【摘要】：经济全球化进程的加快、全球产业结构的快速调整都加快了生产要素和产品在国家地区间的流动，产业转移也以更快的频率在国际间和区域间出现。产业转移是经济发展的阶段性产物，我国经济的区域差异化发展使产业转移成为了国内区域经济协调发展战略的重点，这在我国现实经济发展过程中起了十分重要的作用。首先，对各区域来说，产业转移是促进产业结构优化调整的重要力量，影响着区域产业的整体竞争力；其次，对于区域之间，产业转移更是开展区域间合作、达到区域双赢、实现发达地区带动欠发达地区的强有力的手段。自改革开放以来，来自国际的产业转移多数由东部沿海的发达省市承接。但现在，日益增加的资源、环境和人力成本压力促使东部沿海地区向国内进行产业转移，这是东部地区实现产业结构调整的必然趋势。在这个背景下，承接东部地区产业转移渐渐成为了中西部地区加快经济发展、迅速崛起的良好机遇。作为西部地区的一个大省，甘肃省应该在这个产业转移的浪潮中准确把握产业转移的效应机理，营造出恰当的产业转移环境，主动迎接来自发达地区的产业转移，这是经济快速发展、缩小与其它地区间差距的重要途径。但是盲目的承接来自发达地区的产业，甘肃省经济的发展可能会面临风险，使甘肃的经济水平在出现了短暂的增长后停滞不前。甘肃省已经在承接产业转移方面取得一定成效，但是在未来的产业承接上还存在需要注意的问题。本文以区域经济学、新经济地理学、产业经济学、区域经济可持续发展等学科理论为依托，对搜集到的数据进行定性与定量相结合、对比分析。本文用产业结构效应、就业扩大效应、技术溢出效应、生态环境效应对甘肃省2005——2012年承接的产业进行评价，结果显示承接的转移产业整体来说对于甘肃省的经济发展是有促进作用的，但是也带来了环境的破坏，与甘肃省的可持续发展观念是背道而驰的，不利于经济的长期稳定发展。最后，，本文提出了一些关于甘肃省承接产业转移的策略建议，希望甘肃省在合理的角色定位的基础上，在承接产业转移过程中能够趋利避害，理性承接产业转移，以利于产业层次不断向更高层次发展。
[Abstract]:With the acceleration of the process of economic globalization and the rapid adjustment of the global industrial structure, the flow of production factors and products between countries and regions has been accelerated. Industrial transfer also appears in the international and regional areas with a faster frequency. Industrial transfer is a phased product of economic development. The regional differential development of our country's economy makes the industrial transfer become the focal point of the coordinated development strategy of domestic regional economy, which plays a very important role in the process of our country's real economic development. First of all, for each region. Industrial transfer is an important force to promote the optimization and adjustment of industrial structure, which affects the overall competitiveness of regional industries. Secondly, for the region, industrial transfer is to carry out interregional cooperation to achieve a win-win situation in the region, to achieve a strong means to drive the less developed areas in developed areas. Since the reform and opening up. Most of the industrial transfer from the international is carried out by the developed provinces and cities along the eastern coast. But now, the increasing pressure of resources, environment and manpower cost has prompted the eastern coastal areas to transfer to domestic industries. This is the inevitable trend of the industrial structure adjustment in the eastern region. Under this background, to undertake the industrial transfer in the eastern region has gradually become the central and western regions to speed up economic development. As a big province in the western region, Gansu Province should grasp the effect mechanism of industrial transfer in the tide of industrial transfer and create a proper environment for industrial transfer. Actively welcome the industrial transfer from developed regions, which is an important way for rapid economic development and narrowing the gap with other regions, but blindly accept industries from developed regions. Gansu Province's economic development may face risks, so that the economic level of Gansu has stagnated after a short period of growth. Gansu Province has made certain achievements in undertaking industrial transfer. However, there are still some problems to be paid attention to in the future industry undertaking. Based on the theories of regional economics, new economic geography, industrial economics and sustainable development of regional economy, this paper combines qualitative and quantitative data collected. This paper uses industrial structure effect, employment expansion effect, technology spillover effect and ecological environment effect to evaluate the industry in Gansu province from 2005 to 2012. The results show that the transfer industry as a whole has promoted the economic development of Gansu Province, but also brought environmental damage, which is contrary to the concept of sustainable development in Gansu Province. Finally, this paper puts forward some strategic suggestions on the industrial transfer in Gansu Province, hoping that Gansu Province can play a reasonable role on the basis of positioning. In the process of undertaking industrial transfer, it can seek advantages and avoid disadvantages, and rationally undertake industrial transfer, which is conducive to the continuous development of the industrial level to a higher level.
