四川省泸县县域经济发展战略研究

【摘要】：我国的县域经济的城市经济特性不如农村性明显，毕竟农村人口现阶段仍占主导地位，为突显县域经济的合理性和普适性，县域经济研究主体会排除市辖区经济，因此实际供研究的主体单位为2000个左右，占我国所有县级行政区划总数的比例约为70%。本文以区域经济和经济发展战略为基础，参考了国内县域经济相关研究理论和县域经济发展实例，提出了县域经济的发展战略，并以四川省县域经济为实证对象，研究探讨了四川县域经济实现科学发展的重要路径。泸县隶属于四川省泸州市，长期以来，泸县受到资源禀赋和区位条件等因素的影响，，导致工业经济相对发展比较落后，县域经济与中东部地区相比有着比较大的差距。本文基于西部同等政治环境和自然环境背景下，对泸县县域经济进行分析，找出和西部县域经济发展比较好的地区差异产生的原因，立足于此基础，分析泸县所具备的整体优势和劣势，以及在当前发展县域经济所面临的机遇和挑战。通过对县域经济发展比较快的省市成功经验的借鉴，做到扬长避短，从而寻求促进泸县县域经济发展的相关举措。本文分为六个部分，第一部分是引言，主要是对本文所要研究的背景、目的和意义、相关理论综述、研究的思路和方法以及预期产生价值进行说明；第二部分是县域经济管理理论研究综述，包含经济发展战略管理概述、县域经济的内涵、县域经济的核心竞争力、中国县域经济的总体情况和加快县域经济发展的必要性；第三部分则对泸县县域经济发展的现状以及分析；对于泸县县域经济发展过程当中所面临的机遇和挑战进行阐述；第四部分通过县域经济发展的战略定位、发展对策等方面论述西部地区县域经济发展的战略和路径；第五部分是泸县县域经济发展的相应对策和方法；第六部分主要阐述泸县县域经济发展的必要保障；第七部分则是对本文进行小结，得出泸县县域经济发展的相关结论，主要研究结论是:泸县应选择综合型县域经济发展模式，以现代化农业为基础，新型工业化为核心，依托特色旅游业大力发展第三产业，发挥交通便利优势发展商贸物流业，实现县域经济整体发展。
[Abstract]:The economic characteristics of the county economy in our country are not as obvious as the rural nature. After all, the rural population still occupies the dominant position at the present stage. In order to highlight the rationality and universality of the county economy, the main body of the county economic research will exclude the economy of the municipal district. Therefore, the main body units of the actual research are about 2000, accounting for the total number of administrative divisions at all county level in our country. The proportion is about 70%., based on the regional economy and economic development strategy, referring to the domestic county economic related research theory and the example of the county economy development, the development strategy of county economy is put forward, and the county economy in Sichuan province is taken as the demonstration object, and the important path of Sichuan county economy to realize scientific development is studied and discussed.
Luxian County is subordinate to Luzhou city of Sichuan province. For a long time, Luxian County is influenced by factors such as resource endowment and location conditions, resulting in relatively backward industrial economic development. The county economy has a relatively large gap compared with the Middle East region. Based on the Western equal political environment and the natural environment background, this paper carries out the county economy in Luxian County. To find out the reasons for the regional differences which are better in the economic development of the western counties, based on this basis, analyze the overall advantages and disadvantages of Luxian County, as well as the opportunities and challenges facing the current development of the county economy. Seeking relevant measures to promote the development of county economy in Luxian County.
This article is divided into six parts, the first part is the introduction, mainly to the background of the study, the purpose and significance, the related theory review, the thought and method of the study and the expected value, and the second part is the summary of the research on the theory of county economic management, including the overview of the economic development strategy management, the connotation of the county economy, county, and the county economy The core competitiveness of the regional economy, the overall situation of the county economy in China and the necessity of accelerating the development of the county economy; the third part of the present situation and analysis of the development of the county economy in Luxian County; the opportunities and challenges faced in the course of the development of the county economy in Luxian County; the fourth part of the strategy of the development of the county economy. Location, development countermeasures and other aspects of the strategy and path of the development of the county economy in the western region; the fifth part is the corresponding countermeasures and methods for the development of the county economy in Luxian County; the sixth part mainly expounds the necessary guarantee for the development of the county economy in Luxian County; the seventh part is a summary of this article, and the relevant conclusion of the development of the county economy in Luxian County is concluded. The main research conclusion is that Luxian County should choose the comprehensive county economic development model, based on modern agriculture, new industrialization as the core, relying on the special tourism industry to develop the third industry vigorously, develop the trade and logistics industry with the advantages of transportation, and realize the whole development of the county economy.
