【摘要】：金融是经济发展的重要推动力。金融集聚是金融机构、金融活动在某一区域的集中。国际、国内经济金融发展实践表明,金融集聚有助于汇聚资金,实现储蓄向资本的转化,服务各业发展；有助于汇聚信息,推动价格发现与形成,实现资源优化配置；有利于汇聚人流,加快创新与改革,实现区域经济协调持续快速发展。由于金融集聚对经济发展所具有的重要推动作用,金融业发展和金融集聚已成为一国综合国力的重要体现。越来越多的国家开始重视金融业的发展,并采取种种措施为金融业发展和金融集聚的形成创造良好的政策和生态环境。在这样的大背景下,国内越来越多的城市开始重视金融业的发展以及金融集聚促进经济发展功能的有效发挥,纷纷提出建设区域性金融集聚区的发展定位。由此,研究金融集聚的发展历程和影响因素,并提出促进金融集聚的政策建议就具有重要的现实意义。本文综合运用文献分析、定性分析、定量分析和比较分析的方法,在理论分析和文献综述的基础上,结合国际金融集聚形成的历史沿革及影响因素分析、中国古代金融集聚发展的历史沿革分析和中国当代金融集聚发展的现状分析,运用实证分析的方法分析了中国金融集聚的影响因素,并提出了结论和政策建议。全文共分七个章节,具体内容安排如下：第一章是绪论部分。主要叙述了本文的研究背景意义、研究框架、研究方法和创新点等,并对金融集聚的概念进行了界定。第二章是相关理论与研究成果综述。本章分为两部分,第一部分介绍了与金融集聚相关的产业集群、金融地理学、区位选择和金融资源四大理论,在阐述其核心内容和主要观点的基础上,进行了简要述评：第二部分研究成果综述主要从金融集聚形成动因、聚集效应以及集聚程度与区域经济发展关系实证分析方面,对现有金融集聚的研究状况进行了梳理和评述,总结不足,并提出今后研究应多侧重的方向。第三章是国际金融集聚形成的历史沿革及影响因素分析。本章叙述了国际金融集聚形成及在世界主要国家间的迁移历程,从中探讨了五个影响金融集聚的共性因素。一是良好的区位优势,这是国际金融集聚形成的先天基础；二是雄厚的经济基础,这是国际金融集聚形成的坚实基础；三是金融创新,这是国际金融集聚形成的内在动力；四是基础设施建设,这是国际金融集聚的必备条件；五是政府支持,这是国际金融集聚形成的坚强后盾。第四章是中国古代金融集聚发展的历史沿革。本章分析了中国历史上“黄河流域时代”和“大运河时代”的金融集聚,总结出区位优势、经济基础、政府支持和金融创新因素是中国历史上金融集聚形成的影响因素。第五章是中国当代金融集聚发展现状分析。本章引入了区域经济学中的引力模型来模拟城市之间的金融联系,通过对金融集聚城市经济腹地范围的测算和比较,定量分析了中国“沿海诸城时代”金融集聚的层级(全国性、一级、二级、三级)第六章是中国金融集聚影响因素实证分析。本章运用面板数据,在已有文献分析和国内外金融集聚经验分析的基础上,构建了区位因素、经济因素等指标,并加入了反映互联网和信息技术发展的指标,来对金融集聚的影响因素进行实证分析。第七章是结论和政策建议。本章在前几章分析的基础上得出了结论,提出了政策建议,指出应由中央政府统一规划、引导各地区域性金融集聚建设,规划建设全国性和新区区域性双层次金融集聚区,并从加快区域经济发展、构筑区位优势、加强创新、发挥政府主导等方面提出了具体建议。本文的创新之处在于：一是提出中国金融集聚的“水法则”。现有研究对中国古代金融集聚的描述非常少。鉴于早期金融通常伴随并服务经济贸易发展而产生的,本文通过对古代经济史的研究,从中捕捉到金融活动的信息,来阐述金融集聚发展迁移过程。通过研究,本文发现中国的金融集聚、特别是古时的金融集聚伴随着经济中心的形成而产生,通常是位于交通便利的河岸或海岸城市、地区,并随着经济中心的迁移而演变,从黄河流域迁移到隋唐运河、京杭运河沿岸,并至近代的沿海地区,即本文创新提出的中国金融集聚的“水法则”。二是引入区域经济学中的引力模型来模拟城市之间金融联系,测算金融集聚城市功能腹地范围,通过对经济腹地范围的比较得出中国现代金融集聚的层次(全国性、一级、二级、三级),为更好地构建中国金融集聚提供理论依据。三是提出以国家级新区为基础,规划建设全国性和新区区域性双层次金融集聚区。多层次金融集聚论在现有的研究中已有提及,区域划分方式多沿袭传统的八大经济区域等。本文鉴于现有国家级新区辐射区域各有侧重、少有交叉重叠的特点,创新提出规划建设国家级新区区域金融集聚的建议,以期可以避免重复建设、资源浪费,并形成优势互补、共同发展的局面,最终建成全国性的、合理的、完整的金融集聚网络。
[Abstract]:Finance is an important driving force for economic development . Financial agglomeration is the focus of financial institutions and financial activities in a region . The practice of international and domestic economic and financial development shows that financial agglomeration can help to converge funds and realize the transformation of savings to capital and the development of service industries ;
help to gather information , promote price discovery and formation , and realize resource optimization configuration ;
On the basis of theoretical analysis , qualitative analysis , quantitative analysis and comparative analysis , more and more countries begin to focus on the development of financial industry and the development of financial agglomeration .
The second is the strong economic foundation , which is the solid foundation for the formation of international financial agglomeration ;
Third , financial innovation , this is the internal power of the formation of international financial agglomeration ;
Fourthly , infrastructure construction is the necessary condition for international financial agglomeration ;
Chapter five is the historical evolution of the development of financial agglomeration in China . In this chapter , the author points out that China ' s financial agglomeration , especially in ancient times , is a factor of financial agglomeration in China . This paper puts forward the proposal of planning and constructing the regional financial agglomeration of the national new district in order to avoid the repeated construction , the waste of resources and the formation of the complementary and common development of the regional financial district of the state - level new district , so as to finally establish a nationwide , reasonable and complete network of financial agglomeration .
