四川A县农村集镇生活污水治理问题调查研究

【摘要】：农村集镇是城镇体系的基础,是农村重要的人口、商贸、物流集散之地。随着国家新一轮城镇化的推进,农村集镇环境保护与城镇规模和人口积聚不相协调的状况日益突出,特别是农村集镇生活污水的治理成效,直接关系到农村集镇的环境,关系到农村水资源保护。农村集镇生活污水量大面广,不经处理直接排放,已成为农村环境污染的主要诱发因素之一,严重制约农村水环境质量的改善,已成为农村集镇较为严重的经济和社会问题。近年来,四川省委、省政府高度重视农村环境治理工作,早在2009年,中共四川省委、省政府就作出了《关于全面开展城乡环境综合治理的决定》,全省城乡环境的面貌发生了巨大改变,农村集镇污水治理取得明显成效。但由于四川地处中国西部,经济发展水平落后,加之地形复杂多变,发达城市污水和东部集镇污水治理模式难以有效借鉴。本文选取四川A县作为农村集镇生活污水治理的调查研究对象,通过文献研究、走访与座谈及问卷调查等多种研究方法,对A县农村集镇生活污水治理的情况进行了详细的调查,调查得出近年来A县农村集镇生活污水治理取得了较大成就,城镇形象有所提升,在县城建成了日处理6万吨的县城污水处理厂和日处理200吨的生活垃圾卫生填埋场各一座,有效地控制了县城生活废水和生活垃圾污染。但是,在县城之外的农村,生活污染比较严重,特别是一些最基本的集镇环保基础设施缺乏或建设严重滞后,农村环境“脏、乱、差”的现象普遍存在,环境问题已经直接危及到饮用水源环境安全,危及到可持续发展战略的实施,从而危及到人民群众的身体健康和社会稳定,已成为一些群众上访、投诉的焦点和社会关注的热点,严重阻碍A县小城镇又快又好的前进步伐,不符合新型城镇化建设的目标要求。最后根据研究的结论,本文就如何提升A县农村集镇生活污水治理水平提出了几点建议,要通过加强农村集镇污水治理,建立起自觉自律的生产生活方式,让江河湖泊休养生息、恢复生机,在更高层次上实现人与自然、环境与经济、人与社会的相互依存、相互促进、共处和谐的基本原则之上,要进一步做到以下几点措施:提高认识,树立污水治理的正确理念;加强领导,落实污水治理的组织保障;建章建制,健全污水治理的机制保障;完善规划,夯实污水治理的宏观保障;提升技术,提供污水治理的技术保障;强化执法,严格污水治理的责任追究。从而有效地保证A县县域经济的健康可持续发展,获取良好地治理成效,促进节约和保护水资源,提高区域经济发展的竞争力,并推进A县城乡综合环境治理和社会主义新农村建设。
[Abstract]:Rural market towns are the basis of urban system and the important distribution of population, trade and logistics in rural areas. With the development of the new round of urbanization in the country, the situation that the environmental protection of the rural market town is not in harmony with the scale of the town and the population accumulation is becoming increasingly prominent. Especially, the effect of the treatment of the domestic sewage in the rural market town is directly related to the environment of the rural market town. Related to the protection of rural water resources. The amount of domestic sewage in rural towns is wide, and it has become one of the main inducing factors of rural environmental pollution without direct discharge. It has seriously restricted the improvement of rural water environment quality, and has become a serious economic and social problem in rural towns. In recent years, the Sichuan Provincial Party Committee and the provincial government have attached great importance to the rural environmental management work. As early as 2009, the Sichuan Provincial Committee of the Communist Party of China, The provincial government has made a decision on carrying out comprehensive urban and rural environmental control in an all-round way. The appearance of urban and rural environment in the province has been greatly changed, and the sewage treatment of rural market towns has achieved remarkable results. However, because Sichuan is located in the west of China, the level of economic development is backward, and the topography is complex and changeable, it is difficult to draw lessons from the sewage treatment model of developed cities and eastern market towns. In this paper, A County in Sichuan Province is selected as the research object of domestic sewage treatment in rural market towns. Through literature research, interview and discussion, questionnaire survey and other research methods, This paper makes a detailed investigation on the treatment of domestic sewage in the rural market town of A county. The investigation shows that in recent years, the treatment of domestic sewage treatment in the rural market town of A county has made great achievements, and the image of the town has been improved. A sewage treatment plant of 60,000 tons per day and a sanitary landfill of 200 tons per day were built in the county seat, which effectively controlled the pollution of domestic wastewater and domestic garbage in the county. However, in the countryside outside the county seat, the pollution of life is quite serious, especially the lack of environmental protection infrastructure in some of the most basic market towns or the serious lag in the construction of the rural environment, and the phenomenon of "dirty, chaotic, and poor" rural environment is widespread. Environmental problems have directly endangered the environmental safety of drinking water sources and the implementation of sustainable development strategies, thus endangering the physical health and social stability of the people, which has become a petition by some people. The focus of complaints and the hot spots of social concern seriously hinder the rapid and good progress of small towns in County A, which does not meet the requirements of the goal of new urbanization construction. Finally, according to the conclusion of the study, this paper puts forward some suggestions on how to improve the treatment level of domestic sewage in the rural market town of A County. Through strengthening the sewage treatment of the rural market town, we should establish a self-conscious production and life style. Let rivers and lakes rest, restore vitality, and at a higher level realize the basic principles of interdependence, mutual promotion, and harmony between man and nature, environment and economy, man and society, The following measures should be taken further: to raise awareness and establish a correct concept of sewage treatment; to strengthen leadership and implement organizational guarantees for sewage treatment; to set up regulations and systems, and to improve the mechanism for sewage treatment; and to improve planning, Tamping the macro guarantee of sewage treatment; upgrading technology, providing technical support for sewage treatment; strengthening law enforcement, strict accountability for sewage treatment. Thus, it can effectively ensure the healthy and sustainable development of county economy in A County, obtain good governance results, promote the conservation and protection of water resources, and improve the competitiveness of regional economic development. And promote A County urban and rural comprehensive environmental governance and socialist new rural construction.
