供给侧改革背景下的白城市农业结构调整研究

【摘要】：自供给侧结构性改革这一概念被我国中央政府提出以后,受到学术界的重视。习总书记2016年指出,供给侧结构性改革是指改善传统供给思路,不仅要重视供给的总数量,更要注重供给的质量。通过去除多余的产能、库存和杠杆,降低生产成本,补全短板来实现供给端的改革。供给侧改革这一概念的提出,对于农业方面,表现为高库存问题。对于吉林省,玉米库存过高,而销售价格偏低,已经影响了农民的利益。对于这一问题,应进行农业生产结构方面的调整,来进行解决。因此本文选择这一热点问题进行研究,通过对农业生产结构调整的研究,能够更为合理的利用自然资源。这样一来,可以从根本上促进农业的发展,保证农民的收入,因此该选题具有积极地现实意义。本文选取吉林省白城市这一典型玉米种植区,来研究供给侧结构性改革背景下的农业结构调整问题。通过农业产业结构调整来解决玉米高产量、高库存的生产问题。本文一共由六个章节组成:第一章为绪论,本章主要介绍了本文的研究背景、研究目的及意义、国内外学术界的研究现状、研究的目标与内容以及研究的方法与路线。本章内容主要是对该篇论文的总体思路进行了大致的介绍,明确了写作的基本框架。第二章为概念界定与理论基础,主要对本文提到的相关概念及理论进行界定。主要包括农业概念的界定,农业结构概念的界定以及供给侧结构改革的相关理论。第三章介绍了白城市农业的现状及存在问题,包括白城市农业结构形成的基础条件,白城市农业结构的现状及特点,以及白城市农业结构现存的问题。第四章对影响白城市农业结构调整的制约因素进行了分析,本文认为影响白城市农业结构调整的制约因素包括以下四个方面:农业综合生产能力低,基础设施建设薄弱,土地流转尚未完善以及农业产业化程度低。第五章明确了白城市农业供给侧结构性改革的重点,并且提出了改革方向,以及给出了对策建议。本文认为应采取以下的几点措施:农业结构调整应该以市场需求和自身资源优势为导向,加强农业基础设施建设,培育新型农民发挥示范带头作用,加强农业技术创新与推广,并且发展农业产业化,培育白城品牌。第六章也就是最后一章,给出本文的结论,并且说明本文的创新点与不足。
[Abstract]:Since the concept of supply-side structural reform has been put forward by the central government of our country, it has been paid more and more attention by the academic circles. General Secretary Xi pointed out in 2016 that supply-side structural reform refers to improving traditional supply ideas, paying attention not only to the total quantity of supply, but also to the quality of supply. Through the removal of excess capacity, inventory and leverage, reduce production costs, make up for deficiencies to achieve supply-side reform. The concept of supply-side reform is manifested in the problem of high inventory in agriculture. For Jilin Province, corn inventory is too high, and sales price is low, has affected the interests of farmers. For this problem, we should carry on the adjustment of the agricultural production structure, to carry on the solution. Therefore, this paper chooses this hot issue to study, through the study of agricultural production structure adjustment, we can make more reasonable use of natural resources. In this way, it can fundamentally promote the development of agriculture and ensure the income of farmers, so the topic has positive practical significance. In this paper, Baicheng City, Jilin Province, a typical corn growing area, was selected to study the adjustment of agricultural structure under the background of supply-side structural reform. Through the adjustment of agricultural industrial structure to solve the problem of high yield and high inventory of corn. This paper consists of six chapters: the first chapter is the introduction. This chapter mainly introduces the research background, purpose and significance of this paper, the research status of academic circles at home and abroad, the objectives and contents of the study, as well as the research methods and routes. This chapter mainly introduces the overall idea of the paper and clarifies the basic framework of writing. The second chapter is the concept definition and theoretical basis, mainly defines the related concepts and theories mentioned in this paper. It mainly includes the definition of agricultural concept, the definition of agricultural structure concept and the related theories of supply-side structure reform. The third chapter introduces the present situation and existing problems of Baicheng agriculture, including the basic conditions for the formation of Baicheng agricultural structure, the present situation and characteristics of Baicheng agricultural structure, and the existing problems of Baicheng agricultural structure. The fourth chapter analyzes the restrictive factors that affect the adjustment of agricultural structure in Baicheng City. This paper holds that the restrictive factors affecting the adjustment of agricultural structure in Baicheng City include the following four aspects: the comprehensive production capacity of agriculture is low, the infrastructure construction is weak, The land circulation is not perfect and the degree of agricultural industrialization is low. The fifth chapter clarifies the key points of the agricultural supply-side structural reform in Baicheng City, and puts forward the reform direction, as well as the countermeasures and suggestions. This paper holds that the following measures should be taken: the adjustment of agricultural structure should be guided by market demand and its own resource advantages, strengthen the construction of agricultural infrastructure, cultivate new farmers to play a leading role in demonstration, and strengthen the innovation and extension of agricultural technology. And develop agricultural industrialization, cultivate Baicheng brand. The sixth chapter is the last chapter, which gives the conclusion of this paper, and explains the innovation and shortcomings of this paper.
