株洲市物流公共信息平台构建与运营研究

【摘要】：城市物流业要得到长足的发展，必须得到城市物流公共信息平台的支撑；而面对日渐积累的物流信息服务数据，，各个需求方在利用现代信息技术、先进物流管理方式来构筑物流信息平台，从而使大量信息进行及时有效的收集、处理、分析和整合,就显得尤为重要,同时也是城市经济发展的主要方向。因此，城市物流公共信息平台研究具有重大的现实价值。本文首先从概念、特点、必要性等方面对现有城市物流公共信息平台的理论进行梳理。接着，对国内外上百个物流公共信息平台的实例筛选，得出比较有代表性的国内物流公共信息平台，从园区企业级和政府级两个层面分析，总结现有物流公共信息平台的发展现状。其次，将物流公共信息平台视为复杂系统，选用系统科学中自组织系统的理论、方法，对有代表性的物流公共信息平台进行研究分析，从自我成长、自我复制、自我繁殖等角度展现物流公共信息平台的自组织现象；从开放性和涌现性、涨落和突变等层面分析现有物流公共信息平台，并归纳总结出具体的信息平台成功应用所具备的特征作为后续构建的重要参照。然后，以此为基础，结合株洲市社会、经济、技术的优势以及在物流行业上的特色，提出株洲市物流公共信息平台的可行性分析；并对城市物流、公共信息系统以及城市物流系统的要素进行研究分析，将平台涉及到的政策、区域、其他信息资源等因素相组合,通过对符合株洲区域经济发展要求的逻辑性平台路径进行构建，来引导增强株洲市竞争力的物流公共信息平台结构模型构建。最后，按照“政府引导，企业参与”的原则，对物流公共信息平台建设运营中运营模式的具体方式进行比较，以及分析其在不同阶段中政府和企业的作用；结合株洲市实际条件，提出株洲市平台的“三步走”运营最优模式。最终引导株洲市物流公共信息平台在政府、企业等参与主体自身业务完善下，形成株洲市物流公共信息平台运营时所体现出的策略。
[Abstract]:In order for the city logistics industry to develop rapidly, it must be supported by the public information platform of urban logistics, and in the face of the accumulated logistics information service data, each demand side is using modern information technology. Advanced logistics management to build logistics information platform, so that a large number of information timely and effective collection, processing, analysis and integration, it is particularly important, but also the main direction of urban economic development. The research on the public information platform of urban logistics has great practical value. This paper firstly combs the theory of the existing urban logistics public information platform from the aspects of concept, characteristics, necessity and so on. Then, it selects hundreds of examples of domestic and foreign logistics public information platform. This paper draws a representative domestic logistics public information platform, from the park enterprise level and the government level two levels analysis, summarizes the existing logistics public information platform development situation. Secondly, take the logistics public information platform as a complex system, select the theory and method of self-organizing system in the system science, research and analyze the representative logistics public information platform, from the self-growth, self-replication, Self-propagation shows the self-organization phenomenon of logistics public information platform, analyzes the existing logistics public information platform from the aspects of openness and emergence, fluctuation and mutation. The characteristics of the successful application of the specific information platform are summarized as an important reference for the subsequent construction. Then, on this basis, combined with Zhuzhou's social, economic, technological advantages and characteristics in the logistics industry, the feasibility analysis of Zhuzhou logistics public information platform is put forward, and the urban logistics, The elements of public information system and urban logistics system are studied and analyzed. The policy, region and other information resources involved in the platform are combined. By constructing the logical platform path to meet the requirements of Zhuzhou regional economic development, this paper aims to guide the construction of logistics public information platform structure model to enhance the competitiveness of Zhuzhou city. Finally, according to the principle of "government guidance, enterprise participation", this paper compares the operation mode of logistics public information platform construction and operation, and analyzes the role of government and enterprise in different stages. Combined with the actual conditions of Zhuzhou City, this paper puts forward the "three-step" optimal operation mode of Zhuzhou City platform. Finally, it guides Zhuzhou City Logistics Public Information platform under the government, enterprises and other participants to improve their own business. Formation of Zhuzhou logistics public information platform operation reflected in the strategy.
