论生态文明与区域经济社会发展的双赢之路——以黑龙江为例

【摘要】：生态现代化理论作为一种萌发于欧洲并在全世界产生广泛影响的理论范式,为实现生态文明与经济社会的双赢,走上"绿色发展"的道路提供了启迪。生态现代化需要全方位的环境治理与改革,就中国半个世纪以来的生态现代化实践来看,生态文明与经济发展的双赢是可能实现的,并且在一些发达地区已经具备了生态现代化的基础条件。为了实现绿色发展,黑龙江省应当以生态现代化为参考,从省情出发,牢固树立"保护式开发"的理念,加强经济发展与环境保护的规划和顶层设计,创新管理手段,通过设立"黑土地银行"等方式保护性地开发利用自然资源;协调产业布局,利用黑龙江省的生态环境、土地资源和农业大机械化的优势,发展生态农业、生态工业和第三产业,使产业布局逐渐适应生态现代化的发展趋势;加强人居环境和生态环境建设,改善城市和农村的居住环境,提高居民环境素养,从而走上"绿色发展"之路。
[Abstract]:The theory of ecological modernization, as a theoretical paradigm that germinates in Europe and has a wide influence all over the world, provides enlightenment for realizing the win-win situation between ecological civilization and economic society and taking the road of "green development". Ecological modernization requires comprehensive environmental governance and reform. In the light of the practice of ecological modernization in China over the past half century, it is possible to achieve a win-win situation between ecological civilization and economic development. And in some developed areas have already had the basic conditions of ecological modernization. In order to realize green development, Heilongjiang Province should take ecological modernization as reference, proceed from provincial conditions, firmly establish the concept of "protected development", strengthen the planning and top-level design of economic development and environmental protection, and innovate management means. Through the establishment of "Black Land Bank" and other ways to develop and utilize natural resources in a protective way, coordinate the industrial layout, utilize the advantages of ecological environment, land resources and agricultural mechanization in Heilongjiang Province, and develop ecological agriculture, Ecological industry and tertiary industry make the industrial layout gradually adapt to the development trend of ecological modernization, strengthen the construction of human settlements and ecological environment, improve the living environment in cities and rural areas, and improve the environmental literacy of residents. In order to embark on the "green development" road.
