【摘要】：随着我国工业化、城市化的步伐加快，城市人口急剧增加，城郊耕地日趋减少，城区环境质量下降甚至恶化，优质农产品供需矛盾日益突出，城市人口对基本农产品的物质需求、休闲观光的精神需求以及城市生态需求日趋强烈。在这种情况下，农业发展的理念及其功能、作用日渐扩展，，都市农业应运而生，对都市农业的研究越发重要、越发紧迫。本文追溯了国内外学术界对都市农业发展研究的成果，从理论上对都市农业的概念进行界定，认为都市农业不同于城郊农业，是城郊农业的高级阶段，是城市边缘地区农村发展的必然选择。本文对都市农业的相关理论，即农业现代化理论、可持续发展理论、外部效应理论等进行了概述，并总结了国内外都市农业的发展模式。笔者基于在沈阳市沈北新区所从事的发展农业高新技术产业的工作实践及所在区农业发展历程为研究对象，对沈北新区都市农业现状进行了分析研究，包括都市农业的功能、产业结构、发展模式以及存在的问题。并运用SWOT分析法剖析了沈北新区发展都市农业的优势、劣势、机遇和挑战。结合沈北新区发展都市农业的现实条件，对沈北新区发展都市农业的发展模式进行探讨，试图提出沈北新区都市农业发展的指导思路、发展方向、最佳途径和相关对策，建议沈北新区扬长避短，充分发挥优势，发展特色都市农业，增强市场竞争力，促进区域经济、社会、生态、环境的协调和可持续发展。
[Abstract]:With the industrialization of our country, the pace of urbanization accelerates, the urban population increases sharply, the cultivated land in the suburbs decreases day by day, the environmental quality of the urban area drops or even deteriorates, the contradiction between supply and demand of high-quality agricultural products becomes more and more prominent. The material demand for basic agricultural products, the spiritual demand for leisure and sightseeing and the urban ecological demand for urban population are increasingly strong. In this case, the concept and function of agricultural development are increasingly expanded. Urban agriculture emerged as the times require, and the research on urban agriculture is more important and urgent. This paper traces the domestic and foreign academic research on the development of urban agriculture, theoretically defines the concept of urban agriculture, that urban agriculture is different from suburban agriculture, is the advanced stage of suburban agriculture. It is the inevitable choice of rural development in urban fringe area. This paper summarizes the related theories of urban agriculture, that is, agricultural modernization theory, sustainable development theory, external effect theory and so on. And summarized the development model of urban agriculture at home and abroad. The author based on the development of agricultural high-tech industry in Shenyang Shenyang New District and the agricultural development process of the region as the research object. This paper analyzes the present situation of urban agriculture in Shenbei New District, including the function and industrial structure of urban agriculture. The development model and existing problems are analyzed by using SWOT analysis. The advantages, disadvantages, opportunities and challenges of developing urban agriculture in Shenbei New area are analyzed, and the realistic conditions of developing urban agriculture in Shenbei New area are combined. This paper probes into the development mode of urban agriculture in Shenbei New District, and tries to put forward the guiding idea, developing direction, best way and relevant countermeasures for the development of urban agriculture in Shenbei New area, and suggests that Shenbei New District should take advantage of its advantages and avoid its disadvantages. Give full play to the advantages, develop characteristic urban agriculture, enhance market competitiveness, promote regional economic, social, ecological and environmental coordination and sustainable development.
