山西煤炭行业就业风险及影响因素研究

【摘要】:随着我国经济步入“新常态”,经济增长速度逐渐放缓,加之供给侧改革、去产能政策的实施,市场对于旧能源特别是煤炭的需求大幅降低,煤炭行业进入下行阶段。山西省作为典型的资源型经济省份,近些年由于煤炭市场的不景气,区域经济的持续低迷,就业问题也日益凸显。数据显示,2016年山西省的GDP增速仅4.5%,城镇登记失业率升为3.52%,具体到山西的煤炭行业则持续疲软,涉煤行业用工需求下降,就业格局发生变化,多家煤企存在着拖欠工人工资社保现象,部分煤企已采取职工下岗、分流等措施。面对如此严峻的经济和就业形势,煤炭行业的就业风险已然凸显。是什么导致了煤炭行业的就业风险?这些因素又是如何作用的?如何化解就业风险问题?需要从理论和实践层面就煤炭行业的就业风险问题进行探索研究。论文以资源型经济理论、就业与失业理论和风险理论为基础,以山西省为研究对象,分析了煤炭行业的就业风险及影响因素。论文界定了煤炭行业就业风险的概念,从收入风险、就业风险、权益风险和健康风险四个方面分析了煤炭行业就业风险发生的作用机理,在此基础上结合山西煤炭行业就业风险现状,从宏观、行业和微观三个层面分析了煤炭行业就业风险的影响因素。然后借助排序Logit模型经过拟合得出山西省煤炭行业就业风险等级以及上升的结论。最后从维护区域可持续发展、提升人力资本等方面提出化解煤炭行业就业风险的对策建议。论文的创新点体现于两方面:一是从理论上分析了煤炭行业就业风险的作用机理。二是对山西煤炭行业就业风险进行了分级,通过实证验证了山西煤炭行业就业风险的等级及趋势。论文对完善资源型经济下山西就业问题的研究有一定的理论参考价值,对于化解煤炭行业的就业风险、解决就业问题有一定的现实指导意义。
[Abstract]:As China's economy into the new normal, a gradual slowdown in economic growth, combined with supply side reforms, the implementation of the policy to capacity, the market for the old energy especially coal demand is greatly reduced, the coal industry into a downward stage. Shanxi Province as a typical resource-based economy provinces, in recent years due to the coal market downturn. The regional economic downturn, the employment problem has become increasingly prominent. Data show that the GDP growth rate of Shanxi province in 2016 was only 4.5%, the registered urban unemployment rate rose to 3.52%, specific to the Shanxi coal industry continued to decline in labor demand weakness, involving the coal industry, the employment pattern changes, a number of coal enterprises are owed wages and social security the phenomenon, part of the coal enterprises have taken the laid-off workers, diversion and other measures. Facing such grim economic and employment situation, the coal industry employment risk has highlighted. What is the cause of the coal industry The employment risk? How these factors effect? How to resolve the employment risk problem? Need exploring research on the employment risk problem of the coal industry from the aspects of theory and practice. Based on the theory of resource-based economy, employment and unemployment theory and risk theory, taking Shanxi Province as the research object, analyzes the risk factors of employment and the impact of the coal industry. The paper defines the concept of employment risk of the coal industry, from the income risk, employment risk, the four aspects of the equity risk and health risk analysis mechanism of the employment risk of the coal industry, on the basis of the status quo, the employment risk of Shanxi coal industry from the macro and micro level, three industry analysis the factors affecting the employment risk of the coal industry. Then with the help of ordering the Logit model. After fitting the coal industry in Shanxi province employment risk level and rising conclusion. Finally, from the maintenance of regional sustainable development, puts forward some countermeasures and suggestions to resolve the employment risk of the coal industry to promote the human capital and other aspects. The innovation of this paper is reflected in two aspects: one is the employment risk mechanism of the coal industry are analyzed theoretically. The two is the Shanxi coal industry industry risk classification, through the empirical validation level and the trend of employment risk in Shanxi coal industry. This paper has certain reference value to improve the research of resource-based economy in Shanxi under the employment problem of the coal industry, to resolve the employment risk, it is of practical significance to solve the employment problem.
