福建省高速公路服务区建设项目后评价研究

【摘要】：高速公路服务区作为高速公路的附属设施之一,对于提高高速公路通行的效率,保障高速公路运行的安全,提供舒适的行车环境发挥着积极的作用。在经历了20多年的建设与运营后,经济发展、产业结构变化,促使公路运输业呈现集约化、规模化的发展趋势,对高速公路服务区的需要水平也相应提高,一系列由于发展引发的高速公路服务区问题也随之产生。因此建成后的高速公路服务区是否适应交通量的预测结果,是否满足社会发展所产生的交通需求等,都向我们提出了一个应对已建并投入使用的高速公路服务区建设项目进行后评价研究的迫切要求。国内外对于高速公路项目后评价的研究主要是以高速公路主体为评价研究对象,对高速公路服务区的后评价研究则较少。该如何对高速公路服务区建设项目从规划、设计、实施直至投入生产经营全过程进行有效的回顾及总结,将项目实施过程及项目完成后的最终成果与项目决策时确定的各项计划和目标进行全面系统的比较,是本文研究的主要目标。本文从福建省区域经济差异性的角度出发,对已建高速公路服务区进行系统的分析、探讨、评价项目实施对经济、社会、使用性、环境及经营管理等目标的影响程度,通过构建高速公路服务区项目影响评价指标体系,采用多指标综合评价方法中的层次分析(Analytic Hierarchy Process)确定指标的权重,最终对高速公路服务区建设项目进行评价,以此作为高速公路服务区建设项目实施的依据,再围绕项目后评价在福建省高速公路服务区建设工程中的应用进行研究,将理论、方法和实践相结合,以期能为今后高速公路服务区的新建、改建、扩建等研究提供参考。
[Abstract]:As one of the auxiliary facilities of the expressway, the expressway service area plays an active role in improving the efficiency of the expressway traffic, ensuring the safety of the expressway operation and providing a comfortable driving environment.After more than 20 years of construction and operation, the development of economy and the change of industrial structure promote the trend of intensive and large-scale development of highway transportation industry, and the level of need for expressway service area is also raised accordingly.A series of problems caused by the development of expressway service area also came into being.Therefore, whether the expressway service area after completion is suitable for the forecast result of traffic volume and whether it meets the traffic demand generated by social development, etc.Both of them put forward an urgent need to carry out post-evaluation research on the expressway service area construction project which has been built and put into use.The research on the post evaluation of expressway project at home and abroad mainly takes the main body of expressway as the evaluation object, but the research on post evaluation of expressway service area is less.How to effectively review and summarize the whole process of expressway service area construction from planning, designing, implementing to putting into production and management,It is the main goal of this paper to compare the project implementation process and the final results of the project with the plans and objectives determined in the project decision making in a comprehensive and systematic way.From the point of view of regional economic difference in Fujian Province, this paper makes a systematic analysis, discusses and evaluates the impact of project implementation on the objectives of economy, society, usability, environment and management of the established expressway service area.Through constructing the impact evaluation index system of expressway service area project, adopting the analytic Hierarchy process in the multi-index comprehensive evaluation method to determine the weight of the index, finally evaluating the expressway service area construction project.Taking this as the basis for the implementation of the expressway service area construction project, and then focusing on the application of post-project evaluation in the expressway service area construction project in Fujian Province, combining theory, method and practice,In order to provide a reference for the future study of new construction, reconstruction and extension of expressway service area.
