【摘要】:兰州市西固化工园区的发展带动地区经济发展的同时产生了不容忽视的环境问题,其中以大气环境问题最为突出。如何解决西固化工园区大气环境问题,已成为西固化工园区周边村民和兰州市政府关注的重大问题。 2005年兰州大学对西固化工园区进行了环境影响后评估,制定了园区污染物总量控制方案,并提出区域经济可持续发展的战略对策。然而,自后评估以来西固化工园区污染源及环境空气质量发生了一系列的变化,同时2012年国家环保部颁布了《环境空气质量标准》(GB3095-2012),兰州市作为省会城市于2012年实施该标准。按照新标准的要求,西固化工园区原来大气功能三类区并入二类区,并且执行的标准值更加严格,这对西固化工园区的环境空气质量提出了更高的要求。在新背景条件下,为了更好的控制和改善西固化工园区大气污染问题,需要针对变化后的西固化工园区的环境容量进行重新核定并制定总量削减方案。 本文综合考虑了兰州市西固化工园区的地形特征及污染气象特征,分析了西固化工园区近十年来污染源变动、空气质量变迁趋势等,以2005年西固化工园区环境影响后评估报告为基础,沿用后评估报告中的A-P值法对西固化工园区的环境容量重新核算,确定环境容量指标及污染物削减量,并与2005年确定的容量进行对比,分析西固化工园区环境容量的变动;同时根据大气环境质量现状、污染源分布等资料,对多源模型法应用于西固化工园区计算环境容量及确定总量控制方案的适用性及研究方法进行初探。通过本论文的研究,得出以下结论: (1)沿用A-P值法确定2014年西固化工园区大气环境容量SO220895t/a、 NO213930t/a、TSP69650t/a、NMHC46665.5t/a, NO2、TSP已无剩余环境容量,SO2、NMHC剩余环境容量为14037.95t/a、31481.98t/a,分别占总环境容量的67.18%、63.2%。对比2005年与2014年环境容量可知:2005年NMHC、SO2没有环境容量,TSP剩余77950.9t/a、NO2剩余10265.35t/a,区域的环境容量发生较大变化。 (2)根据总量指标及现状排放量确定削减方案:其中SO2中架源削减总量为115.16t,高架源削减总量为449.19t;NO2中架源削减总量为55.9t,高架源削减总量为11578.97t;针对TSP应加强控制区及周边区域建筑工程管理及生态工程建设的同时削减控制区高架源TSP排放,NMHC无需削减。 (3)多源模型法适用于计算西固化工园区S02、N02环境容量,对TSP、 NMHC环境容量计算并不适用;多源模型法计算出的SO2、NO2环境容量比A-P值法更为保守,有利于更好的保护控制区环境空气质量,建议今后西固化工园区SO2、N02环境容量研究采用多源模型法进行核算。 希望本文的研究有助于科学控制西固化工园区大气污染,改善西固化工园区环境空气质量。
[Abstract]:The development of Lanzhou City Xigu Chemical Industrial Park to drive regional economic development and environmental problems can not be ignored, the atmospheric environment is a prominent problem. How to solve the problem of atmospheric environment in Xigu Industrial Park, has become a major problem in Xigu Chemical Industrial Park and surrounding villagers Lanzhou municipal government attention.
Lanzhou University in 2005 by the environmental impact to the solid chemical industry park assessment, made the plan of total control of pollutant, and put forward strategic countermeasures for the sustainable development of regional economy. However, evaluation of a series of changes since the Xigu Chemical Industry Park pollution sources and air quality of the environment at the same time after, the state environmental protection department in 2012 promulgated the "environmental air quality standard > (GB3095-2012), as the provincial capital of Lanzhou city in 2012 the implementation of the standards. In accordance with the requirements of the new standard, the original function of atmospheric chemical industry park Xigu three area into two districts, and the implementation of the standard value of more stringent, which puts forward higher requirements on the air quality of the environment Xigu Industrial Park in the new background. Under the condition, in order to control the air pollution problem and improve the Xigu Chemical Industry Park better, need to change the Xigu chemical industrial park environmental capacity again Check and formulate a total reduction plan.
Considering the terrain characteristics and pollution meteorological characteristics of Lanzhou Xigu Chemical Industrial Park, analyzes the Xigu chemical industry park for nearly ten years of pollution source changes, the air quality change trend, the environmental impact assessment report 2005 Xigu Chemical Industry Park as the foundation, use after the assessment of the A-P value method to the solid chemical industrial Park to determine the environmental capacity calculation, capacity index and pollutant reduction, and 2005 to determine the capacity of comparison, analysis of the environmental capacity of the chemical industry park Xigu changes; at the same time according to the present situation of the environmental quality of atmosphere, the distribution of pollution sources, study on the method for application of multi model method in Xigu chemical industrial park environmental capacity and determine the total amount of calculation the control scheme and research. Through the research of this paper, draw the following conclusions:
(1) use the A-P value method to determine the atmospheric environmental capacity in 2014 SO220895t/a, NO213930t/a TSP69650t/a, Xigu Industrial Park, NMHC46665.5t/a, NO2, TSP have no residual capacity of the environment, SO2 NMHC, 14037.95t/a 31481.98t/a for the remaining environmental capacity, environmental capacity, which accounted for 67.18%, compared to 2005 and 2014 63.2%. environmental capacity shows: 2005 NMHC, SO2 no environmental capacity, the remaining TSP 77950.9t/a, NO2 remaining 10265.35t/a, the environmental capacity in the region changed greatly.
(2) to determine the reduction plan according to the total index and the status of emissions: the SO2 frame source reduction of total 115.16t, total 449.19t elevated source reduction; NO2 frame source reduction of total 55.9t, total 11578.97t elevated source reduction; for TSP should strengthen the control of construction project management and construction of ecological engineering and the surrounding area at the same time cut control region elevated source TSP emissions, NMHC not be cut.
(3) source model is used in the calculation of Xigu Chemical Industrial Park S02, N02 of TSP, the environmental capacity is not suitable for calculating the environmental capacity of NMHC; the multisource model was used to calculate the environmental capacity of SO2, NO2 value method is more conservative than A-P, protection of control air quality better, in Xigu Chemical Industrial Park SO2 study on the environmental capacity of N02, the source model of accounting.
I hope this study is helpful to the scientific control of Xigu chemical industry park, air pollution, improve air quality of the environment in Xigu Industrial Park.
