【摘要】：经济全球化虽然加快了我国人才队伍的发展，但也带来了国际化的挑战。必须树立全新的人才建设理念，建立健全现代化的人才市场机制，提高经营管理水平、服务水平，加强法制化、规范化建设，推进信息化程度和经营规模、形成科学的人才安全观，顺利与国际人才市场接轨，抓住机遇，吸纳国际先进理念、管理经验和服务技术，，以国际市场催熟国内市场。 本文依据区域经济发展对人才队伍建设影响作用，针对河南孟州人才现状需求及人才发展培养实例分析,对孟州市中长期人才队伍建设进行规划。作为河南省经济外向度标杆县市  孟州市为研究对象，本文通过实证调研法，定量分析与定性分析相结合的方法，静态分析与动态研究相结合的方法，对该市的人才队伍发展现状以及未来规划提出建议，针对孟州市经济社会发展现状，注重从县域这一地方视角揭示人才发展规划的特殊性，并力求在此基础上探索出一些有价值的经验与做法，为更大范围内的人才队伍建设发展工作提供助益。
[Abstract]:Although economic globalization accelerates the development of our country's talent team, it also brings the challenge of internationalization. We must set up a new concept of talent construction, establish and perfect the modern talent market mechanism, improve the level of management and service, strengthen the legalization, standardize the construction, promote the degree of informatization and the scale of operation. It is necessary to form a scientific concept of talent safety, connect with the international talent market smoothly, seize the opportunity, absorb advanced international concepts, management experience and service technology, and make the domestic market mature with the international market. Based on the influence of regional economic development on the construction of talent team, this paper analyzes the needs of the present situation of talent and the case of talent development in Mengzhou, Henan Province, and plans the long-term construction of talent team in Mengzhou City. As the research object of Henan Province's economic extroversion scale county and city, this paper combines the method of empirical investigation, quantitative analysis and qualitative analysis, the combination of static analysis and dynamic research. In view of the present situation of the economic and social development of Mengzhou City, the author puts forward some suggestions on the present situation of talent development in the city and points out the particularity of the talent development plan from the local angle of view of county. On this basis, the author tries to explore some valuable experiences and practices, which can help the construction and development of the talent team in a larger scope.
