鄂尔多斯盆地矿区煤炭资源安全绿色高效开采评价方法研究

【摘要】:鄂尔多斯盆地各矿区煤炭资源丰富,开采条件好,但生态环境脆弱。如何做到安全、绿色、高效开采,事关该盆地区域经济、环境、社会的可持续发展。而要做到此,必须有一套适合该盆地实际的煤炭资源安全绿色高效开采评价方法,目前对此方法的研究还不够深入和系统,没有成熟的成果可以借鉴。为此,本文在对国内外相关研究文献进行系统综述的基础上,通过文献分析、理论分析和实地调研,综合运用安全管理学、环境、生态学、层次分析法、综合评价法等理论和方法,,对鄂尔多斯盆地矿区煤炭资源安全绿色高效开采评价方法进行了系统研究,取得的主要成果如下: (1)建立了鄂尔多斯盆地矿区煤炭资源安全开采评价模型。基于本质安全视角,从人、机器设备、作业环境、管理四方面建立了包括4个一级评价指标、11个二级评价指标、38个三级评价指标的煤炭资源安全开采评价指标体系;利用AHP方法计算出了各指标权重;据此,建立了煤炭资源安全开采评价模型,并给出了煤炭资源安全开采评价等级划分标准。 (2)建立了基于环境承载力的鄂尔多斯盆地矿区煤炭资源绿色开采评价模型。在分析鄂尔多斯盆地矿区煤炭资源开采对环境影响的主要因素之基础上,用环境承载力作为衡量绿色的重要标志,选取环境承载力相对剩余率模型作为环境承载力测算方法,构建了包括2个一级评价指标和5个二级评价指标的煤炭资源绿色开采评价指标体系;利用AHP方法计算出了各指标权重;据此,建立了煤炭资源绿色开采评价模型,并给出了煤炭资源绿色开采评价等级划分标准。 (3)建立了鄂尔多斯盆地矿区煤炭资源高效开采评价模型。给予“高效”以新的涵义,即“高效率”和“高采出率”,并结合煤炭工业安全高效矿井评审办法,建立了包括2个一级评价指标、10个二级评价指标的煤炭资源高效开采评价指标体系;利用AHP方法计算出了各指标权重;据此,建立了煤炭资源高效开采评价模型,并给出了煤炭资源高效开采评价等级划分标准。 (4)在安全、绿色、高效开采评价模型基础上,建立了鄂尔多斯盆地矿区煤炭资源安全绿色高效开采综合评价模型,并对陕西省榆林市某矿区进行了评价,得出了有意义的结论。 本文的研究将对鄂尔多斯盆地各矿区煤炭资源安全绿色高效开采评价及相关技术与管理政策的制定具有较重要的指导价值。
[Abstract]:The mining areas in Ordos Basin are rich in coal resources and good in mining conditions, but the ecological environment is fragile. How to achieve safe, green and efficient mining is related to the sustainable development of regional economy, environment and society in the basin. In order to achieve this, there must be a set of evaluation methods for the safe, green and efficient exploitation of coal resources, which is suitable for the actual situation in the basin. At present, the research on this method is not deep enough and systematic, and there are no mature achievements to be used for reference. Therefore, on the basis of a systematic review of domestic and foreign related research literature, this paper makes comprehensive use of safety management, environment, ecology, analytic hierarchy process, through literature analysis, theoretical analysis and field investigation. Based on the theory and method of comprehensive evaluation, the evaluation method of safe, green and efficient mining of coal resources in Ordos Basin is studied systematically. The main achievements are as follows: (1) the evaluation model of coal resources safe mining in Ordos Basin is established. Based on the view of essential safety, the evaluation index system of coal resource safety exploitation is established from four aspects: human, machine equipment, working environment and management. It includes 4 first-grade evaluation indexes, 11 second-grade evaluation indexes and 38 third-level evaluation indexes. The weight of each index is calculated by using AHP method, and the evaluation model of coal resources safe mining is established. The evaluation criteria of coal resources safe exploitation are given. (2) the evaluation model of green mining of coal resources in Ordos Basin is established based on environmental carrying capacity. Based on the analysis of the main factors affecting the environment caused by the coal resource exploitation in the Ordos Basin, the environmental carrying capacity is used as an important indicator to measure green, and the relative residual rate model of the environmental carrying capacity is selected as the measuring method of the environmental carrying capacity. The evaluation index system of green mining of coal resources including two primary evaluation indexes and five second-grade evaluation indexes is constructed, and the weight of each index is calculated by using AHP method. Based on this, the evaluation model of green mining of coal resources is established. The evaluation standard of green exploitation of coal resources is given. (3) the evaluation model of high efficiency mining of coal resources in Ordos Basin is established. Giving a new meaning to "high efficiency", that is, "high efficiency" and "high production rate", and combining with the evaluation method of coal industry safety and efficiency mine, The evaluation index system of high efficiency mining of coal resources including 2 primary evaluation indexes and 10 second grade evaluation indexes is established, and the weight of each index is calculated by using AHP method. Based on this, the evaluation model of high efficiency mining of coal resources is established. Based on the evaluation model of safe, green and efficient mining, a comprehensive evaluation model of safe, green and efficient mining of coal resources in Ordos Basin is established. An evaluation of a mining area in Yulin City, Shaanxi Province has been carried out, and a meaningful conclusion has been drawn. The research in this paper will be of great guiding value to the evaluation of the safe, green and efficient exploitation of coal resources in various mining areas of Ordos Basin and the formulation of relevant technology and management policies.
