珠海市斗门区执行农业标准化政策问题研究

【摘要】：农业标准化是一项系统工程，是以农业为对象，通过制定农业基础标准，种子、种苗标准，产品标准，方法标准，环境保护标准，卫生标准，农业工程和工程构件标准，管理标准等，按照标准生产农产品的全过程。随着农业生产技术和增产技术的进步，农业生产由数量型向质量型、健康型的转变，追求农产品质量安全正成为广大消费者日益突出的要求。同时随着全球竞争和区域经济一体化，我国农产品要进入国际大市场，建设农业标准化已成为传统农业向现代农业发展的一个重要标志。珠海市斗门区是广东省的传统农业大区之一，是“国家食品安全示范区”、“国家农业科技园区”以及国内首个授牌的“都市型现代农业示范区”。在执行农业标准化政策中有值得总结的经验和教训，此课题研究，对促使对政府部门职能交叉，监管缺位的思考，为我国行政体制改革和机构重组提供基层经验。本文运用文献研究法和实地观察、调研方法，研究珠海市斗门区执行农业标准化政策过程中存在的问题，及其存在的制度和组织建设滞后、市场配套体系不发达和人才缺乏等方面的原因，借鉴国内外农业标准化政策实施的经验，找出加快发展制度和组织保障，辅之以市场调节和人才培养等对策建议，旨在为斗门区农业寻求一条突围之路。
[Abstract]:Agricultural standardization is a systematic engineering, which takes agriculture as the object, by making agricultural basic standards, seeds, seed standards, product standards, method standards, environmental protection standards, sanitary standards, agricultural engineering and engineering component standards. Management standards, according to the standard production of agricultural products throughout the process. With the progress of agricultural production technology and increasing production technology, agricultural production has changed from quantitative to qualitative and healthy. The pursuit of quality and safety of agricultural products is becoming an increasingly prominent requirement for consumers. At the same time, with the global competition and regional economic integration, China's agricultural products will enter the international market. The construction of agricultural standardization has become an important symbol of the development from traditional agriculture to modern agriculture. Doumen District of Zhuhai City is one of the traditional agricultural regions in Guangdong Province. It is the "National Food Safety demonstration Zone", "the National Agricultural Science and Technology Park" and the first "Metropolitan Modern Agricultural demonstration Zone" in China. There are experiences and lessons to be summed up in the implementation of agricultural standardization policy. To promote the overlapping of the functions of government departments and the absence of supervision, this paper provides grassroots experience for the reform of administrative system and the reorganization of institutions in China. This paper studies the problems existing in the process of carrying out agricultural standardization policy in Doumen District of Zhuhai City by means of literature research and field observation, as well as the lag of system and organization construction. The reasons for the underdevelopment of the market supporting system and the lack of talents, and drawing on the experience of the implementation of agricultural standardization policy at home and abroad, are found out to speed up the development system and organizational guarantee, supplemented by countermeasures and suggestions such as market regulation and talent training. The aim is to seek a way out for the agriculture of Doumen District.
