吉林省科技人才流动影响因素及作用机制研究

【摘要】:2016年8月22日国家发改委印发了《推进东北地区等老工业基地振兴三年滚动实施方案(2016-2018年)》。吉林省要抓住这一机遇,促进产业转型升级,实现创新驱动的发展战略,彻底改变经济落后局面,科技人才是实现这一目标的关键因素。然而,吉林省科技人才外流严重,教育大省无法成为科技大省与人才大省。因此,对吉林省科技人才的流动做深入的研究,探寻其流动的内在规律,挖掘影响其流动的深层次因素及作用机制,以充分发挥科技人才对吉林省经济社会发展的支撑与带动作用,对加强吉林省科技强省有着重要的现实意义。论文从吉林省科技人才流动的现状出发,对影响科技人才流动的宏观与微观影响因素及作用机制进行了全面、细致的分析,通过理论与实证研究总结出吉林省科技人才流动影响因素的研究结论,并提出了对策建议。论文一共分为七章。第一章和第二章为论文的理论基础。论文在分析了研究背景与研究意义的基础上,界定了科技人才、人才流动的概念,阐述了国内外人才流动的相关理论与决策模型,并回顾了科技人才流动的国内外研究现状与成果,为后文的深入研究提供了理论依据。第三章为论文的现实基础。从吉林省科技人才流动的历史演变进程着手,分析了科技人才的队伍素质与创新产出现状,又分别从科技人才在各执行部门、各地区、各行业以及各产业的分布变化情况分析了科技人才流动的现状,从数据分析中总结出吉林省科技人才流动的特征以及存在的现实问题。第四章为论文的核心部分。本章主要对影响吉林省科技人才流动的宏观因素及作用机制进行研究。首先对影响科技人才流动的软环境因素包括经济发展水平、产业结构变动、地区政策以及文化环境逐一进行了细致、全面的分析,从中挖掘出每一因素中影响力比较靠前的子因素,为灰度模型中比较数列子因素指标的选取提供了依据;其次加入了影响科技人才流动的硬环境因素即人才市场服务水平、生活设施水平和自然环境等综合因素,采用灰色关联分析方法对影响科技人才流动的经济、政策、文化以及社会四大软、硬环境因素进行了灰度分析,得出灰色关联系数与关联度,通过关联度测度比较序列与参考序列间即吉林省的科技人才流动率与各影响因素间的关系紧密程度;最后,通过比较,得出结论。第五章为论文的核心部分。本章主要对吉林省科技人才流动的微观因素进行了实证分析。首先对影响吉林省科技人才流动的微观因素进行了假设,依此构建模型;其次,通过对调查问卷的编制、发放、回收以及对问卷数据的采集与处理,并进行了量表的信度和效度检验等研究设计;最后进行实证分析,通过对各变量的描述性统计分析及相关分析,个人特征对变量影响的方差分析,再进行回归分析,明确个人特征因素、工作满意度、组织承诺对流动意向的因果关系及深层次作用机制,从而得出科技人才流动的微观影响因素。第六、七章为论文的总结部分。第六章对西方发达国家,新兴工业化国家以及我国的人才聚集地区吸引科技人才策略的特点进行整理和归类,分别从政府、企业和学校方面进行了阐述并得到了一些启示,为后文提出对策建议提供了参考与借鉴。第七章对全文做出总结,得出主要结论。一是吉林省的经济发展水平影响科技人才存量;二是产业结构变动及产业集聚水平正向影响科技人才流动;三是对吉林省科技人才流动影响最大的宏观因素是人才市场服务水平和科技创新投入水平;四是吉林省科技人才流动宏观上最终是由经济、政策、文化与社会环境因素的综合作用的结果;五是吉林省科技人才流动的直接原因是企业管理水平与科技人才之间的匹配程度;六是吉林省吸引科技人才的关键在于创建满意的企业环境;最后,根据研究结论,再借鉴发达国家及地区的经验,分别从经济、政策、文化、社会以及企业的实际情况有针对性地提出了构建和优化策略,以促进吉林省科技人才合理流动和区域经济的协调发展。

The fourth chapter is the core part of the thesis. This chapter focuses on macroeconomic factors affecting Jilin province science and technology talent flow and mechanism of soft environment.
