环境规制水平对污染性产业区位选择影响研究

【摘要】：在调整产业结构和改善环境质量的双重压力下,曾在改革开放初期对我国东部经济发展做出巨大贡献的部分污染性产业不得不寻求新的生产地从而发生产业转移现象。污染性产业在进行区位选择的时候因受到地区环境规制水平的限制,更倾向于选择环境标准更低的地区落户导致“污染西迁”趋势的发生,使得欠发达地区很有可能沦为污染性产业的避难所。本文聚焦于环境规制水平对污染性产业区位选择的影响,目的在于揭示环境规制水平对以区位选择为途径的污染性产业空间演变的内在机理。文章以70个重点城市2001-2011年的二位数产业为研究样本,首先通过比较分析法对工业产业空间演变、污染性产业空间演变进行全面分析,证实我国四个区域间确实存在污染性产业转移现象。随后对区域经济发展与环境规制水平、环境规制水平与污染性产业空间演变两个环节分别做相关性分析,完整阐述环境规制水平与污染性产业区位选择影响的作用机理。最后为了验证“污染避难所”的存在,构建面板数据模型并加入控制变量对样本城市进行实证检验。研究证实我国区域间确实存在污染性产业转移的现象,并且污染性产业在向中西部地区转移;由于地方经济发展水平不同,区域间存在着环境规制水平差异,而欠发达地区地方政府由于过分追求地区经济增长,以牺牲环境为代价降低本应有的环境规制水平;污染性产业在进行区位选择时为了生存会选择环境规制门槛低的区域进驻。文章结尾基于现状为实现地方经济、区域环境、产业协调发展,提出规范政府非理性竞争等政策建议。
[Abstract]:Under the dual pressure of adjusting the industrial structure and improving the environmental quality, Some polluting industries, which had made great contributions to the economic development of eastern China in the early stage of reform and opening up, had to seek new places of production, thus the phenomenon of industrial transfer occurred. Restrictions on the level of regional environmental regulation, The tendency to choose areas with lower environmental standards has led to a trend of "pollution moving westward". This paper focuses on the impact of the level of environmental regulation on the location choice of polluting industries. The purpose of this paper is to reveal the internal mechanism of environmental regulation level on the spatial evolution of polluting industries based on location choice. This paper takes the double-digit industries in 70 key cities from 2001 to 2011 as the research samples. Firstly, through the comparative analysis of industrial spatial evolution and polluting industrial spatial evolution, it is proved that there is a phenomenon of polluting industrial transfer among four regions in China. Then, the regional economic development and environmental regulation level are analyzed. The relationship between the level of environmental regulation and the spatial evolution of polluting industry is analyzed, and the mechanism of the influence of environmental regulation level and location selection of polluting industry is expounded. Finally, in order to verify the existence of "pollution shelter", The panel data model is constructed and the control variables are added to test the sample city. The research proves that there is the phenomenon of pollution industry transfer between regions in China and the pollution industry is transferred to the central and western regions. Because of the different level of local economic development, there are differences in the level of environmental regulation among regions, while the local governments in less developed areas, because of excessive pursuit of regional economic growth, reduce the level of environmental regulation at the expense of the environment; In order to survive, pollutive industries will choose regions with low barriers to environmental regulation in order to survive. At the end of the article, the local economy, regional environment and industry will develop harmoniously based on the status quo. Put forward to standardize the government irrational competition and other policy recommendations.
