海东新区主导产业的选择和发展战略研究

【摘要】：主导产业在区域经济格局中是代表地区经济形象、获取地区经济利益的产业。整个区域经济发展的水平和规模在一定程度上取决于主导产业发展的水平和规模。发展战略是社会发展和政府指导经济的重要手段，地区发展战略已经成为总战略的一个极其重要的组成部分。设计合理地区发展战略，，是每个地区经济发展中的重大问题。海东新区是湛江城市未来发展的战略地区，规划致力于将其打造成为湛江市城市副中心，形成集商务、休闲、居住等功能于一体的生态型滨海城市新区和“港湾翠链、海的故乡”。在当前区域竞争更加激烈的时代，如何才能正确地估量现实并预测未来，如何进行战略思考和策略选择，使海东新区继续引领湛江市经济发展，是海东新区应该思考的重大课题。论文通过分析海东新区产业发展的现状及SWOT分析，结合海东新区自身发展的特点，运用专题研究方法，提出海东新区主导产业如何选择问题，并根据区域经济发展战略管理原理确立主导产业暨战略性新兴产业、现代服务业、科研创意产业、休闲旅游产业的发展战略，进一步提出主导产业发展战略的重大保障措施，以确保打造海东新区现代产业集聚，从而提高海东新区核心竞争力。
[Abstract]:The leading industry is the one which represents the regional economic image and obtains the regional economic benefits in the regional economic pattern. The level and scale of regional economic development depend on the level and scale of leading industry to some extent. Development strategy is an important means of social development and government guiding economy, and regional development strategy has become an extremely important part of the overall strategy. The design of a rational regional development strategy is a major issue in the economic development of each region. Haidong New area is a strategic area for the future development of Zhanjiang City. It is planned to become a sub-center of Zhanjiang City and form an ecological Binhai City New area and "Harbor Cui chain" with the functions of business, leisure and residence. The hometown of the sea. In the current era of more intense regional competition, how to correctly evaluate the reality and predict the future, how to carry out strategic thinking and strategic choice, so that Haidong New area can continue to lead the economic development of Zhanjiang City, Haidong New area should be considered a major topic. Through analyzing the present situation of Haidong New area's industry development and SWOT analysis, combining the characteristics of Haidong New area's own development, this paper puts forward how to select the leading industry of Haidong New area by using special research method. According to the management principle of regional economic development strategy, the paper establishes the development strategy of leading industry and strategic emerging industry, modern service industry, scientific research and creative industry, leisure tourism industry, and further puts forward the major safeguard measures for the development strategy of leading industry. In order to ensure the creation of Haidong New area modern industrial agglomeration, so as to improve the core competitiveness of Haidong New area.
