基于城市规划经济学视角的新型城镇化发展策略研究

【摘要】：改革开放以来,我国持续的快速城镇化发展和大规模的城镇建设实践表明,城市规划方案编制与实施的效果、城镇化发展的质量和速度、城镇建设的功绩和效益往往并不只是城市规划的工程技术属性所决定的,而更多的取决于城市规划的经济属性。国外城镇化和城镇建设发展水平较高的国家与地区已经开始将经济学的知识和方法注入到城市规划编制与管理过程之中,用于解决或缓解城乡建设发展过程中的问题和矛盾。由此可见,城镇化和城镇发展不仅是一种空间现象,还是一种经济现象。本文共分为九个章节。第一章为绪论,基于城市规划学科理论发展的需要和国家新型城镇化建设的时代背景下,提出本文的研究方法和思路,以及主要创新点和研究框架。第二章为基础理论研究,将城市规划经济学的相关理论和城镇化发展的理论研究现状进行分析和总结。第三章从历史维度出发,对国外发达国家、发展中国家与我国传统城镇化发展历程进行回顾,分别总结出国外城镇化的经验和教训,以及我国传统城镇化发展过程中亟待解决的问题和矛盾。第四章尝试性的构建了城市规划经济学的理论研究框架,首先对城市规划的经济学特征进行剖析,在经济学相关理论的基础上归纳出城市规划经济学的适用理论,提出城市规划经济学的多元性特征、城市规划经济学的研究方法和主要研究目标,总结出城市规划经济学的理论要素,并对城市规划经济学与新型城镇化之间的关系进行了阐述。随后的第五、六、七、八章则从城市规划经济学的视角出发,将主要理论研究要素融入中国传统哲学“合”的理念之中,针对我国传统城镇化发展过程中的主要问题和矛盾,分别提出文化经济与产业经济结合、公共经济与环境经济融合、土地经济与住房经济契合、人口经济与区域经济竞合的新型城镇化发展策略。最后的结论与展望中,主要对本文进行全面性总结,提出文章主要的研究结论与不足,同时对下一步的研究方向和研究重点进行展望。
[Abstract]:Since the reform and opening up to the outside world, the continuous rapid urbanization and large-scale urban construction practice in China have shown that the effect of the formulation and implementation of urban planning programs, the quality and speed of urbanization development, The achievements and benefits of urban construction are often determined not only by the engineering and technical attributes of urban planning, but also by the economic attributes of urban planning. Countries and regions with high level of urbanization and urban construction abroad have begun to inject the knowledge and methods of economics into the process of urban planning and management, which can be used to solve or alleviate the problems and contradictions in the process of urban and rural construction and development. Thus, urbanization and urban development is not only a spatial phenomenon, but also an economic phenomenon. This paper is divided into nine chapters. The first chapter is the introduction, based on the need of the development of urban planning theory and the background of the new urbanization construction, this paper puts forward the research methods and ideas, as well as the main innovation points and research framework. The second chapter is the basic theoretical research, which analyzes and summarizes the related theories of urban planning economics and the development of urbanization. The third chapter reviews the development of foreign developed countries, developing countries and China's traditional urbanization, and summarizes the experience and lessons of foreign urbanization, respectively. And China's traditional urbanization process in the process of urgent problems and contradictions. The fourth chapter tries to construct the theoretical framework of urban planning economics. Firstly, it analyzes the economic characteristics of urban planning, and concludes the applicable theory of urban planning economics on the basis of relevant economic theories. This paper puts forward the pluralistic characteristics of urban planning economics, the research methods and main research objectives of urban planning economics, and summarizes the theoretical elements of urban planning economics. The relationship between urban planning economics and new urbanization is expounded. Then the fifth, sixth, seventh and eighth chapters, from the perspective of urban planning economics, integrate the main theoretical research elements into the concept of "union" of Chinese traditional philosophy, and aim at the main problems and contradictions in the development of traditional urbanization in China. The new urbanization development strategies are put forward, which are the combination of culture economy and industry economy, the integration of public economy and environment economy, the combination of land economy and housing economy, and the competition between population economy and regional economy. In the final conclusion and prospect, this paper is summarized comprehensively, and the main research conclusions and shortcomings are put forward. At the same time, the future research direction and research focus are prospected.
