区域高等教育资源的网格化整合机制研究

【摘要】:高校教育资源作为社会总资源的一部分,高校教育资源的配置不仅要受到市场经济条件资源配置一般规律的影响,还受社会资源运行规律的制约。政府、学校、社会是教育资源配置的三大主体。他们以不同的手段和角度影响着教育资源配置。整合区域教育资源是一个以实现教育公平为目标的区域教育资源配置的动态过程。在公平配置区域教育资源的同时,保证区域教育资源的充沛供给、有效使用等基本目标。当前中国高等教育发展面临着诸多“不平衡”问题。由于历史、地理等原因的影响中国区域经济社会发展本身就存在着诸多不平衡,这直接导致以经济实力为基础的教育发展水平的不平衡,尤其是城乡之间教育的不平衡,这不仅有违国家发展提出的社会公平原则,也加剧了中国东、中、西部经济社会发展和城乡发展,乃至区域内部城乡间的不平衡,这些不平衡的现象加剧制约了我国社会整体现代化水平。从信息技术在我国的发展态势来看,我国目前虽然已经有了把信息技术与高校教育结合的技术和理念,各大高校也普遍拥有量各自比较完善的校园网络,但是诸如信息化高校建设规划并没有得到实施,各大高校还处于各自为政的状态。原本想借助信息技术改变教育资源配置不均衡的现象仍然存在。信息孤岛、信息运转不畅仍然是通病。近年,部属高校又开始吧网格技术这种更加先进的信息技术引入到管理高校教育信息资源的实践中。一方面,某些高校开始意识到独立为政对于高校发展的不利之处,开始寻求同盟整合各自优秀的教育资源,并在合作的过程中逐渐转变整合高校教育资源的传统模式和理念;另一方面,当前的网格管理高校教育资源仍然还处于整合层次低、平台建设不完善等初步整合状态。高校教育资源的整合并不等于丰富数据库的资源,数据库资源的丰富也不代表高校信息资源的丰富,更不意味着高校具备丰富的知识,当然也就推论不出区域软实力、国家软实力的提高。本文主要是结合现实数据,根据相关教育学、区域经济学等理论进行的机制研究。为今后信息化整合高校教育资源、信息化高校教育发展提出相关的理论见解和建议。本文第一部分从理论基础入手。首先,在国内外相关文献研究的基础上,综述了区域高等教育资源整合以及网格的国内外主要研究成果。然后介绍了与本论文研究相关的理论概念:教育经济学、区域经济学和规模经济学、网格的概念以及区域高等教育资源的概念。通过相关文献数据的分析概述网格技术在中国高等教育的运用并解释了网格化区域高等教育资源的必要性。第二部分主要研究推动高等教育资源整合的驱动模式。高等教育资源整合的驱动模式分为了传统的单一驱动模式和两极驱动模式。随着教育现代化的推进这种传统模式已经不能更好的推动教育资源整合,我国高校资源配置遭遇投入逐年增加与地区差异扩大的矛盾中。因此,网格多极驱动模式应运而生。这种复合式的驱动模式使驱动力之间取长补短更适合目前网格化整合区域高等教育资源机制。第三部分将首先阐述区域高等教育资源网格化整合的机理,并总结主要的三种网格思想以此设计一套三维的网格化整合思想。最后构建网格化整合机制。全文的最后是对本论文的观点的总结和对网格整合高校教育资源的展望。
[Abstract]:The resources of higher education as a part of the social resources, higher education resource allocation not only affected by the conditions of market economy, general rules of the allocation of resources, but also restricted by the rules of social resources. The government, schools and society are three main educational resources. They used different methods and angle affects the education resources the allocation of education resources. Regional integration is a regional education resource allocation in order to achieve the goal of education fairness in the allocation of educational resources. The dynamic process of regional equity at the same time, to ensure the sufficient supply of regional education resources, a basic goal of the efficient use of the current development of higher education. Chinese faces many "unbalanced" due to historical problem. Influence of geographical and other reasons, Chinese regional economic and social development have a great deal of imbalance, which led directly to the economic strength based education development level The imbalance, especially the imbalance between urban and rural education, which not only violates the principle of social justice national development put forward, also increased the China East, western economic and social development and the development of urban and rural areas, and the regional imbalance in the city and countryside, these imbalances intensified constraining the overall level of China's modernization from the information technology in the society. The development trend of our country, although China has the combination of information technology and educational technology and ideas, major colleges and universities are generally have their respective comparative perfect campus network, such as the planning and construction of colleges and universities information but not implemented, major colleges and universities are lack of coordination. State. Originally wanted to use information technology to change the allocation of educational resources imbalance still exists. The isolated information island, information poor operation is still a common problem. In recent years, universities began to net Grid technology which is more advanced information technology into the practice of management of college education information resources. On the one hand, some universities are beginning to realize the independent political disadvantage for the development and integration of their allies began to seek excellent education resources, and in the process of gradually changing the traditional mode of integration of Higher Education resources and the concept of cooperation; on the other hand, the grid management of higher education resources is still in the low level of integration, platform construction is not perfect as a preliminary state of integration. Integration of higher education resources is not equal to the rich resources of the database, the database resource rich is not representative of University information resource is rich, but does not mean that universities have abundant knowledge, there is no inference of regional soft power, the increase of national soft power. This paper is combined with practical data, according to the relevant education, regional economics Study on the mechanism of the theory. For the integration of information resources in Colleges and universities, puts forward relevant theoretical views and suggestions of education informationization in Colleges and universities. In the first part of this paper starts from the basic theory. First of all, based on related literature at home and abroad, summarizes the regional integration of higher education resources and grid the main domestic and foreign research results. Then it introduces the theory related research and thesis: education economics, regional economics and economics of scale, the concept of grid and regional higher education resources concept. Through the analysis of the necessity of an overview of relevant literature data grid technology in the use of China higher education and explains the higher education resources in the grid area. The second part mainly studies the drive mode to promote the integration of higher education resources. The driving mode of higher education resource integration into the traditional single drive Two mode and drive mode. Finally build grid integration mechanism. The end of this paper is to summarize and point of view of the grid the integration of higher education resources in the future.
