松原市吉拉吐乡农村文化建设研究

【摘要】：党在第十六届第五次会议上明确强调,为了适应中国在现代化新形势下的进程,就要把社会主义新农村建设作为目前中国的首要任务。在新农村建设进程中,首先要将农村文化作为一个基础,形成项目来完成。农民的素质、文化层次和经济命脉是息息相关的,在实现新农村的道路中占有非常重要的位置,并且有一定的推动性。所以,想要做好一份建立在新的农村社会主义文化工作必须首先确保农村地区文化建设的顺利进展。本文通过对吉拉吐乡5个村屯在十六届五中全会后农村文化建设的贯彻实施情况的调查、分析,从近年国家实施农村文化建设的效果看,国家对农村文化建设的有力实施,使吉拉吐乡在农村发展、农民文化生活都取得了显著进步和提高,促进了区域经济发展,但这只是从时间纵向与自身相比较而言。从横向上,与城镇同期发展以及与其他地区农村文化建设发展相比较,吉拉吐乡文化发展速度仍然缓慢,在文化建设的实施过程中也存在着一些问题：一些是“农民”自身存在的,影响了文化建设水平的成效发挥；是“农村文化建设”的体制机制,限制政策效应；再有一些则是政策执行中的资金等不利于文化建设的规模化经营,让农民受益有限,文化建设中的“三下乡”力度需要进一步完善和加强等问题。笔者结合吉拉吐乡实际情况,试图找到解决该乡文化建设问题的办法,探索文化建设在吉拉吐发挥最大效能的有效途径,提出了在新农村文化建设背景下的农村文化建设促进吉拉吐地区经济发展的对策建议。进一步加大落实文化建设力度,加大对吉拉吐乡资金方面的政策支持：进一步增加在农村地区推广的文化知识和科技培训的覆盖率；提高农民的思想认识,进一步加大政策宣传。它将结合乡镇文化迅速发展的整体发展与区域经济、树立新理念,在农村地区的农村文化建设真正落到实处使新社会主义农村建设伟大实践得到区域经济发展和增长。

The state has made great efforts to carry out the rural cultural construction, which has made the rural development and the cultural life of the peasants have made remarkable progress and improved, thus promoting the development of regional economy. But this is only from the time vertical and self comparison. Horizontally, compared with the development of towns and rural cultural construction in other areas, the speed of cultural development in the town is still slow. There are also some problems in the implementation of cultural construction: some of them exist in "farmers" themselves, which affect the effectiveness of cultural construction; It is the institutional mechanism of "rural cultural construction", which limits the policy effect; There are also some policies in the implementation of funds such as unfavorable to the scale of cultural construction management, so that farmers benefit limited. In the process of cultural construction, the strength of "three going to the countryside" needs to be further improved and strengthened. The author tries to find a way to solve the problem of cultural construction of the township in the light of the actual situation of the village. To explore the effective way of cultural construction in Gilarthu. Put forward in the new rural cultural construction background of rural cultural construction to promote the economic development of Jiratu area, and further strengthen the implementation of cultural construction.
