都市圈住房市场发展:日本的经验与启示

【摘要】:都市圈在我国区域经济发展格局中的地位日益上升,这将成为影响未来住房市场区域发展趋势的关键因素。本文以日本为例,分析总结了其都市圈的住房需求特点及住房建设与居民住房状况,研究发现:都市圈的人口集聚度总体呈上升趋势,在快速城镇化完成之前人口增速较高;快速城镇化后期人口向都市圈内圈的集聚度下降,外圈对人口的吸纳力上升;三大都市圈住房建设量的占比高于人口占比;居民住房状况在都市圈的圈层之间差异较大,表现出由内向外逐步增加的特征。上述研究发现对我国都市圈住房市场的发展有以下几点启示:都市圈模式将成为未来我国住房市场发展的主要空间形态;为促使都市圈的有序发展和内圈与外圈的协调发展,建议提前做好都市圈发展规划,特别是外圈的基础设施和公共服务配套,合理规划都市圈内不同城市和不同圈层的功能定位,探索符合最优集聚效应的内圈空间尺度。
[Abstract]:The position of metropolitan area in the regional economic development pattern of our country is rising day by day, which will become the key factor that will influence the regional development trend of housing market in the future. This paper takes Japan as an example, This paper analyzes and summarizes the characteristics of housing demand, housing construction and residents' housing situation in the metropolitan area, and finds that the population concentration of the metropolitan area is on the whole rising, and the population growth rate is higher before the rapid urbanization; In the later period of rapid urbanization, the concentration of population to the inner circle of the metropolitan area decreased, and the absorptive power of the outer circle to the population increased; the proportion of housing construction in the three metropolitan areas was higher than the proportion of the population; the housing situation of the residents varied greatly among the layers of the metropolitan area. These findings have the following implications for the development of China's metropolitan housing market: the metropolitan area model will become the main spatial form of housing market development in China in the future; In order to promote the orderly development of the metropolitan area and the coordinated development of the inner circle and the outer circle, it is suggested that the development plan of the metropolitan area, especially the infrastructure and public services of the outer circle, be well planned in advance. The functional orientation of different cities and different layers in the metropolitan area is rationally planned to explore the spatial scale of the inner circle which accords with the optimal agglomeration effect.
