【摘要】：20世纪80年代,随着国际分工的深化发展,生产性服务业从制造业内部分离出来,作为制造业和服务业的粘合剂,生产性服务业成为了现代服务业的重要组成部分。各国政府纷纷将注意力转向生产性服务贸易,将其放置于经济发展的核心或战略地位,试图通过发展生产性服务贸易更好地参与国际分工和发展国内经济。与此同时,世界各地区都在加强区域经济合作。中国与东南亚地区国家谈判,并即将达成的区域全面经济伙伴关系将对中国经济发展产生重大影响,包括为中国生产性服务贸易带来的机遇与挑战。本文阐述了目前亚洲地区区域经济合作的最新进展状况,收集与生产性服务贸易相关的大量文献,根据世界贸易组织中服务贸易中服务的分类方式界定了生产性服务贸易的概念及种类,整理了世界贸易组织服务贸易数据库中,中国和这些谈判国家2003—2012最近十年生产性服务贸易的结构、进出口额等最新数据,使用国际市场占有率、贸易竞争优势指数和显示性比较优势指数这三个衡量服务贸易竞争力的指标,定量分析这些谈国家生产性服务贸易的国际竞争力水平,并且比较分析了这些国家的各个具体生产性服务业的竞争力。分析目前中国各具体生产性服务贸易的优势与不足,在该区域合作中将面临哪些国家生产性服务业的竞争压力。提出了加强培养服务型人才、优化生产性服务贸易机构、提高服务业在国民经济中的地位、扩大服务业对外开放和对生产性服务贸易直接的支持政策,以提高中国生产性服务贸易竞争力水平。
[Abstract]:In the 1980s, with the deepening development of international division of labor, producer services were separated from the manufacturing industry as the adhesive between manufacturing and service industries. Producer services have become an important part of modern services. Governments have turned their attention to producer services trade and placed it at the core or strategic position of economic development. Attempts to better participate in the international division of labour and the development of domestic economies through the development of productive trade in services. At the same time, regional economic cooperation is being strengthened in all regions of the world. The regional comprehensive economic partnership will have a great impact on China's economic development, including the opportunities and challenges for China's productive services trade. This paper describes the latest progress in regional economic cooperation in Asia and collects a large number of documents related to productive services trade. According to the classification of services in WTO, the concept and types of productive trade in services are defined, and the database of trade in services of the World Trade Organization (WTO) is sorted out. China and these negotiating countries use the latest data on the structure of trade in productive services, import and export volume, and so on in the last decade 2003-2012, using international market share. The trade competitive advantage index and the indicative comparative advantage index are the three indicators to measure the competitiveness of trade in services, and quantitatively analyze the international competitiveness level of the country's productive trade in services. It also compares and analyzes the competitiveness of the specific producer services in these countries, and analyzes the advantages and disadvantages of the specific producer services trade in China at present. In the regional cooperation, which countries will face the competitive pressure of producer services. It is proposed to strengthen the cultivation of service-oriented personnel, optimize the productive services trade institutions, and enhance the status of services in the national economy. In order to improve the competitiveness of China's producer services trade, the service industry should be opened to the outside world and directly supported by producer services trade.
