“一带一路”战略背景下西北地区经济发展空间拓展路径研究

【摘要】：区域经济发展空间拓展是区域在经济要素和空间要素共同作用下实现经济发展水平提升的一种路径。西北地区是“一带一路”倡议的重要区域。在“一带一路”战略背景下,实现西北地区经济发展空间拓展具有一定典型性。如何借助“一带一路”战略带来的空前发展机遇,应对日益严峻的国内外竞争压力,扭转西北目前经济格局“边缘”现状,将是西北各省区必须解决的重大现实问题。首先,本文从经济要素的空间效应出发,通过梳理经济发展与区域空间的互动关系,分析了经济发展空间拓展内涵,认为经济发展空间拓展是经济要素与空间要素融合发展的一个过程,是经济空间通道建设、城镇体系优化、产业空间拓展三者的耦合统一。其中在政府的政策引导下,推动技术为首的高端要素集聚,实现产业空间拓展和区域经济空间一体化是欠发达地区经济空间拓展的关键。其次,本文从地理空间、生态空间、城镇空间、产业空间、经济空间结构五个方面入手,应用空间引力模型、区位商、产业结构相似系数等模型,综合分析了西北地区经济发展空间现状。认为:受历史发展、区位条件、资源禀赋、区域政策等影响,西北城镇规模体系不合理,I型以上大城市稀少,城市人口和产业承载能力不足;同时受城市发展程度等因素限制,西北主要城市间经济空间联系微弱,在新疆东段和甘肃河西走廊地区出现空间联系断裂;本文对西北产业发展相关演化过程进行了剖析,发现西北地区产业发展长期依靠能源资源优势驱动,以初级能矿产业为主导产业,与此同时,技术、人才要素投入严重不足,且与产业空间狭小呈恶性循环趋势,资源优势未转化为区域核心竞争优势,产业发展空间受到极大限制。本文还指出西北经济发展中存在经济空间内部发展不均衡,地区产业低水平趋同等结构性矛盾。另外,西北城镇用地有限、生态环境脆弱、能源利用效率低下也成为西北经济发展空间拓展的瓶颈。第三,本文以我国区域经济发展空间格局变化趋势和“一带一路”战略机遇为空间拓展导向,明确了西北地区经济发展空间拓展的方向和目标。认为西北区域经济发展空间拓展需协调西北空间与国外、国内两个外部空间的互动关系,西北区域各省之间、城市与乡村之间内部空间的互动关系,以互利合作带动空间拓展,将资源禀赋和区位优势转变为经济发展空间长期竞争优势,提高西北地区在全国乃至全球经济空间中的地位。第四,本文认为西北地区未来空间拓展应考虑西北地理空间、生态空间及区域协调发展要求。在相关政策机制的引导下,以完善现代化空间通道建设为先行,以大中城市为主体,完善城镇体系,最大限度发挥西安在西北经济发展的扩散效应,重点加快壮大兰州和乌鲁木齐两大区域性中心城市,构建西北增长极体系,同时培育城市群、经济轴,加强经济空间联系。以重构区域产业空间竞争力为目标,对接全球价值链和国际市场,协调西北五省主导产业发展,构建差异化、开放式特色产业体系,提升区域空间竞争力。本文概括了区域经济发展空间拓展的概念和内涵,紧密结合“一带一路”战略机遇和西北经济发展基础、空间现状以及全国区域发展空间格局变化趋势,明确了西北地区内外部四大空间互动关系,提出了未来西北扭转经济空间劣势的方向和目标,并制定了具体的路径和政策措施,具有一定创新性。
