基于信任治理调节效应的大学-产业-政府三螺旋强度对区域创业水平的影响研究

【摘要】:大学-产业-政府三螺旋是指区域创新、创业主体即大学、企业、政府在长期的正式和非正式的合作和交流的关系中所形成的相对稳定的关系。现有对大学-产业-政府三螺旋与区域关系的研究主要集中在对其与区域创新的研究,而忽视对其与区域创业问题的研究,而在区域经济发展过程中,创新与创业有着同样的地位与作用,因此需要对大学-产业-政府三螺旋与区域创业的研究给予足够的重视。以前在对大学-产业-政府三螺旋与创业的关系研究主要集中在创业型大学建设、创业教育,而忽视对区域创业问题的研究。在少有的对大学-产业-政府三螺旋与区域创业的研究上,学者主要探讨的是整体或者双边关系等对区域创业的影响,而对大学-产业-政府三螺旋是否实现三方有效合作缺乏研究。根据以前的研究,按照是否实现高校、企业与政府的三方合作,大学-产业-政府三螺旋可划分为积极重叠与消极重叠,积极重叠指的是实现三方有效合作,而消极重叠指的是除了三方合作以外的其他形式的合作。而本研究认为相比消极重叠,积极重叠更加有利于区域创业环境的优化与区域创业水平的提升。此外,本研究认为虽然积极重叠更加有利于区域创业水平的提升,但不可否认,积极重叠也有着一定的局限性,协调成本大,灵活性较差以及效率较低等缺陷。因此,信任治理可以降低积极重叠带来的协调成本、交易成本,提高合作效率,正向调节区域大学-产业-政府三螺旋强度与区域创业水平的关系。基于以上观点,本文通过构建大学-产业-政府三螺旋强度这一概念,来探讨积极重叠比消极重叠更有利于区域创业水平的提升,并探讨信任治理在其中的作用。通过对公开数据的搜集,对模型进行实证检验。本文的研究贡献在于对大学-产业-政府三螺旋不同的合作类型进行区分研究,强调积极重叠更加有利于促进区域创业水平的提升,从而为政府部门促进UIG三螺旋合作提供理论支撑。本研究的局限性在于样本量较小,因此在未来的研究当中可增大样本量,对UIG三螺旋与区域创业问题进行更深层次的研究。
[Abstract]:University-industry-government triple helix refers to the relatively stable relationship formed in the long-term formal and informal cooperation and exchange among the regional innovation, the entrepreneurial subject, the university, the enterprise and the government. The current research on the relationship between University-Industry-Government Trihelon and region is mainly focused on the study of the relationship between University-Industry-Government Trihelon and Regional Innovation, but neglects the study on the relationship with Regional Entrepreneurship, but in the process of regional economic development. Innovation and entrepreneurship have the same status and function, so we should pay enough attention to the research of university-industry-government triple helix and regional entrepreneurship. In the past, the research on the relationship between University-Industry-Government Trihelon and Entrepreneurship is mainly focused on entrepreneurial university construction and entrepreneurship education, but neglects the study of regional entrepreneurship. In the rare research on the university-industry-government triple helix and regional entrepreneurship, scholars mainly discuss the impact of the overall or bilateral relationship on regional entrepreneurship. However, there is a lack of research on whether the university-industry-government three-helix can realize the three-way effective cooperation. According to previous studies, according to whether or not to realize the tripartite cooperation between universities, enterprises and governments, the University-Industry-Government triple helix can be divided into positive overlap and negative overlap, and positive overlap refers to the realization of tripartite effective cooperation. Negative overlap refers to other forms of cooperation in addition to tripartite cooperation. Compared with negative overlap, positive overlap is more conducive to the optimization of regional entrepreneurial environment and the improvement of regional entrepreneurial level. In addition, although the positive overlap is more conducive to the promotion of regional entrepreneurship, it is undeniable that positive overlap also has some limitations, such as high coordination costs, poor flexibility and low efficiency. Therefore, trust governance can reduce the coordination cost, transaction cost, improve the cooperation efficiency, and positively regulate the relationship between the regional university-industry-government three-helix intensity and the level of regional entrepreneurship. Based on the above views, this paper constructs the concept of university-industry-government triple helix strength to explore that active overlap is more beneficial to the promotion of regional entrepreneurial level than negative overlap, and to explore the role of trust governance in it. Through the collection of public data, the model is empirically tested. The research contribution of this paper is to distinguish the different types of cooperation between university, industry and government, and emphasize that the positive overlap is more helpful to promote the level of regional entrepreneurship. Thus, it provides theoretical support for government departments to promote UIG triple helix cooperation. The limitation of this study is that the sample size is small, so we can increase the sample size in the future research, and further study the UIG triple helix and regional entrepreneurship.
