【摘要】:在经济全球化、区域经济一体化发展的背景下,经济转型升级的步伐加快,对外开放领域也在不断扩大,作为舟山江海联运服务中心建设的主体,以及对接“一带一路”和长江经济带建设重要战略支点的舟山港域正面临着激烈竞争。《舟山江海联运服务中心总体方案》中明确指出要保障舟山港域的核心发展利益,舟山港域如何在激烈的港口竞争环境中取胜是需要极力探讨和研究的问题。本文采用层次分析法和逼近理想解的排序方法相结合构建模型对舟山港域的竞争力进行评价研究。首先分析选题背景与意义,从港口竞争力的定义及特点入手,分析竞争力形成的要素,以及目前国内外的港口竞争现状,提出对港口竞争力进行研究的意义。其次,充分考虑舟山港域当前的发展情况,并纳入发展潜力因子,构建舟山港域的竞争力综合评价指标体系。通过对常用的四种评价方法的对比,选取层次分析法和逼近理想解的排序方法构建用于评价舟山港域竞争力的评价模型。基于层次分析法和逼近理想解的排序方法的港口综合竞争力评价模型对舟山港域的竞争力情况进行评价,将前期所构建的评价指标体系带入运行,得出舟山港域竞争力的综合加权值,清晰了解目前舟山港域的港口自然条件、特色服务系统、港口环境体系以及软环境四个方面具体的发展情况。最终结合上述模型运行的结论,分析舟山港域目前发展有待提高的地方,考虑到船舶维修和燃料油供应体系在所有指标中分别占12.77%和14.83%的比重,但因子分值却明显较低,为此提出有针对性的对策和建议。以期通过注重船舶维修和燃料油供应体系两方面的完善,提高舟山港域的竞争力,使舟山港域在港口发展的洪流中占据一席之地。
[Abstract]:Under the background of economic globalization and the development of regional economic integration, the pace of economic transformation and upgrading has been accelerated, and the field of opening to the outside world has been expanding, as the main body of the construction of Zhoushan River and Sea combined Transport Service Center. And docking "Belt and Road." The Zhoushan port area, which is an important strategic fulcrum in the construction of the Yangtze River Economic Belt, is facing fierce competition. In the General Plan of Zhoushan River and Sea combined Transport Service Center, it is clearly pointed out that the core development interests of the Zhoushan Port region should be safeguarded. How to win the Zhoushan port domain in the fierce port competition environment is a problem that needs to be explored and studied. In this paper, we use the AHP and the ranking method to approximate the ideal solution to build a model for the competitiveness of the Zhoushan port region. First, analyze the background and significance of the topic. Starting with the definition and characteristics of port competitiveness, this paper analyzes the factors of the formation of competitiveness, as well as the present situation of port competition at home and abroad, and puts forward the significance of studying port competitiveness. Fully consider the current development of Zhoushan port region, and incorporate the development potential factor, build the comprehensive evaluation index system of Zhoushan port area competitiveness. Through the comparison of four commonly used evaluation methods. An evaluation model for evaluating the competitiveness of Zhoushan port region is constructed by selecting AHP and ranking method of approaching ideal solution. Evaluation Model of Port Comprehensive Competitiveness based on Analytic hierarchy process and ranking method approaching ideal solution to Zhoushan. To evaluate the competitiveness of Hong Kong. The evaluation index system constructed in the early period is brought into operation, and the comprehensive weighted value of the competitiveness of Zhoushan port region is obtained, and the natural conditions and characteristic service system of the port in Zhoushan port area are clearly understood.
