京津同城发展中的问题与对策研究

【摘要】:在经济全球化和区域一体化发展的新时代,城市发展也呈现出崭新特征,主要表现为以城市群和都市圈的形态承载经济发展,并作为串联全球网络的节点,成为信息流汇聚交融的中心。京津区域作为我国第三大增长极点,能否协同合作,凝聚力量,共同发展,实现共赢,对环渤海区域乃至全国的区域经济发展格局都将产生重大影响。同城化是推进区域一体化进程的重要途径,也是向大都市圈、多中心城市群发展的过渡阶段。分析研究京津双核城市同城发展的必要性、可行性以及目前发展中存在的问题,对于加速京津同城化,促进环渤海区域经济一体化具有重要的现实意义。文章依据区域经济学相关理论以及国内外同城化的典型案例,对京津同城发展的必要性和可行性进行了深入的分析,认为京津两市在空间结构、交通条件、经济和社会发展等方面都具备了同城发展的基础条件,与其它同城化案例相比又具有自身的独特性,京津同城发展将产生放大聚集效应,放大“反哺”效应,网络化效应和示范效应,因此有必要进一步推进京津同城化发展。在上述研究的基础上,文章借鉴区域经济一体化评价指标,运用主成分分析和权重系数法构建同城化发展指数,对2003年至2011年京津同城化水平进行评估。结果显示,京津同城化水平在经历了前几年波动后,自2007年呈现稳步上升趋势。实证分析结果也揭示出京津同城发展中尚存在产业同构化,市场分割依然存在,同城发展速度与城市化率不匹配等问题。综合以上研究结果,论文最后针对京津同城化发展过程中存在的问题提出了相应的对策。
[Abstract]:In the new era of economic globalization and regional integration, urban development also presents new characteristics, mainly manifested in the form of urban agglomeration and urban circle carrying economic development, and as a connection of the global network node. Become the center of convergence of information flow. As the third largest growth pole in China, whether or not the Beijing-Tianjin region can cooperate with each other, unite its strength, develop together and realize win-win situation will have a great impact on the regional economic development pattern of the Bohai Rim region and even the whole country. Co-city is an important way to promote the process of regional integration, and it is also a transitional stage to the development of metropolitan area and multi-center urban agglomeration. It is of great practical significance to analyze the necessity, feasibility and existing problems in the development of the dual-core cities of Beijing and Tianjin, which is of great practical significance for accelerating the integration of Beijing and Tianjin into the same city and promoting the regional economic integration around the Bohai Sea. Based on the relevant theories of regional economics and typical cases of urbanization at home and abroad, this paper makes a deep analysis of the necessity and feasibility of the development of the same city in Beijing and Tianjin, and points out that the spatial structure and traffic conditions of the two cities are in Beijing and Tianjin. Both the economic and social development have the basic conditions for the development of the same city, and compared with other cases of the same city, the development of the same city in Beijing and Tianjin has its own uniqueness. The development of the same city in Beijing and Tianjin will produce the effect of magnifying the agglomeration and amplifying the effect of "feeding back". Network effect and demonstration effect, therefore, it is necessary to further promote the development of Beijing-Tianjin with the city. On the basis of the above research, the paper uses the evaluation index of regional economic integration, using principal component analysis and weight coefficient method to construct the development index of the same city, and evaluates the level of Beijing and Tianjin in the same city from 2003 to 2011. The results show that the level of Beijing-Tianjin urbanization has been rising steadily since 2007 after several years of fluctuation. The empirical results also reveal that there are still some problems in the development of Beijing and Tianjin, such as industry isomorphism, market segmentation, and the mismatch between the speed of development and the rate of urbanization in the same city. Based on the above research results, the paper puts forward the corresponding countermeasures for the problems in the development of Beijing and Tianjin.
