华东地区农业科研单位协同创新案例研究

【摘要】：长期以来,我国产学研分割,科技资源沉积于不同的科.研单位,分散的科技资源和研究团队严重阻碍了我国农业科技进步。为解决科技资源分散难以形成研发合力,在清华大学校庆上,胡锦涛同志明确提出,要积极推动各个科研机构之间协同创新,发挥彼此优势,实现优势互补,进而为我国实现创新型国家奠定理论基础。党的十八大报告也指出,要实施创新驱动发展战略,加快协同创新。因此,开展科研部门之间的协同创新研究,分析当前阻碍与制约协同创新的主要原因及影响因素,对逐步构建我国各个科研主体之间协同创新平台具有非常重要的现实意义。华东地区作为全国经济发达地区,农业科教单位数量庞大,无论是农业还是农业科技发展水平在全国都处于领先地位。以华东地区为对象开展协同创新研究,具有较强的实践意义和推广意义。因此,本文选取华东地区作为主要研究对象,开展以下研究:第一部分:引言。主要介绍研究背景、研究意义、研究内容以及技术路线等。第二部分:研究综述与理论基础。主要通过回溯有关协同创新理论和前人研究成果,为全文研究奠定理论基础。第三部分:华东地区农业科技协同创新研究。对华东地区农业科技创新现状以及阻碍因素进行剖析,进而为下文典型案例剖析提供依据。第四部分:江苏省农业科学院协同创新案例分析。以江苏省农科院为华东地区科研单位的代表,重点分析其组建"农业科技华东(江苏)创新中心"的案例,总结分析华东地区农业科研单位的协同创新的成效与不足.第五部分:政策建议。在基础理论研究、机制研究和案例研究的基础上提出有关政策建议。
[Abstract]:For a long time, China's industry-university-research division, scientific and technological resources deposited in different departments. Research units, scattered scientific and technological resources and research teams have seriously hindered the progress of agricultural science and technology in China. In order to solve the problem that it is difficult to form R & D joint force in the dispersion of scientific and technological resources, Comrade Hu Jintao made it clear at the celebration of Tsinghua University that it is necessary to actively promote collaborative innovation among various scientific research institutions, give full play to each other's advantages, and realize complementary advantages, so as to lay a theoretical foundation for China to realize an innovative country. The report of the 18th National Congress of the Communist Party of China (CPC) also pointed out that it is necessary to implement the strategy of innovation-driven development and speed up collaborative innovation. Therefore, it is of great practical significance to carry out collaborative innovation research among scientific research departments and analyze the main reasons and influencing factors that hinder and restrict collaborative innovation at present, which is of great practical significance to the gradual construction of collaborative innovation platform among various scientific research subjects in our country. East China, as an economically developed area in China, has a large number of agricultural science and education units, both agricultural and agricultural science and technology development level is in the leading position in the whole country. It is of great practical and popularizing significance to carry out collaborative innovation research in East China. Therefore, this paper selects East China as the main research object, carries out the following research: the first part: introduction. Mainly introduces the research background, the research significance, the research content and the technical route and so on. The second part: research summary and theoretical basis. Mainly by tracing back to the theory of collaborative innovation and previous research results, this paper lays a theoretical foundation for the full text research. The third part: the research of agricultural science and technology collaborative innovation in East China. This paper analyzes the present situation and hindering factors of agricultural scientific and technological innovation in East China, and then provides the basis for the following typical cases. The fourth part: Jiangsu Academy of Agricultural Sciences collaborative innovation case analysis. Taking Jiangsu Academy of Agricultural Sciences as the representative of East China Scientific Research Unit, this paper focuses on the case of setting up "Agricultural Science and Technology East China (Jiangsu) Innovation Center", and summarizes and analyzes the effectiveness and shortcomings of cooperative innovation of agricultural scientific research units in East China. Part V: policy recommendations. On the basis of basic theory research, mechanism study and case study, this paper puts forward relevant policy suggestions.
