我国农业基础设施投融资的模式选择及优化路径研究

【摘要】：农业基础设施建设是促进农村经济增长的重要推动力,而投融资在基础设施建设中占有重要性的地位。因此,对农业基础设施投融资的深入研究是很有意义的。虽然很多学者已在投融资模式方面做了比较多的研究,并将其研究成果逐步应用到现实中来,但是农业基础设施投融资规模大,时期长和收益低的特点,加上投融资环境的复杂性,使得现阶段我国农业基础设施建设中仍存在资金投入不足,资金管理不当,法律体系不健全,新兴的投融资模式还未被运用等问题。这些问题大大地影响了农业整体发展的步伐。基于此,在相关理论知识的研究基础上,本文首先分析了各投融资主体的贡献度,为各主体的投融资发展方向及力度提供现实依据;其次,通过对当前我国农业基础设施的投融资的现状分析,总结国外成功的投融资模式经验,对新型的项目投融资模式的特点及优劣势(包括PPP、BOT、PFI、ABS模式)做了具体的阐述,为我国农业基础设施投融资的选择提供良好的基础;最后,针对当前我国农业基础设施投融资所面临的亟待解决的问题,本文对不同项目的投融资提出了相应的模式选择,并为营造良好的投融资环境提出了优化路径及保障措施。
[Abstract]:Agricultural infrastructure construction is an important driving force to promote rural economic growth, and investment and financing plays an important role in infrastructure construction. Therefore, the in-depth research on investment and financing of agricultural infrastructure is of great significance. Although many scholars have done a lot of research on the investment and financing model, and gradually applied the research results to the reality, but the agricultural infrastructure investment and financing scale is large, the period is long and the income is low. With the complexity of investment and financing environment, there are still some problems in the construction of agricultural infrastructure in our country at present, such as insufficient investment, improper management of funds, imperfect legal system, and the new investment and financing mode has not yet been used and so on. These problems have greatly affected the pace of the overall development of agriculture. Based on this, on the basis of the relevant theoretical knowledge, this paper firstly analyzes the contribution degree of each investment and financing main body, which provides the realistic basis for the development direction and intensity of each subject's investment and financing. Secondly, through the analysis of the present situation of investment and financing of agricultural infrastructure in our country, this paper summarizes the experience of foreign successful investment and financing mode, and analyzes the characteristics, advantages and disadvantages of the new project investment and financing mode (including PPP,BOT,PFI,). The ABS model is described in detail, which provides a good basis for the choice of investment and financing of agricultural infrastructure in our country. Finally, in view of the urgent problems facing the investment and financing of agricultural infrastructure in China, this paper puts forward the corresponding mode choice for the investment and financing of different projects, and puts forward the optimization path and safeguard measures for creating a good investment and financing environment.
