新疆阿拉尔市棉纺产业集群发展中的政府行为研究

【摘要】：新疆是一个经济相对欠发达地区，发展棉纺产业对于区域经济社会发展所带来的先导意义十分重要。阿拉尔市是新疆生产建设兵团在南疆地区布局建设的一个新兴城市，追溯到上世纪五十年代，依托丰富优质的棉花资源，该区域便诞生了一批棉纺企业。随着2002年阿拉尔市正式获批成立，棉纺产业的发展也逐步走上了快车道，棉纺产业呈现出集聚发展的良好态势。阿拉尔市地方政府是推动棉纺产业集群化发展的主导力量，借助国家西部大开发战略的实施和中央启动的新一轮对口援疆工作带来的机遇，2011年，阿拉尔市政府正式提出要在阿拉尔尽快形成一个100万锭规模、50亿元产值的棉纺产业集群。但是，无论是阿拉尔市棉纺产业集群本身，还是推动其发展的政府行为，都暴露出不少问题。为解决影响阿拉尔市棉纺产业集群发展存在的问题，推动阿拉尔市棉纺产业集群进一步发展，本文的研究主要从以下几个方面展开：首先是对论文研究的背景进行了阐述，分析了对于产业集群以及相关政府行为的国内外研究动态，并阐述了研究意义和研究目标，列举了研究方法、技术路线、创新与不足；其次是分析了产业集群和政府行为的相关理论；三是分析了阿拉尔发展棉纺产业集群的诸多优势条件，，提出阿拉尔市棉纺产业集群的三个发展阶段，剖析了产业集群及政府行为存在的问题，并对政府行为存在问题的原因进行分析；四是对阿拉尔市棉纺产业集群发展中的政府行为进行了定位；五是提出了优化阿拉尔市棉纺产业集群发展中政府行为的建议。
[Abstract]:Xinjiang is a relatively underdeveloped region. The development of cotton spinning industry is very important for regional economic and social development. Alar is a new city of Xinjiang production and Construction Corps in southern Xinjiang, dating back to -50s. Relying on rich and high-quality cotton resources, the region was born a number of cotton spinning enterprises. With the official establishment of Alar City in 2002, the development of cotton spinning industry has gradually entered the fast track. The local government of Alar City is the leading force to promote the cluster development of cotton spinning industry. With the help of the implementation of the national western development strategy and the opportunity brought by the new round of counterpart aid to Xinjiang initiated by the central authorities, on 2011, the Alar City Government formally proposed to form a scale of 1 million ingots in Alar as soon as possible. 5 billion yuan output value of cotton spinning industry cluster. However, whether it is Alar City cotton spinning industry cluster itself, or promote its development of the government behavior. In order to solve the problems that affect the development of the cotton textile industry cluster in Alar City and promote the further development of the cotton textile industry cluster in Alar City, the research in this paper is mainly carried out from the following aspects: First of all, the background of the paper is described, and the domestic and foreign research trends for industrial clusters and related government behavior are analyzed, and the significance and objectives of the research are expounded, and the research methods are listed. Technical route, innovation and deficiency; Secondly, it analyzes the related theories of industrial cluster and government behavior. The third is to analyze the advantages of Arar to develop cotton spinning industry cluster, put forward the three stages of the development of Alar cotton textile industry cluster, and analyze the problems of industrial cluster and government behavior. And the causes of the problems in government behavior are analyzed. Fourth, the government behavior in the development of the cotton spinning industry cluster in Alar City has been orientated. Fifth, the paper puts forward the suggestion of optimizing the government behavior in the development of the cotton textile industry cluster in Alar.
