珠海市高等职业教育与区域经济发展适应性研究

【摘要】：高等职业教育是我国高等教育的重要类型,是高等教育体系中与经济发展联系最紧密的部分。服务区域经济发展是高等职业教育的主要功能。区域经济发展和经济结构调整影响高等职业教育人才培养模式。本文基于人力资本理论、三螺旋理论和非均衡增长理论,主要运用文献分析法、调查法和跨学科研究法对珠海市高等职业教育与区域经济发展的适应性问题进行系统分析,提出珠海高等职业教育与区域经济协调发展的策略。珠海毗邻港澳,拥有明显的区位优势,有利于与国外高职院校进行合作。横琴自贸片区、珠三角国家自主创新示范区和高栏港国家经济技术开发区的设立,港珠澳大桥、深中通道和珠港澳国际都会区的建设,珠江西岸先进装备制造产业带战略的实施,是珠海市新常态下难得的历史性机遇。珠海市共有3所高等职业院校,其中公办院校2所,民办院校1所,形成多元主体办学,高职院校间互相补充、互相促进的健康发展形势。同时也存在缺乏核心竞争力、高层次人才吸引力不足、专业结构与区域经济适应性不足等问题。在分析珠海高等职业教育与区域经济发展适应性中,主要两个维度来进行分析:高等职业教育人才培养规模及高职院校专业结构。结果发现,珠海高等职业教育人才培养规模与区域经济适应性问题主要表现在两个方面,一是从业人员规模与劳动力市场岗位要求适应性不足;二是高职院校专业结构与产业结构适应性不足。具体表现为第一产业及第二产业相关专业数量不足、第三产业相关专业数量过剩。在相关调研与分析基础上,从政府层面、学校层面和行业企业层面提出促进区域经济与高职教育协调发展的六个策略:联合各高职院校共同参与专业布局的制定;立法明确行业企业参与高职教育的责任;结合区域经济,开设特色专业;明确办学定位,发挥办学优势;搭建珠海人力资源需求信息共享平台;建立人才培养质量保障体系等。
[Abstract]:The higher occupation education is an important type of higher education, higher education system is the most closely associated with the economic development. Regional economic development is the main function of higher occupation education. The development of regional economy and the impact of the adjustment of economic structure of higher occupation education talents training mode. In this paper, based on the human capital theory, and three spiral theory the theory of unbalanced growth, mainly using the literature analysis method, systematic analysis of adaptability of the Zhuhai higher occupation education and regional economic development survey and cross disciplinary research, proposed the Zhuhai higher occupation education and regional economic coordinated development strategy. Zhuhai, adjacent to Hong Kong and Macao, has obvious geographical advantages, is conducive to cooperation with foreign in higher vocational colleges. The free trade area of the establishment of the Hengqin, the Pearl River Delta National Innovation Demonstration Zone and Gaolan national economic and Technological Development Zone, the Hong Kong Zhuhai Macao Bridge, deep in the channel and the Hong Kong Zhuhai Macao international metropolitan area construction, the implementation of the strategy of the West Bank of the Pearl River with the advanced equipment manufacturing industry, is a rare historical opportunity for Zhuhai city under the new norm. Zhuhai city has a total of 3 higher occupation colleges, including 2 public universities, 1 private colleges, to form a multi subject education among vocational colleges, complement each other, mutual promotion of the healthy development of the situation. There is also a lack of core competitiveness, high level talents attraction shortage, professional structure and regional economy in Zhuhai. The lack of adaptability analysis of higher occupation education and regional economic development adaptability, mainly two aspects: analysis of professional structure scale and higher vocational colleges cultivation of talents of higher occupation education. The results showed that mainly manifested in two aspects: the scale of the problem and regional economic adaptability training in Zhuhai higher occupation education talents, one is from the industry scale With the labor market position is lack of adaptability; two higher vocational colleges professional structure and industrial structure. The lack of adaptability is a concrete manifestation of the number of the first and two industry industry related major, third industry related major. The number of excess in the relevant research and analysis, from the government level, put forward six strategies to promote the coordinated development of regional economy and higher vocational education the school level and industry level: the higher vocational colleges to develop joint participation of professional layout; legislation clear industry corporate responsibility to participate in higher vocational education; combined with the regional economy, the characteristics of a professional setting; clear orientation, play the advantages of running; build the Zhuhai human resources demand information sharing platform; the establishment of personnel training quality guarantee system.
