网络权力下我国沿海外贸加工业集群式转移的进化博弈研究

【摘要】：改革开放以来,受到全球外包活动的深刻影响,中国沿海地区形成了众多的外贸加工业集群,这些集群对推动我国社会经济发展起到了极其重要的作用,促进了宏观经济格局的形成。近年来,我国经济发展的内部环境和外部环境都发生了一系列的变化,致使沿海外贸加工业集群面临成本和需求方面的巨大压力,沿海外贸加工业集群在无法进行品牌或技术改造从而进入高端产业链的前提下,转移是其必然的选择。在我国沿海外贸加工业集群中,跨国公司和供应商之间的网络权力关系不对等情况显著,并且跨国公司影响下的产业集群式转移逐渐成为我国沿海外贸加工业集群发展中出现的一种普遍现象,对区域社会经济产生了深刻的影响,引起了政府和学术界的广泛关注。深受全球生产网络内部跨国公司权力关系的影响,我国沿海外贸加工业集群的本地供应商产生“被俘获”转移现象。伴随着产业链分工的逐步细化与产业的模块化方向发展,产业集群式转移逐渐成为产业转移演化的新的发展趋势,这也必然将会是我国产业转移演化的未来发展方向,我国东部沿海地区与中西部以及欠发达地区之间的产业集群式转移趋势正逐渐加快。产业集群式转移的益处日益彰显,对产业集群式转移的研究不仅是产业集群发展的客观需要,也是促进落后地区经济发展和剩余产能地区产业转型升级的重要推动力量,对区域社会经济产生了深刻的影响,产业集群式转移对促进区域经济持续稳定发展具有十分重要的理论与现实意义。近年来,我国沿海地区的产业调整和产业转移不再是小规模地、零散地进行,而是整体地、集群式地、大规模地进行,沿海外贸加工业逐渐集群式地向内陆或欠发达地区转移。论文从进化博弈视角研究网络权力影响下我国沿海外贸加工业的集群式转移问题。作者认为我国沿海外贸加工业的集群式转移现象是在全球生产网络对等和不对等情况下跨国公司和地方供应商博弈的结果。文章首先对国内外产业集群式转移理论、博弈理论、网络权力相关理论等分别进行文献综述,并把它们结合起来,由此作为整个研究的理论基础；其次分析我国沿海外贸加工业集群式转移的概况；再次结合我国沿海外贸加工业特性构建产业集群式转移的进化博弈模型,对产业集群式转移的进化博弈模型进行求解,分析网络权力对等和网络权力不对等两种情况下博弈模型主体策略的进化稳定性；最后基于博弈后果并结合实际分析我国沿海外贸加工业集群式转移中暴露出我国沿海外贸加工企业在提升网络权力方面的障碍,并针对性地提出提升我国沿海外贸加工企业网络权力的对策建议,进而为政府决策提供一定的政策参考,以促进区域经济的可持续稳定发展。
[Abstract]:Since the reform and opening up, by the profound impact of global outsourcing activities, China's coastal areas have formed a large number of foreign trade processing industry clusters, these clusters have played an extremely important role in promoting the social and economic development of our country.Promoted the formation of macroeconomic pattern.In recent years, a series of changes have taken place in the internal and external environment of China's economic development, resulting in the coastal foreign trade processing industry cluster facing enormous pressure in terms of cost and demand.Under the premise that the coastal foreign trade processing industry cluster cannot carry on the brand or the technical transformation thus enters the high-end industry chain, the transfer is its inevitable choice.In China's coastal foreign trade processing industry cluster, the network power relationship between multinational corporations and suppliers is not equal.The industrial cluster transfer under the influence of multinational corporations has gradually become a common phenomenon in the development of China's coastal foreign trade processing industry cluster, which has had a profound impact on the regional social economy and caused widespread concern by the government and academic circles.Deeply influenced by the power relationship of transnational corporations within the global production network, local suppliers in China's coastal foreign trade processing industry cluster have been "captured" and transferred.With the gradual refinement of the division of labor in the industrial chain and the development of the modularization of the industry, the industrial cluster transfer has gradually become a new development trend of the industrial transfer and evolution, which will inevitably be the future development direction of the industrial transfer and evolution in China.The trend of industrial cluster transfer between the eastern coastal areas, the central and western regions and the underdeveloped areas is gradually accelerating.The benefits of industrial cluster transfer are increasingly evident. The study of industrial cluster transfer is not only the objective need of industrial cluster development, but also an important driving force to promote the economic development of backward areas and the industrial transformation and upgrading of surplus capacity areas.It has a profound influence on the regional social economy, and the industrial cluster transfer has a very important theoretical and practical significance in promoting the sustained and stable development of regional economy.In recent years, the industrial adjustment and industrial transfer in the coastal areas of our country are no longer small scale and scattered, but the whole, cluster, large-scale, coastal foreign trade processing industry gradually transferred to inland or less developed areas.This paper studies the cluster transfer of China's coastal foreign trade processing industry under the influence of network power from the perspective of evolutionary game.The author holds that the phenomenon of cluster transfer in China's coastal foreign trade processing industry is the result of the game between multinational corporations and local suppliers under the condition of global production network equivalence and non-equivalence.Firstly, the paper summarizes the theories of industrial cluster transfer, game theory, network power theory and so on, and combines them as the theoretical basis of the whole research.Secondly, it analyzes the general situation of the cluster transfer of China's coastal foreign trade processing industry, and then combines the characteristics of the coastal foreign trade processing industry of our country to construct the evolutionary game model of industrial cluster transfer, and solves the evolutionary game model of industrial cluster transfer.The evolutionary stability of the agent strategy of the game model is analyzed under the condition of network power equivalence and network power inequality.Finally, based on the result of the game and the actual situation, this paper analyzes the obstacles of the coastal foreign trade processing enterprises in promoting the power of the network in the process of cluster transfer of China's coastal foreign trade processing industry.The countermeasures and suggestions of improving the network power of China's coastal foreign trade processing enterprises are put forward in order to provide a certain policy reference for the government decision in order to promote the sustainable and stable development of regional economy.
