公共技术服务平台治理模式选择的影响因素研究

【摘要】:目前各级政府为了加快产业的提档升级,落实创新驱动战略,,建设公共技术服务平台的需求十分迫切。但是由于我国公共技术服务平台的建设历史不长,缺乏足够的建设经验积累。而且,公共技术服务平台主要是面向产业集聚区或园区的中小企业,提供共性技术服务,不同的区域经济状况或者不同的企业需求决定着平台的建设运营模式都有所不同。如何根据区域经济基础、立足企业需求,根据不同的具体情况来选择合适的平台治理模式,以充分发挥公共技术服务平台的技术支撑作用,是政府、企业等各方都最为关心的问题。但是专门研究公共技术服务平台的理论文献较少,且现有研究多集中在公共技术服务平台的功能、作用等方面,对于平台的实际建设和运营工作不能给与足够的指导。 本文首先对现有的理论文献加以回顾,从公共产品理论、公共技术服务平台的研究现状以及治理的概念和治理模式等方面梳理相关研究成果,从中吸取可资借鉴的思想并总结存在的不足。 其次,在分析了公共技术服务平台的性质、特征及平台主体要素的基础上,从平台投资者和平台建设运营主体两个维度来划分公共技术服务平台的治理模式类型。继而提取出平台服务内容、服务群体、技术稀缺性、平台外部环境这四个影响公共技术服务平台治理模式选择的因素,在影响因素和治理模式类型之间构建起联系。 接着,依据复制法则选取两个不同治理模式的公共技术服务平台样本,在理论分析的框架和逻辑指引下,利用收集到的资料数据对其进行案例分析,对前述理论命题进行验证。 最后,通过以上分析,得出如下结论:第一、公共技术服务平台作为准公共产品,应由政府作为平台主要投资方,同时吸引企业、高校科研院所的共同参与。第二、公共技术服务平台根据投资主体和建设运营主体的不同,可以划分为政府投资、政府建设运营模式和混合投资、企业/高校科研院所建设运营模式。第三、公共技术服务平台的服务内容、服务群体、所提供服务的技术稀缺性以及平台所处环境四个因素决定着平台的治理模式选择。
[Abstract]:At present, governments at all levels are in urgent need of accelerating the upgrading of industries, implementing innovation-driven strategies, and building public technology service platforms. But because our country public technology service platform construction history is not long, lacks sufficient construction experience accumulates. Moreover, the public technology service platform is mainly oriented to the small and medium-sized enterprises in the industrial agglomeration area or the park, which provides common technology service. Different regional economic situation or different enterprise demand determine the construction and operation mode of the platform are different. It is the government that how to choose the appropriate platform governance mode according to the regional economic base, the enterprise demand and the different specific conditions, in order to give full play to the technical support function of the public technology service platform. Enterprises and other parties are most concerned about issues. However, there are few theoretical documents devoted to the research of public technology service platform, and the existing research focuses on the function and function of public technology service platform, which can not give enough guidance to the actual construction and operation of the platform. This paper first reviews the existing theoretical literature, combing the relevant research results from the public product theory, the research status of public technology service platform, the concept and governance model of governance, and so on. Draw from the ideas that can be used for reference and sum up the shortcomings. Secondly, on the basis of analyzing the nature, characteristics and main elements of public technology service platform, this paper divides the governance mode of public technology service platform from the two dimensions of platform investors and platform construction operators. Then extract the platform service content, service group, technology scarcity, platform external environment, these four factors affect the choice of public technology service platform governance mode, and establish a relationship between the influencing factors and governance model types. Then, two samples of public technology service platform with different governance models are selected according to the replication rules. Under the framework of theoretical analysis and logical guidance, the data collected are used to analyze the case to verify the above theoretical proposition. Finally, through the above analysis, the following conclusions are drawn: first, as a quasi-public product, the public technology service platform should be taken by the government as the main investor of the platform, while attracting the joint participation of enterprises and scientific research institutes of colleges and universities. Secondly, the public technology service platform can be divided into government investment, government construction and operation mode and mixed investment, enterprise / university scientific research institute construction and operation mode according to the difference between the investment subject and the construction and operation main body. Thirdly, the service content, the service group, the technology scarcity of the service and the environment of the public technical service platform determine the choice of the governance mode of the platform.
