【摘要】:随着高等教育的不断发展,在大力发展现代职业教育的政策引导下,高等职业教育呈现高速发展的良好势头,正朝着更新、更高的领域努力;高职院校除了正常的教学工作以外,科研工作水平也急需得到长期稳定的可持续发展,这与报告中要求职业院校要密切产学研合作,走内涵发展道路并不矛盾。作为非营利组织的高职院校,层次低,起步晚,科研成果质量和转化率太低,再加上高职院校获取科研经费的渠道单一,科研经费投入产出不合理,其科研水平与本科院校相比还有很大差距。高职院校想要提升科研水平,获得地方财政支持与社会团体的认可,培养优秀的人才,更好的为区域经济的发展服务,就必须合理规划每一笔科研经费,使之产生最大的效益。平衡计分卡作为营利组织的绩效评价工具,近年来不管是理论研究层面还是应用实践上都获得了极大的关注。随着国内外研究者对其理论的深入,特别是针对不同行业内的推广,平衡计分卡的适用范围得到了延伸,专家们认为非营利组织在运用平衡计分卡进行绩效评价时相对于营利组织而言更容易显现管理效果。本文也认同以上观点,因此笔者以平衡计分卡作为本文的绩效评价工具,在深入分析CJ职业学院科研经费绩效管理所面临的现状及问题的基础上,通过研究文献和进行专家咨询,从资金投入、组织过程、产出效益、学习与成长四个维度构建CJ职业学院科研经费绩效评价体系;在指标权重值的确立上采用层次分析法(Analytic Hierarchy Process,AHP),由专家问卷调查的方式对指标间的重要性进行逐一评价并得出判断矩阵,最后运用YAAHP软件确定各指标的权重值,并通过一致性检验。在此基础上,笔者以CJ职业学院近五年的市部级课题、院级重点项目、院级一般项目作为总体样本进行抽样分析,进一步验证上述指标体系的适用性,最后针对CJ职业学院科研经费绩效评价的结果,为学院管理层提出一些建议措施,一是对科研经费绩效评价予以量化考核,建立长效监督机制,二是重视资金执行效率,实现科研经费的有效产出,三是提高科研成果质量水平,注重人才的培养和对区域经济的服务性,四是改善师生结构比,加大对青年教师的鼓励与支持。研究结果证实,本文针对CJ职业学院提出的科研经费绩效评价体系,不但能及时反映学院科研经费的投入产出水平,也能帮助其分析经费管理中存在的问题并提出解决建议,达到预期的研究目的。
[Abstract]:With the continuous development of higher education, under the guidance of the policy of vigorously developing modern vocational education, higher vocational education presents a good momentum of rapid development, and is moving towards newer and higher fields. In addition to the normal teaching work, the level of scientific research work is also in urgent need of long-term stable and sustainable development, which is in line with the report that vocational colleges should work closely in production, learning and research cooperation. As a non-profit organization, higher vocational colleges have a low level, late start, too low quality and conversion rate of scientific research results, plus a single channel for higher vocational colleges to obtain scientific research funds. The input and output of scientific research funds is unreasonable, and the level of scientific research is still far from that of undergraduate colleges. Higher vocational colleges want to improve their scientific research level, obtain local financial support and the recognition of social organizations, and train outstanding talents. Better serve for the development of regional economy, we must plan each scientific research funds reasonably, make it produce the greatest benefit. Balanced scorecard as a profit organization performance evaluation tool. In recent years, great attention has been paid to both theoretical research and practical application. With the deepening of domestic and foreign researchers' theory, especially for the promotion of different industries. The scope of application of balanced scorecard has been extended, experts believe that non-profit organizations in the use of balanced scorecard performance evaluation than profit organizations are easier to show management results. This paper also agrees with the above views. Therefore, the author takes the balanced Scorecard as the performance evaluation tool of this paper, on the basis of in-depth analysis of the current situation and problems faced by CJ Vocational College, through the study of literature and expert consultation. From the four dimensions of capital input, organization process, output benefit, learning and growth, the performance evaluation system of CJ vocational college scientific research funds is constructed. Analytic Hierarchy process (AHP) was used to determine the weight of the index. The importance of each index is evaluated one by one by the way of expert questionnaire, and the judgment matrix is obtained. Finally, the weight of each index is determined by using YAAHP software, and the consistency test is passed. On this basis. The author uses CJ vocational college in recent five years of the city ministry level project, the college level key project, the school level general project as the overall sample carries on the sampling analysis, further verifies the above index system applicability. Finally, according to the results of the performance evaluation of CJ vocational college research funds, some suggestions are put forward for the management of the college. First, the quantitative evaluation of research funds performance evaluation and the establishment of a long-term monitoring mechanism. The second is to pay attention to the efficiency of fund implementation to achieve the effective output of scientific research funds, the third is to improve the quality of scientific research results, pay attention to the cultivation of talents and the service to the regional economy, and the fourth is to improve the structure of teachers and students. Strengthen the encouragement and support to young teachers. The results of the study confirm that the performance evaluation system of scientific research funds proposed in this paper can not only reflect the input and output level of research funds in CJ vocational college in time. It can also help them to analyze the problems existing in the management of funds and put forward some suggestions to achieve the expected purpose of the research.
