【摘要】：区域经济一体化的发展,是世界经济和社会发展当前和今后一段时期的主流。随着交通,通信,物流等发展,不同的国家,不同的地区,在经济的许多方面,开展各种形式的合作,内容十分丰富。经过30多年的改革开放,中央通过东北发展,西部大开发等一些促进区域发展规划的战略,通过探索、实践和努力,经济一体化经历了长期的发展进程。在区域经济发展的过程中,区域竞争与合作一直是区域经济的主旋律,区域经济一体化,改革开放以来,随着计划经济体制的改变,中国的经济体制,市场经济的合作和发展转型,逐步扩大并实施于区域经济发展之中。现代意义上的区域经济合作是指基于共同利益,建立在一致的方向,通过市场机制基础作用,经济主体之间的相互作用。区域经济发展是区域产业结构的调整和优化过程。随着中国产业结构调整和步伐的升级,加快了经济和社会发展速度,取得了显著成就,综合国力显著提高。在经济全球化和区域经济一体化的新的历史阶段,世界各经济体携手齐头并进。在世界范围内,多个国家和地区,以深化分工,提高经济效率,对跨区域合作更加重视。改革开放不断深入的今天,中国正在深化区域合作,进一步完善合作机制,在更广泛的领域展开合作。区域经济合作是各参与方有计划的对人才、资本等要素进行配置,打破资源和单一区域限制的生产力布局的有效途径。合理的合作和有效区域经济互动对各方的优势互补是十分有用的,能够有效预防恶性和盲目竞争,大大加快经济和社会发展。位于西部的成都平原的成渝经济区,是全国重要的人口,工业,经济,产业集聚区。成渝经济区作为中国战略性基础新兴产业的主要分布区之一,是引领西部地区加快发展,提高对外开放水平,以增强国家实力的重要力量,是中国的经济和社会发展极其重要的一环。在该地区贯彻好一体化发展的整体战略,又好又快发展成渝经济区,落实科学发展观,促进区域经济协调发展,促进西部大开发和西部重点功能区建设,对国家发展具有十分重要的战略意义。论文从区域产业结构理论、产业互动理论入手,分析在经济全球化与区域经济一体化背景下区域产业结构调整的新内涵；在此基础上探讨成渝经济区在经济、产业结构、社会整体发展状况,深入分析了产业结构发展、调整中存在的问题,剖析了区域合作与成长过程中产业结构调整存在的制约因素,提出了成渝经济区域一体化推进机制,思路和对策建议,在自然资源,经济发展比较优势的基础上形成合理的主导产业和产业结构布局,建立特色产业结构体系,推动区域内资本、土地、人才、信息等生产要素的优化组合配置,形成整个地区产业发展链条,实现区域协调可持续一体化发展。
[Abstract]:The development of regional economic integration is the mainstream of the current and future economic and social development of the world. With the development of transportation, communications and logistics, different countries, different regions, and many aspects of the economy, After more than 30 years of reform and opening up, the central authorities have adopted some strategies to promote regional development planning, such as the development of northeast China and the large-scale development of the western region, through exploration, practice and efforts. Economic integration has experienced a long-term development process. In the process of regional economic development, regional competition and cooperation have always been the main melody of regional economy. Since the reform and opening up, with the change of planned economic system, China's economic system, The cooperation and development transformation of market economy is gradually expanded and implemented in the development of regional economy. In the modern sense, regional economic cooperation is based on common interests, established in a consistent direction, through the basic role of market mechanism. The interaction between economic agents. Regional economic development is the process of adjustment and optimization of regional industrial structure. With the adjustment and upgrading of China's industrial structure, the speed of economic and social development has been accelerated, and remarkable achievements have been made. In the new historical stage of economic globalization and regional economic integration, the economies of the world are working hand in hand. In the world, many countries and regions are engaged in deepening the division of labor and improving economic efficiency. Today, with the deepening of reform and opening up, China is deepening regional cooperation, further improving cooperation mechanisms, and carrying out cooperation in a wider range of fields. Regional economic cooperation is a planned talent of all participants. Reasonable cooperation and effective regional economic interaction are very useful in complementing each other's strengths, and can effectively prevent vicious and blind competition. Economic and social development will be greatly accelerated. The Chengdu-Chongqing Economic Zone, located in the Chengdu Plain in the west, is an important population, industrial, economic, and industrial agglomeration area in China. As one of the main distribution areas of China's strategic foundation and emerging industries, the Chengdu-Chongqing Economic Zone is leading the western region to accelerate its development. To raise the level of opening up to the outside world in order to enhance national strength is an extremely important part of China's economic and social development. It is of great strategic significance for national development to implement the scientific development view, to promote the coordinated development of regional economy, to promote the development of the western region and the construction of the key functional areas of the western region. Starting with the theory of regional industrial structure and the theory of industrial interaction, this paper analyzes the new connotation of the adjustment of regional industrial structure under the background of economic globalization and regional economic integration, and then discusses the economic and industrial structure of Chengdu-Chongqing Economic Zone. In this paper, the author analyzes the problems existing in the development and adjustment of industrial structure, analyzes the restrictive factors of the adjustment of industrial structure in the process of regional cooperation and growth, and puts forward the mechanism of promoting the regional integration of Chengdu-Chongqing economy. On the basis of comparative advantages of natural resources and economic development, we should form a rational distribution of leading industries and industrial structures, establish a characteristic industrial structure system, and promote regional capital, land, and talent. The optimal combination and allocation of production factors such as information form the chain of industrial development of the whole region and realize the coordinated and sustainable development of the region.
