杨凌农机产业发展模式与政策研究

【摘要】：农机产业发展水平已经成为农业推广和农业管理的关键问题，农机产业的发展已经成为许多地区迫在眉睫的战略任务。发展农机产业是提高农业生产率重要和最有效的手段之一。通过推动农机产业的健康快速发展，转变农业生产经营模式，进一步提高农业生产效率和经济效益，并将促进包括现代农业在内的各个产业协调发展。本论文依据产业经济学理论，从农机产业的意义和产业要素概念出发，深入研究国内外农机产业发展特点，全面分析杨凌农机产业发展现状和存在问题，系统阐述杨凌农机产业发展发展模式以及政策设计分析。创新性提出贯穿一、二、三产的全产业链农机产业发展新模式和产业发展主导方向，并提出支持杨凌农机产业模式发展的政策支撑体系，对改善后的农机产业环境进行评价。本论文提出的发展模式和产业政策对杨凌农机产业发展具有建设性指导作用。本论文提出的观点对于杨凌建设新丝绸之路经济带新起点国际农业合作中心具有战略意义，通过杨凌农机产业模式的建立，并将带动从种植和养殖、农产品加工和农机市场体系建设、农机服务、订单农业和生产性服务业全产业链的快速、协调发展，使杨凌成为干旱半干旱地区现代农业和农机产业发展的核心，对于推动“三农”发展、增加就业、提升区域经济实力和加快农业体制改革和技术创新具有重大意义。
[Abstract]:The development level of agricultural machinery industry has become the key issue of agricultural extension and agricultural management, and the development of agricultural machinery industry has become an urgent strategic task in many regions.Developing agricultural machinery industry is one of the most important and effective means to improve agricultural productivity.By promoting the healthy and rapid development of agricultural machinery industry, changing the mode of agricultural production and management, further improving the efficiency and economic efficiency of agricultural production, and promoting the coordinated development of all industries including modern agriculture.Based on the theory of industrial economics and the concept of agricultural machinery industry, this paper deeply studies the development characteristics of agricultural machinery industry at home and abroad, and analyzes the present situation and existing problems of Yang Ling agricultural machinery industry.The development mode and policy design of Yang Ling agricultural machinery industry are expounded systematically.Innovatively put forward the new mode and the leading direction of agricultural machinery industry development in the whole industrial chain of the first, second and third production chain, and put forward the policy support system to support Yang Ling's agricultural machinery industry pattern development, and evaluate the improved agricultural machinery industry environment.The development model and industrial policy proposed in this paper can guide Yang Ling's agricultural machinery industry development.The viewpoint put forward in this paper is of strategic significance for Yang Ling to build a new starting point for the new Silk Road Economic Belt, International Agricultural Cooperation Center. Through the establishment of Yang Ling agricultural machinery industry model, it will lead from planting and breeding.The rapid and coordinated development of the whole industrial chain of agricultural product processing and agricultural machinery market system, agricultural machinery services, order agriculture and producer services has made Yang Ling the core of the development of modern agriculture and agricultural machinery industry in arid and semi-arid areas.It is of great significance to promote the development of agriculture, rural areas and farmers, increase employment, enhance regional economic strength and accelerate the reform of agricultural system and technological innovation.
