国电沈阳电力建设项目施工进度控制研究

【摘要】:电力系统工业是国家基础性产业,其所对相关税收、利益及地方经济的强大促进作用,使其成为更多地区经济的支柱性产业。近年来,我国经济迅猛发展,电量紧缺情况非常突出,作为基础性国民经济产业,电力系统工业也呈现高速发展势头,电力系统工业的发展规律遵循着其发展应和区域经济发展标准相匹配。 电力工业的建设期对整体运营项目的收益有巨大影响。建设期的近时完成,更为突出,若建设期实际投入时间比预定时间高出很多,对建设经费、运营成本都将大幅度上升,而且建设期的延长,也推迟电厂按期投产,,造成的影响及损失亦很巨大。随着现代化进程的不断发展,传统的项目进度控制模式不再匹配现今项目建设的需求,需要企业在建设期改变认识,学习新技术,结合进度控制管理。电力工业的建设是电力整体运营的重中之重,确保施工时间、确保要求质量是电力工业建设期的必要内容。 作为工程项目三大目标质量、资金、进度,三者控制关系中进度为中心、资金是关键、质量是基础。进度控制的重要非同小可,突出性在三者之中亦比较强,制定、完善、实施合适的进度施工计划,尤其是在建设期内对进度施工计划实行动态控制是确保整体工程建设期按时完成的决定原因。 本文通过对国电沈阳电力建设项目的剖析,结合项目整体建设的实际具体内容,在保证施工进度方面提出切实可行的、科学合理的项目施工进度控制方案。影响电力建设项目施工进度因素很多,其具有工程结构与工艺技术复杂,建设周期长及涉及相关专业多等特点,怎样控制相关因素所造成的影响,实现对施工进度合理有效控制,是电力建设项目施工过程中必要解决问题。 本文将结合实际工作经验,以国电沈阳电力建设项目为例,在就工程进度控制基本理论研究的基础上,从影响电力建设施工进度的因素进行分析,有针对性的提出一些控制措施,希望能对电力项目建设管理工作有所助益。
[Abstract]:The electric power system industry is the basic industry of the country, and its powerful promotion to the related tax revenue, the benefit and the local economy makes it become the pillar industry of more regional economy. In recent years, the economy of our country has developed rapidly, and the situation of electricity shortage is very prominent. As a basic national economic industry, the power system industry is also showing a rapid development momentum. The development law of power system industry follows its development should be in line with the regional economic development standards. The construction period of electric power industry has great influence on the income of the whole operation project. The near completion of the construction period is even more prominent. If the actual investment time in the construction period is much higher than the scheduled time, the construction funds and operating costs will rise substantially, and the extension of the construction period will also delay the commissioning of the power plant on schedule. The impact and losses are also enormous. With the continuous development of modernization, the traditional project schedule control mode no longer matches the needs of the current project construction. It is necessary for enterprises to change their understanding, learn new technology and combine schedule control management during the construction period. The construction of electric power industry is the most important part of the whole operation of electric power. To ensure the construction time and ensure the quality is the necessary content in the construction period of electric power industry. As the three major objectives of the project quality, capital, progress, the control of the relationship between progress as the center, capital is the key, quality is the basis. Progress control is of great importance, and its prominence is also relatively strong among the three. It is necessary to formulate, perfect, and implement appropriate schedule construction plans. In particular, dynamic control of construction schedule in the construction period is the decisive reason to ensure the completion of the whole construction period on time. Based on the analysis of Shenyang Electric Power Construction Project of Guodian and the actual concrete contents of the overall construction of the project, this paper puts forward a feasible, scientific and reasonable project construction schedule control scheme in the aspect of ensuring the construction progress. There are many factors that influence the construction progress of electric power construction project, such as complex engineering structure and technology, long construction period and many related specialties, and how to control the influence caused by related factors. It is necessary to solve the problem in the construction process of electric power construction project to realize reasonable and effective control of construction progress. This article will combine the actual work experience, take the national electric power Shenyang electric power construction project as an example, on the basis of the project progress control basic theory research, carries on the analysis from the influence electric power construction progress factor, Some control measures are put forward in order to help the construction and management of electric power project.
