【摘要】：国以民为本，农以种为先，种子作为最基础的农业生产资料和科技载体，在“三农”中具有极端的重要性，是决定农产品产量和质量的首要内因，直接影响到种子企业的发展。2011年9月25日，新的《农作物种子生产经营许可管理办法》的颁布，提高了我国种子企业的门槛，开启了中国种业新一轮的改革之路。全国持证种子企业由两年前的8700多家减少到目前的5000多家，市场秩序逐步好转，种子企业实现了健康发展。杨凌作为我国唯一的国家级农业高新技术产业示范区，在小麦、玉米、油菜品种研发方面、人才和种质资源方面具有较强优势。新政策下，杨凌种子企业要抓住机遇，乘势而上，就要解决科研育种人员少，育种手段滞后，研发资金投入不足等一些问题。论文依据现代企业管理理论、区域经济理论、种子产业化理论和企业管理模式论等相关理论，以杨凌种子企业的经营模式及促进种业做大做强为研究对象，在深入杨凌种子企业实地调研和借鉴国内外学者相关研究成果的基础上，通过理论分析、文献检索、模型构建、典型案例等方法，论述了种子企业相关理论基础，分析了杨凌种子企业发展现状和存在问题，探讨了国内外种业经营模式和实践经验，构建了“现代农业看杨凌”新的育、繁、推一体化种子企业经营模式，提出了杨凌种子企业经营模式创新的政策建议。论文研究结论：一是对种子及种子企业的本质进行了新的诠释。种子是科技信息、科技知识发挥作用的载体，是科技含量较高的特殊商品，对农业的增产与农民的增收起到了关健性的作用，，直接影响到种子企业的发展。种子企业就是将种子的科技信息无限放大的经济组织。二是通过分析国内外种子企业经营模式，得出在新的种业政策下，集中优势，兼并重组是种子企业尽快走向育繁推一体化的捷径。三是在分析杨凌种子企业经营现状的基础上，充分借鉴了国内外种业集团经营模式的先进经验，结合杨凌自身科研育种优势和特点，提出了组建高校、企业育种联合协作育种的新模式，加强企业科技创新能力，建立以企业为主的商业化育种体系。
