【摘要】:随着成品油销售企业传统获利空间不断被挤压,市场压力不断增加,基于大仓储大物流的规划,通过优化措施来降低物流成本、完善物流管理、提高企业核心竞争力已成为所有成品油销售公司不可回避的课题。油库是成品油物流的纽带环节,对油库进行优化配置是物流优化的第一步,通过油库配置的优化来提高配送效率,降低物流成本,提高物流设施的利用效率是物流利益最大优化的必要途径,它将成为企业新的利润来源。 本文运用现代物流理论、运筹学、图论与四川销售成品油库配置典型现状相结合,不仅归纳了当前油库面临的问题,而且通过模型的建立与求解确定出了成品油库优化配置方案,同类成品油销售公司可以以此为鉴。 文章首先介绍了成品油物流和成品油库优化配置的相关理论,随后较为详细地分析了中石油四川销售成品油物流优化及成品油库配置存在的五点问题,指出了国内成品油销售企业进行油库配置优化的重要性和必然性。在此基础上,以多目标优化理论为基础,建立了配送量最合理、油品配送费用最少、油库运行费用最低三个模型。 其次详细分析了成品油库优化配置的约束条件:在分析了四川地区影响成品油的宏观环境后,预测出公司及各市州的成品油销量,选取弹性系数法、趋势外推法、灰色预测法和组合预测模型对汽柴油分别进行了预测,提高了预测精度;随后,在确定出四个关停油库的基础上,从油品的消耗和来源两个方面,即各市州的油品绿色贡献系数和油库的油品来源方式、来油量对各个片区内确定出中心库,确定出小额油品的放置油库;接着打破二级公司与加油站的从属关系,合理地划分出成品油配送区域经济辐射范围,重新布局了配送油库,使油库的总平均运距从73.74km减少到66.71km,整体减少了10.54%;最后从来油方式考虑了油库的应急库存,确定出每个油库最小应保持的库存量。 通过模型求解确定出油库的优化配置:将小额油品集中放置于片区中心油库;对库容结构进行调整,将90和97号油罐改为93号汽油罐,油库-10号柴油罐改为0号柴油罐;得出2020年各个油库不同油品的最优摆放量;在合理周转次数下确定出油库的油罐扩建情况,给出油罐的最优摆放方案。
[Abstract]:With the traditional profit space being squeezed and the market pressure increasing, the optimization measures are adopted to reduce the logistics cost and improve the logistics management based on the planning of large storage and large logistics. Improving the core competitiveness of enterprises has become an unavoidable issue for all oil products sales companies. Oil depots are the link link of oil products logistics, and optimizing the allocation of oil depots is the first step of logistics optimization. It is necessary to improve the distribution efficiency, reduce the logistics cost and improve the utilization efficiency of logistics facilities by optimizing the allocation of oil depots, which will become a new profit source for enterprises. This paper combines the modern logistics theory, operation research, graph theory with the typical present situation of Sichuan sales product oil depot, not only sums up the problems faced by the oil depot at present. Moreover, the optimal configuration scheme of the finished oil depot is determined through the establishment and solution of the model, which can be used as a reference by the similar oil sales company. This paper first introduces the related theories of product oil logistics and oil depot optimization, and then analyzes in detail the five problems existing in PetroChina Sichuan sales oil logistics optimization and product oil depot configuration. This paper points out the importance and inevitability of oil depot configuration optimization in domestic oil products sales enterprises. Based on the multi-objective optimization theory, the most reasonable distribution quantity and the lowest oil distribution cost are established. Three models of lowest operating cost of oil depot. Secondly, the constraints of optimal allocation of finished oil depots are analyzed in detail: after analyzing the macro environment of oil products in Sichuan region, the oil sales volume of the company and the prefectures is predicted, and the elasticity coefficient method is selected. The trend extrapolation method, grey forecast method and combined forecasting model are used to predict the gasoline and diesel oil respectively, which improves the accuracy of prediction. Then, on the basis of determining the four shutdown oil depots, from the consumption and source of oil products, namely, the green contribution coefficient of oil products and the oil source mode of oil depot. The coming oil quantity determines the central storehouse in each region and the oil depot of small oil product. Then break the subordinate relationship between the secondary company and the gas station, reasonably divide out the economic radiation range of the product oil distribution area, and rearrange the distribution oil depot. The total average transportation distance of oil depot is reduced from 73.74 km to 66.71 km, and the total transportation distance is reduced by 10.54 km. Finally, the emergency stock of oil depot is considered, and the minimum storage amount of each oil depot is determined. The optimal configuration of the oil depot is determined by solving the model: the small amount of oil is concentrated in the central oil depot in the area; The storage capacity structure was adjusted to change 90 and 97 oil tanks to 93 gasoline tanks and-10 diesel tanks to 0 diesel tanks. In 2020, the optimal quantity of different oil products in each oil depot was obtained. Under the reasonable turnover times, the extension of the oil tank is determined, and the optimal arrangement of the tank is given.
