C风电项目投资效益与风险控制研究

【摘要】:开发可再生能源是我国实现可持续发展的重要途径,也是能源战略的重要组成部分。2012年,我国《风电发展“十二五”规划》出台,明确了未来风电发展目标,这足以显示我国政府对风电行业发展的重视程度。风能作为清洁、可再生的能源,符合可持续发展的现实要求,有利于环境保护和资源合理利用。为了鼓励风电产业的发展,国家出台了一系列优惠政策。吉林省拥有良好的风能资源条件,同时,伴随着国家“振兴东北”战略的实施,为吉林省以及省内的白城市和洮南市的建设风电类项目提供的物质保障和政策支持。 本论文选题来自C风电项目的建设。C风电场一期工程建成后,可直接向白城地区负荷供电,,时可改善白城地区乃至吉林省的能源结构,节约用于火力发电的煤炭资源,对促进区域经济和社会可持续发展将产生积极的作用。风电类项目的发展前景客观,C风电项目建成之后有重要的现实意义。在对C风电项目所在地区风能资源、工程地质情况进行了解、勘测的基础上,结合当地人文、经济、社会背景,综合运用技术经济学、项目管理、项目评估以及财务分析等的相关理论知识对此项目的市场前景、建设方案、投资收益进行分析。C项目所在地吉林省白城洮南市的经济社会与资源环境概况都适合发展风电产业。C风电项目所在地洮南市具备的丰厚的风能资源和适宜的工程地质条件。C风电项目建设场址位于吉林省洮南市内,风电场中心西北距洮南市约26km,距白城市约48km,距长春市约232km。建设单位目前已在风电场西侧建成长约17km的进场公路,有便利的交通运输条件。风电场一期工程总装机容量为300MW,安装有风电机组200台,单机容量1500k。为积极开展各项预防性的工作,防止安全事故的发生,依照DL796-2001《风力发电安全规程》的标准,建立劳动安全生产管理制度。由于目前尚未颁布风电场运行人员编制规程,因此结合风电场的特点进行机构设置和人员编制,本风电场定员标准为50人。为最大限度减少污染,在项目建设过程中将采取生态环境保护和施工污染防治两个方面的措施。 C风电项目总投资313761万元。该项目申请长期贷款224122.5万元,年利率为7.74%,贷款期限为15年(包括建设期)。本项目计算期为25年,其中建设期为3年。C风电项目的风电场工程装机容量300MW,每年可为电网提供电量6.8723亿kW h,项目实现利润总额共计292607万元,税后利润219458万元,未分配利润41471万元。C风电场一期工程在满足还贷要求的前提下,控制资本金投资财务内部收益率为8.0%,测算经营期上网电价为0.6274元/kW·h(含税)。总投资收益率和项目资本金净利润率分别为4.45%和13.35%。本项目的动态投资回收期10.984年(含建设期3年)。通过以上计算可以初步推断C风电项目的经济效益能够满足投资者期望,在财务上可行。同时C风电项目的建设有明显的社会效益,有利于节能减排,在缓解能源消耗压力的同时不破坏生态环境。经分析和计算,可以认为C风电项目的建设在经济效益和社会效益两个方面都有良好的预期,该项目可行。
[Abstract]:The development of renewable energy is an important way to achieve sustainable development in China. It is also an important part of the energy strategy in.2012 years. In China, "wind power development" in 12th Five-Year "plan >" was introduced. The future wind power development target is clearly defined. This is enough to show the importance of our government to the development of wind power industry. Wind energy is a clean and renewable energy. In order to meet the realistic requirements of sustainable development, it is beneficial to environmental protection and rational utilization of resources. In order to encourage the development of the wind power industry, the state has issued a series of preferential policies. Jilin has good wind energy resource conditions. At the same time, it is accompanied by the implementation of the national strategy of "revitalizing the northeast", which is the Jilin and the Baicheng and Taonan cities in the province. The construction of wind power projects provide material support and policy support.
The topic of this paper is from the construction of the first phase of the C wind power project, the construction of the first phase of the.C wind farm project, it can directly supply the power supply to the Baicheng area. It can improve the energy structure of Baicheng and Jilin Province, save coal resources for thermal power generation, and will have a positive effect on promoting the sustainable development of the region economy and society. After the completion of the C wind power project, it has important practical significance. On the basis of understanding the wind energy resources and engineering geology in the area of the C wind power project, based on the local humanities, economic and social background, the comprehensive use of technical economics, project management, project evaluation and financial analysis, etc. The market prospect of the project, the construction scheme, the investment income analysis, the economic and social and resource environment of Taonan City, Baicheng, Jilin Province, the location of the wind power industry.C wind power project located in Taonan City, the rich wind energy resources and the suitable engineering quality condition.C wind power project construction site located in Jilin Province In Taonan, in Taonan, the northwest of the wind farm is about 26km from Taonan City, about 48km from the white city. About 232km. construction units of Changchun city have been built about 17km in the west side of the wind farm, which have convenient transportation conditions. The capacity of the first phase of the wind farm is 300MW, and the unit is equipped with 200 wind turbines and the single capacity 1500k. is positive. In order to carry out various preventive work and prevent the occurrence of safety accidents, the labor safety production management system is established according to the standards of DL796-2001< wind power safety regulations. Since the staffing regulations of wind farms have not been issued at present, the standard of setting up and staffing of the wind farm is 50. In order to minimize pollution, we will take two measures in the process of project construction: ecological environment protection and construction pollution control.
The total investment of C wind power project is 3 billion 137 million 610 thousand yuan. The project applies for a long-term loan of 2 billion 241 million 225 thousand yuan, the annual interest rate is 7.74%, the loan term is 15 years (including the construction period). The project calculation period is 25 years, of which the construction period is the wind power project capacity of the wind power project of the 3 year's wind power project 300MW, which can provide the electricity to the power grid by 687 million 230 thousand kW h a year, the project realizes the total profit. Total amount of 2 billion 926 million 70 thousand yuan, after tax profit of 2 billion 194 million 580 thousand yuan, undistributed profit 414 million 710 thousand yuan.C wind farm first phase project, under the premise of meeting the loan requirements, the control capital investment financial internal rate of return is 8%, estimated operating period electricity price of 0.6274 yuan /kW H (including tax). Total investment return and project capital net profit rate of 4.45% and 13.35%. the dynamic investment recovery period of this project is 10.984 years (including 3 years of construction period). Through the above calculation, it can be concluded that the economic benefits of the C wind power project can meet the investor's expectation and are financially feasible. At the same time, the construction of the C wind power project has obvious social benefits, which is beneficial to the energy saving and emission reduction, and does not destroy the energy consumption pressure. Through analysis and calculation, we can think that the construction of C wind power project has good anticipation in two aspects of economic and social benefits, and the project is feasible.
