【摘要】:20世纪90年代伴随着经济全球化进程的加快,区域经济一体化进入了迅速发展阶段,不仅区域经济合作组织的规模和数量增加,组织的内容和组织形式也趋于多样化,近年来区域经济一体化趋势进一步增强,超越地缘界限和追求高标准的区域经济合作也有扩展的趋势,跨太平洋伙伴关系协议(Trans-Pacific Partnership Agreement,TPP)即是一个超越地缘界限,连接三大洲,横跨太平洋两岸的高标准、高质量的自由贸易协定,自美国加入后在全球范围内引起广泛关注,许多发达经济体相继加入TPP谈判。2013年日本加入TPP谈判,并在谈判中力求将部分农产品作为例外产品,使有关农产品的议题开始引起关注,关于TPP谈判中的农产品的研究日益增多。本文围绕TPP成员国的农产品贸易这一主题,进行了深层次、多维度的研究。 首先,本文详细地介绍了TPP框架下农产品贸易的研究背景以及相关文献综述,为研究提供基础。 其次,文章综述了TPP的历史背景、TPP谈判进程和谈判内容以及TPP协议中农产品贸易的相关谈判,并预测了TPP框架下农产品谈判的发展趋势。 再次,本文主体部分以TPP成员国农产品贸易现状为基础,以成员国农产品贸易的显示性比较优势指数为研究对象,深入探析了TPP成员国农产品的总体比较优势以及各成员国具有比较优势的农产品种类。 最后,结合中国农产品贸易的实际情况,从农产品显示性比较优势、关税水平以及贸易结合度指数分析TPP对中国农产品贸易的潜在影响,提出我国应对TPP的对策和建议,为减轻TPP对我国农产品贸易的冲击提供思路。 通过研究,本文得出的结论是:(1)TPP现有成员国,无论是发展中成员国还是发达成员国农产品对外贸易依存度均较高,其中发达成员国农产品对外贸易依存度均高于发展中国家(除马来西亚),但发展成员国的关税水平并不普遍高于发达成员国,TPP现有成员国中,除墨西哥外,其他发展中成员国的农产品关税水平低于许多发达成员国。(2)TPP发达成员国的农产品贸易竞争优势呈现两极分化的现象,新西兰和澳大利亚具有较强比较优势,文莱、日本、新加坡和美国的农产品贸易竞争优势微弱,发展中成员国的农产品贸易TC指数则相对集中,均位于0.2到0.3之间,具有微弱竞争优势,仅墨西哥的农产品TC指数小于0,具有竞争劣势。(3)从农产品整体来看,TPP成员国中,新西兰和智利的农产品具有极强的比较优势,,且比较优势日趋增强;澳大利亚、加拿大、越南、秘鲁以及马来西亚的农产品具有较强的比较优势,但比较优势均在减弱;美国的农产品具有一般比较优势,且比较优势逐渐减弱;日本、墨西哥和新加坡的农产品无比较优势,但日本的农产品比较优势在逐渐增强。(4)TPP现有成员国中,农产品出口额较多的主要是发达国家和在某一类农产品上具有地域比较优势的发展中国家,TPP各国在国际农产品贸易中,根据农产品竞争力的不同,已经形成了一系列的竞争格局。(5)从TPP的谈判目标以及TPP现有成员国农产品的比较优势分析来看,短期内,由于政策的滞后性,TPP对我国农产品进出口贸易影响不明显,但在长期内,具有比较优势的国外农产品会迅速抢占我国出口市场,甚至会影响本土农产品在国内的发展。
[Abstract]:In 1990s, along with the accelerated process of economic globalization, regional economic integration has entered a stage of rapid development, not only the scale and quantity of regional economic cooperation organization increased, the content and organization of organization tends to be diversified in recent years, the trend of regional economic integration further enhanced, beyond the border and the pursuit of high standards of regional economic cooperation is expanding trend and the trans Pacific Partnership Agreement (Trans-Pacific Partnership Agreement, TPP) is a beyond the border, connecting the three continents across the Pacific Ocean to high standards, high quality free trade agreement, attracted wide attention from the United States after joining in the global scope, many developed economies have joined the TPP negotiations in.2013 Japan to join the TPP in the negotiations, and negotiations to put part of agricultural products as an exception, the relevant issues of agricultural products began to attract Concerned about the increasing number of research on agricultural products in the TPP negotiations. This article focuses on the theme of agricultural trade of TPP members, which has conducted a deep and multi-dimensional study.
First of all, this paper gives a detailed introduction to the research background and literature review of agricultural products trade under the framework of TPP, which provides a basis for the research.
Secondly, the article reviews the historical background of TPP, the negotiation process of TPP, the contents of negotiations, and the negotiation of agricultural products trade in the TPP agreement, and predicts the development trend of agricultural products negotiations under the framework of TPP.
Again, the main part of this paper is based on the current situation of the members of TPP members in the trade of agricultural products, agricultural products trade revealed comparative advantage index as the research object, in-depth analysis of the overall TPP members of agricultural products of comparative advantage and each member has a comparative advantage in agricultural products.
Finally, according to the actual situation of Chinese trade of agricultural products, agricultural products from RCA, analysis of the potential effects of TPP on Chinese agricultural trade index with tariffs and trade, our country puts forward the countermeasures and suggestions to deal with TPP, and provide new ideas for reducing TPP on China's agricultural products trade impact.
Through the research, this paper draws the following conclusions: (1) the TPP of existing members, whether developing member countries or developed members of agricultural products foreign trade dependence degree is higher, the developed members of agricultural products foreign trade dependence is higher than that of developing countries (except Malaysia), but the development of members of the tariff level is generally higher than that of developed members, TPP existing members, in addition to Mexico, other members of the development of agricultural products tariff level is lower than that of many developed members. (2) the trade competitive advantage of agricultural products TPP developed members showing polarization phenomenon, New Zealand and Australia has a strong comparative advantage, Brunei, Japan, trade competitive advantage of agricultural products Singapore and the United States in the development of weak members of the agricultural product trade TC index is relatively concentrated, were located between 0.2 to 0.3, with a weak competitive advantage, only in rural Mexico TC index is less than 0, have a competitive disadvantage. (3) from agricultural products overall, TPP member countries, Chile and New Zealand agricultural products have extremely strong comparative advantages, and the comparative advantage is enhanced; Australia, Canada, Vietnam, Peru and Malaysia's agricultural products have a strong comparative advantage, but the comparative advantage are in decline; American agricultural products with comparative advantage and comparative advantage gradually weakened; Japan, Mexico and Singapore agricultural products comparative advantage, but the comparative advantage of agricultural products in Japan gradually. (4) TPP existing members, agricultural exports are mainly developed countries and regions have advantage in one category of agricultural products in developing countries, TPP countries in international trade of agricultural products, according to the competitiveness of agricultural products, has formed a series of competition. (5) from the TPP negotiations The comparative advantage and the existing TPP members of agricultural products analysis, in the short term, due to the lag of policy, TPP on import and export of China's agricultural products trade effect is not obvious, but in the long term, with the comparative advantage of foreign agricultural products will quickly seize China's export market, even will affect the local agricultural products in the country's development.
