传统产业集群升级中内生性风险的演化与评估

【摘要】：产业集群是区域竞争力的重要源泉,也是地方政府推进区域经济增长的重要载体。改革开放初期,以广东“专业镇”和浙江“块状经济”为代表的产业集群如雨后春笋层出不穷,成为撬动国内经济增长和现代化建设的重要支点。但近年来,随着国内资源环境压力的日益上升、劳动力成本的上升和国际竞争的日趋激烈,加快推进传统产业集群升级已经成为经济管理者和理论研究者的共识。但传统产业集群在升级过程中存在着诸多风险,其中内生性风险会起到决定性作用,由此就提出了本文的研究任务。本文研究首先以传统产业集群升级中的内生性风险研究为主线,在对领域内相关学者的观点梳理之后,对传统产业集群、传统产业集群升级、传统产业集群升级中内生性风险的概念和内生性风险的分类等方面的理论进行了简要的分析,探讨了传统产业集群升级中内生性风险的作用机理进行了分析,为下文分析奠定基础。其次,从演化博弈的角度基于企业、政府和行业协会三主体对传统产业集群升级中内生性风险的演化机理进行了分析,并进行了数值实验,研究发现主体行为策略的选择决定于各个主体之间成本与收益的对比关系,政府、企业和行业协会主体不同的参与情形会对传统产业集群升级中内生性风险产生不同的影响。然后,在对传统产业集群升级中内生性风险的演化机理进行分析的基础上,结合传统产业集群升级中内生性风险的分类,构建了传统产业集群升级中内生性风险的评估体系,并以我国典型纺织产业集群(浙江、江苏、福建、广东、山东、河南和湖北)为例进行了评估。通过对我国典型纺织产业集群升级中内生性风险的测算与评估发现,浙江、江苏、广东、山东和河南纺织产业集群升级中内生性风险水平较高,而福建和湖北纺织产业集群升级中内生性风险水平较低,反映了我国典型纺织产业集群升级中内生性风险分布呈现非均衡的状态。本文最后基于对我国典型纺织产业集群升级中内生性风险的评估结果,从企业角度、政府角度和行业协会角度提出对应的政策建议,促进传统产业集群升级,从而推动传统产业集群实现长久可持续性的发展。
[Abstract]:Industrial cluster is an important source of regional competitiveness, but also an important carrier of the local government to promote regional economic growth. But in recent years, with the domestic the pressure on resources and the environment is rising, the rising cost of labor and the increasingly fierce international competition, accelerate the upgrading of industrial clusters has become the traditional economic management and theory researchers. But the traditional consensus in the process of upgrading the industrial cluster has many risks, including endogenous risk will play a decisive role, then put forward the research the task of this paper. This paper firstly in order to study the endogenous risk and upgrading of traditional industries in the cluster as the main line, in the field of related studies After the view of combing the traditional industrial clusters, the upgrading of traditional industrial clusters, and the concept of endogenous risk and upgrading of traditional industrial clusters in the endogenous risk classification and other aspects of the theory are analyzed, discussed the mechanism of upgrading of traditional industrial clusters in endogenous risk are analyzed, the analysis lay a theoretical foundation for the following secondly, from the perspective of evolutionary game based on the evolution mechanism of enterprise, government and Industry Association of the three subjects on the upgrading of traditional industrial clusters in endogenous risk are analyzed, and the numerical experiments, research found that the main behavior strategy depends on the costs and benefits of the relationship between the various subjects of government, enterprises and industry associations the participation of different subjects have different influence on the upgrading of the traditional industrial cluster in the endogenous risk. Then, in the nature of traditional industrial cluster upgrading in The basis of the analysis of the evolution mechanism of risk, combined with the classification and upgrading of traditional industrial clusters in the endogenous risk, construction and upgrading of traditional industry cluster endogenous risk assessment system, and the typical of China's textile industry cluster (Zhejiang, Jiangsu, Fujian, Guangdong, Shandong, Henan and Hubei) was evaluated as an example through the measurement and evaluation of China's textile industry cluster upgrade in typical endogenous risk discovery, Zhejiang, Jiangsu, Guangdong, Shandong and Henan to upgrade the textile industry cluster in the endogenous risk level is higher, while Fujian and Hubei Textile Industrial Cluster Upgrading in the endogenous risk level is relatively low, reflecting the typical of China's textile industry cluster upgrade in the endogenous risk distribution of the non balanced state. Finally, based on China's textile industry cluster upgrade in typical endogenous risk assessment results, from a business perspective, the perspective of the government and The industry association points out corresponding policy suggestions to promote the upgrading of traditional industrial clusters, thus promoting the long-term sustainable development of traditional industrial clusters.
