【摘要】：城乡一体化发展,已成为牵动“全面深化改革”这条红线的重要抓手和贯穿于中国经济改革和发展全过程的战略核心,也将进一步成为实现“稳增长、调结构、惠民生”的重要途径和全面建成小康社会的根本出路,也是加快我国现代化进程的新思维、新战略。兰州市城关区是全省全市加快推进城乡一体化发展的排头兵,作为甘肃省兰州市的首善之区,肩负着中心引领、辐射周边的重要使命。因此,研究如何加快推进城关区城乡一体化发展,对加快甘肃省、兰州市经济社会发展具有十分重要的意义。全文共有五部分。第一部分是文献综述。通过查阅大量的文献资料,将城乡一体化发展作为课题进行研究,对探索和总结城镇化及新农村建设经验,把握城乡一体化发展规律,进而因地制宜地提出某一区域城乡一体化建设的具体思路和措施,抛砖引玉,达成共识,促进该区域经济社会发展具有十分重要的意义,同时也为资源、地理环境等方面相似地区城乡一体化发展提供思路借鉴。第二部分是推进城乡一体化发展的现实意义。通过对我国城乡结构、城镇农村建设、经济发展、居民生活水平等四个方面的现状和存在问题进行分析,提出了加快推进城乡一体化发展,是从根本上破解“三农问题”的重要途径,是推动城镇农村“双轮驱动”的基本支撑,是促进经济持续健康发展的有效举措,是提高城乡居民生活水平的根本保障。第三部分是兰州市城关区城乡一体化发展现状分析。首先分析了城关区推进城乡一体化发展的有利条件及取得的现有成效,并重点剖析了制约因素。总体认为,目前,在城关区委和政府的共同努力下,在所处区位、农村比重、经济发展、科技文化等方面有利条件的共同作用下,城关区已经取得了发展模式有效探索、农村面貌和农村生产条件得到改观、农村经济不断发展、社会保障水平提升、公共服务能力增强和网格化管理取得进展等成效。但是,城关区城乡一体化发展在取得成效的同时也受到了特殊地形、经济结构、财政支出、机制体制、农民意识等因素的制约。第四部分是“全域成都”城乡一体化发展经验。成都市以“六个一体化”、“三个集中”、“四大基础工程”为内容的“全域成都”城乡一体化发展理念为全国特别是西部地区的城市提供了具有推广性和适应性的借鉴。因此,按照“跳出全省全市看城关,站在全国视角建城关”的思路,以同为西部重镇、省会城市的成都市为学习借鉴对象,重点研究了“全域成都”发展理念和具体做法,并总结了成都经验对城关区的启示,即成都经验体现了党委政府的主导作用、城市规划和经济结构的决定作用、机制体制改革的调和作用以及公共服务均等化的基础作用。第五部分是兰州市城关区城乡一体化发展对策。在上述四部分研究的基础上,借鉴成都经验,结合城关区实际,从城市规划、经济结构、公共服务、机制体制四个方面入手,提出了构建“打造宜居城区、建设美丽乡村、显山露水增绿”的城乡发展规划思路和针对城关区南北两山观光农业的“赏南”“游北”思路；提出了从产业布局、产业结构和城市定位调整经济结构的对策；提出了以南北两山基础设施建设为龙头、合理配置公共服务资源、实现城乡社会保障并轨建设的公共服务均等化对策；提出了以健全财政支持城乡建设机制、农村土地制度改革、就业与户籍制度改革、社会管理体制改革为核心的机制体制难题破解对策。
[Abstract]:The integrated development of urban and rural areas has become an important grasp of the red line and the core of the whole process of China's economic reform and development, and will further become an important way to achieve the "steady growth, the structure adjustment, the people's livelihood" and the fundamental way to build the society in an all-round way, as well as to speed up the modernization of China. The full text consists of five parts. The first part is the literature review. Through consulting a large number of documents, the integration of urban and rural development is studied as a subject. The second part is the practical significance of promoting the integrated development of urban and rural areas. Firstly, it analyzes the favorable conditions for the development of urban and rural integration in Chengguan District and the existing achievements, and focuses on the analysis of the constraints. Under the common role of rural proportion, economic development and scientific and technological culture, the Chengguan area has achieved an effective development model, the rural face and rural production conditions have been improved, the rural economy is developing, the level of social security is promoted, the capacity of public service is enhanced and the grid management has made progress. At the same time, the development of urban and rural integration in the area has also been restricted by special terrain, economic structure, financial expenditure, mechanism system and peasant consciousness. The fourth part is the integrated development experience of "the whole region Chengdu" and the urban and rural integration.
