连云港工业结构性污染特征与调控对策研究

【摘要】：在经济高速增长的同时,大部分地区的环境资源也急剧恶化。环境污染不断加重,多年来不断诱发环境污染事件,土壤污染、空气污染、河水及海洋污染、土地荒漠化、水资源短缺、生物多样性锐减等环境问题日益严重。根据环境污染相关统计资料分析,我国50%以上的环境污染来自工业排放,工业污染源已经是造成环境污染与生态破坏多重原因中的主要因数。同时,我国“十二五”规划明文指把转变经济发展方式作为区域产业结构调整的主攻方向,说明我国已经从宏观层面认识到了产业结构性污染的严重性,在“十二五”期间,只有不断优化区域产业结构,才能从源头解决区域存在的环境污染问题。所以,从区域产业结构存在的特征着手,搞清楚区域结构性污染现状成为本次研究的主要方向。经济发展必然给生态环境造成压力,当人类活动向环境排放了超过其自身净化能力的污染物时环境问题随之产生。当环境问题逐渐显现,直到影响了人们生活和经济发展的时候,往往才会注重环境保护,而此时环境问题已经对经济社会发展产生了较大的阻碍。至此,人们意识到只有经济和环境相协调发展,才能使经济、社会又好又快的发展。要达到经济社会可持续发展的目标,需要对经济发展和环境保护之间的作用机理进行研究,与之相关的主要是区域经济发展、资源能源消耗以及环境污染等方面,而区域产业结构又是研究这些方面的最好切入点,所以本次研究提出区域结构性污染一词来表示区域经济系统中的某种结构与环境污染的特征具有的相关性,即区域污染的状况,如污染物的种类、产量、来源等与区域经济系统中的某种结构有关,比如区域产业结构、消费结构、产品结构等,消费、产品都是在区域产业结构形成之后才具有明显的特征,不能直接说明区域污染与经济系统之间的关系。所以,研究区域产业结构成为了解产业结构性污染最直接的方式。在本文初步研究过程中,发现以工业为主的区域环境问题要严重于以其他产业为主导的区域,所本次论文方向为区域工业产业结构与环境污染之间的关系研究,即区域工业结构性污染。通过调整区域工业产业结构消减区域污染物来源,必然需要对区域的工业结构与环境污染进行深入研究分析,以期得出最优的区域工业产业结构。本文首先通过对区域工业结构进行整体的情况进行分析评价,得出区域工业结构可能存在的高耗能及高污染情况；其次,通过进一步对区域工业结构经济贡献和污染排放进行多层次和多方位的研究,分析导致区域工业结构性污染存在的主要工业行业以及对能够促进区域经济社会协调发展的工业行业有哪些,由此确定区域在发展过程中需要限制发展的行业及鼓励发展的行业；最后,通过对限制行业企业固定资产投资额及污染排放强度进行进一步的拟合分析为区域制定限制行业市场准入条件的产业政策提供理论依据。所以本文从区域经济结构中重要的工业行业生产带来的经济贡献和环境污染进行多层次和多方位的研究,针对区域存在的工业产业结构性污染问题,从污染的源头及时理清阻碍区域经济发展的主要工业产业,彻底解决地区经济发展和环境污染之间存在矛盾。通过对连云港工业产业进行研究,主要结论如下：①连云港市工业综合综合发展程度指数达到0.497,计算结果属于综合发展程度的较好等级,但与较差等级非常接近。说明连云港市工业结构能够达到合理水平,排污量较小的行业对区域经济有一定的贡献,但是仍然存在部分行业污染问题较为突出,水耗、能耗大的行业仍占较大比例,必须进一步优化区域工业产业结构；②连云港市产业结构调整的重点行业主要有化学原料及化学制品制造业、饮料制造业、化学纤维制造业、农副食品加工业、黑色金属冶炼及压延加工业。鼓励发展的行业主要包括金属制品业,电气机械及器材制造业,专用设备制造业,通用设备制造业,交通运输设备制造业,仪器仪表及文化、办公用机械制造业,电力、热力的生产和供应业,医药行业等；③制定区域限制行业市场准入条件,化学原料及化学制品制造业区域准入条件为投资额(固定资产)不少于15000万元。
[Abstract]:At the same time of rapid economic growth, environmental resources in most areas have also deteriorated rapidly. Environmental pollution has been worsening. Environmental pollution incidents, soil pollution, air pollution, river and ocean pollution, land desertification, water shortage and the sharp decrease of biodiversity have become increasingly serious. According to the data analysis, more than 50% of the environmental pollution in China comes from industrial emission, and the source of industrial pollution is the main factor in the multiple causes of environmental pollution and ecological destruction. At the same time, the plan of "12th Five-Year" in China refers to changing the economic development mode as the main direction of regional industrial structure adjustment, which shows that China has been from the macro level. Facing the seriousness of industrial structural pollution, in the period of "12th Five-Year", only the continuous optimization of regional industrial structure can the problem of environmental pollution exist in the region from the source. Therefore, it is the main direction of this study to understand the status of regional structural pollution from the characteristics of the regional industrial structure.
Economic development will inevitably bring pressure to the ecological environment. Environmental problems arise when human activities discharge pollutants exceeding their own purification capacity. When environmental problems gradually appear, the environmental protection is often paid attention to when people's life and economic development are affected, and the environmental problems have already been to the economy and society at this time. At this point, people realize that only the coordinated development of the economy and the environment can make the economy and the society develop well and fast. To achieve the goal of sustainable economic and social development, we need to study the mechanism of the economic development and environmental protection, which is related mainly to the development of regional economy and resources. Energy consumption and environmental pollution and so on, and regional industrial structure is the best point to study these aspects. Therefore, this study puts forward the term of regional structural pollution to indicate the correlation between some structure of regional economic system and the characteristics of environmental pollution, that is, the situation of regional pollution, such as the species of pollutants, production, The source and so on is related to some structure in the regional economic system, such as regional industrial structure, consumption structure, product structure, consumption, and product all have obvious characteristics after the formation of regional industrial structure. It can not directly explain the relationship between regional pollution and economic system. Therefore, the study of regional industrial structure becomes an understanding of the industrial knot. During the preliminary study of this paper, we found that the regional environmental problems, which are mainly industrial, are serious in areas dominated by other industries. This paper is the study of the relationship between industrial structure and environmental pollution, that is, structural pollution of regional industrial industry.
By adjusting regional industrial industrial structure to reduce the source of regional pollutants, it is necessary to deeply study and analyze the industrial structure and environmental pollution in the region, in order to obtain the optimal industrial structure of regional industry. High energy consumption and high pollution situation, and secondly, through the further study of the regional industrial structure economic contribution and pollution discharge, the main industrial industries which lead to the regional industrial structural pollution and the industrial industries that can promote the development of regional economic and social coordination are analyzed. In the process of development, the region needs to restrict the development industry and encourage the development of the industry. Finally, through the further fitting analysis of the fixed assets investment and the pollution emission intensity of the limited industry enterprises, the paper provides the theoretical basis for the industrial policy to restrict the market access conditions of the industry. The economic contribution and environmental pollution brought by important industrial production and environmental pollution are studied at various levels and in various directions. In view of the structural pollution problems of the industrial industry in the region, the main industrial industries which obstruct the regional economic development from the source of the pollution are promptly cleared up, and the contradiction between the regional economic development and the environmental pollution is completely solved. After the study of Lianyungang industrial industry, the main conclusions are as follows: (1) the industrial comprehensive comprehensive development index of Lianyungang has reached 0.497, and the result belongs to a better grade of comprehensive development, but it is very close to the poor grade. It shows that the industrial structure in Lianyungang can reach a reasonable level, and the industry with less discharge amount to the regional economy. It has some contribution, but there are still some industry pollution problems. The industry of water consumption and energy consumption still occupies a large proportion. It is necessary to further optimize the industrial structure of regional industry. Secondly, the key industries in the adjustment of industrial structure in Lianyungang are chemical raw materials and chemical products manufacturing, beverage manufacturing, chemical fiber manufacturing. Industry, agricultural and sideline food processing industry, ferrous metal smelting and calendering industry. The industries that encourage development include metal products, electrical machinery and equipment manufacturing, special equipment manufacturing, general equipment manufacturing, transportation equipment manufacturing, instrumentation and culture, office machinery manufacturing, power, thermal production and supply. The pharmaceutical industry and so on; (3) to establish the market access conditions for regional restricted industry, and the area access conditions for chemical raw materials and chemical products manufacturing industry are not less than 150 million yuan (fixed assets).
