development of countryside are the hot areas discussed by academia at present. Qinhuangdao City has unique geographical conditions, natural resources are excellent, new rural construction and development space is huge. Based on the historical review of the construction of the new socialist countryside in China, this paper summarizes the relevant theoretical research results from the aspects of the background, significance and connotation of the questions raised, the content and emphasis of the construction of the new countryside, and the approaches to the construction of the new countryside. On the basis of summarizing and analyzing the characteristics and experiences of the construction of the new countryside abroad, this paper absorbs and draws lessons from the beneficial experience of the construction of the new countryside of foreign countries, and bases on the practical situation of the construction of the new countryside of Qinhuangdao City, from the point of view of agricultural economy and social structure, The characteristics and problems of rural development are deeply analyzed in the aspects of social service and human settlement environment, government guiding planning, social organization and so on. In the light of the current development trend of the new rural construction, from strengthening the system and pushing forward the process of transformation from the local to the whole, the leading industrial enterprises are supported to expand their production scale. The construction of new dwellings and the development of rural environment in Qinhuangdao City in the future are studied in five aspects, which are the construction and development of new countryside in Qinhuangdao City.
