【摘要】:花卉产业是当今世界上最具活力的产业之一,被誉为“朝阳产业”。近年来,湖南花卉产业发展面临着国内外激烈的竞争,产业的创新与否已成为区域经济发展的决定性因素。通过建立一套完善的花卉产业创新体系,增强产业的核心竞争力,为湖南省花卉产业的快速健康可持续发展铺平道路。湖南省花卉业是20世纪90年代初从培育绿化苗木开始发展的一种新兴产业,然而作为农业大省的湖南,具有湖南特色的花卉名牌产品少,市场上销售的鲜花一直依赖于外地生产,与云南、广东、浙江、河南、江苏、北京等省市存在较大差距。花卉产业实际上绿化苗木产业,鲜切花生产尚未形成产业。针对上述问题,本文主要通过文献分析法与实地调研相结合的方法,在对我国花卉产业发展情况进行充分分析的基础上,重点对湖南花卉产业现状开展了调查研究,实地调研花卉行业主管部门、花卉龙头企业、花卉交易市场、科研机构和花农等主体,调查研究结果表明:湖南花卉产业发展具有一定的良好条件,主要表现在植物资源丰富、劳动力资源充足、政府重视和政策扶持优势。虽然湖南花卉产业具有良好的发展基础,但存在突出问题有:(1)生产落后主要表现在苗木产品生产规模不小,分散生产,专业化程度低,同质化特色不明显;(2)流通方面,花卉市场建设不完善,市场信息不对称,市场服务体系及物流体系不健全,竞争无序;(3)销售与消费方面,表现为简单的买与卖,整体消费水平偏低,依然是以花卉市场为依托的集成销售方式,消费观念落后:(4)科研方面,缺乏强有力的科技支撑体系和专业技术人才。这些问题和不足严重制约着湖南花卉产业的发展。针对目前存在的问题,本文提出了一套完善的花卉产业创新体系,以花卉的产、供、销3个环节构建创新体系。即(1)花卉的产:花卉生产专业化(即一个花卉生产单位或一个花场专门生产某种花卉的某个品种或某种花卉)、标准化、生产经营信息化、建立自己的生产体系。(2)花卉的供:建立结构合理、功能全面、层次分明的市场流通体系,加强花卉生产、物流、市场设施建设。同时在城市居住各个密集的小区布置销售网点,提供临门服务。(3)花卉的销:加大花卉文化及花卉知识宣传,转变买卖观念,提供售后服务,变买卖为服务,引导花卉消费,让花卉以普通商品的形式进入寻常百姓家庭,拉动大众花卉消费的积极性。
[Abstract]:Flower industry is one of the most dynamic industries in the world, known as "sunrise industry." In recent years, Hunan flower industry is faced with fierce competition at home and abroad, the innovation of the industry has become the decisive factor of regional economic development. Through establishing a set of perfect innovation system of flower industry, strengthening the core competitiveness of the industry, paving the way for the rapid, healthy and sustainable development of the flower industry in Hunan Province. Flower industry in Hunan Province is a new industry that began to develop from cultivating green seedlings in the early 1990s. However, Hunan, as a big agricultural province, has few famous floral products with Hunan characteristics. The fresh flowers sold in the market have always depended on foreign production, and there is a big gap with Yunnan, Guangdong, Zhejiang, Henan, Jiangsu, Beijing and other provinces and cities. The flower industry actually greens the seedling industry, the fresh cut flower production has not formed the industry. In view of the above problems, this paper mainly through the method of literature analysis and field investigation, on the basis of full analysis of the development of flower industry in China, focused on the status quo of Hunan flower industry to carry out an investigation and research. The field investigation and research on the main bodies such as the department in charge of flower industry, flower leading enterprises, flower trading market, scientific research institutions and flower farmers show that the development of Hunan flower industry has certain good conditions, mainly manifested in the abundance of plant resources. Sufficient labor resources, government attention and policy support advantages. Although Hunan's flower industry has a good foundation for development, there are outstanding problems such as: (1) backward production is mainly manifested in the large scale of production of seedling products, scattered production, low specialization, and no obvious homogeneity in circulation. The flower market construction is imperfect, the market information is not symmetrical, the market service system and the logistics system are not perfect, and the competition is out of order. In the aspects of sales and consumption, it is simple to buy and sell, and the overall consumption level is on the low side. It is still an integrated sales mode based on the flower market, and the consumption concept lags behind in scientific research, lacking a strong scientific and technological support system and professional technical talents. These problems and deficiencies seriously restrict the development of Hunan flower industry. In view of the existing problems, this paper puts forward a set of perfect innovation system of flower industry, which is constructed by three links of flower production, supply and marketing. The production of flowers: the specialization of flower production (that is, a flower production unit or a flower farm specialized in the production of a certain variety of flowers or a certain flower plant, standardized, production and management information, Establish its own production system. 2) supply of flowers: set up the market circulation system with reasonable structure, comprehensive function and distinct layers, strengthen the construction of flower production, logistics and market facilities. At the same time, the distribution outlets are arranged in various densely populated residential areas in the city to provide door-to-door service. 3) the sale of flowers: to increase the publicity of flower culture and flower knowledge, to change the concept of buying and selling, to provide after-sales service, to change the sale into service, and to guide flower consumption, Let flowers enter ordinary people's families in the form of ordinary commodities, and stimulate the enthusiasm of popular flower consumption.
