基于TOD的新城公共交通规划方法研究

【摘要】:随着我国城市化、区域经济一体化进程的加快,大城市人口不断集聚,交通问题日益严峻。新城的建设与发展成为大城市疏解其功能,分担其交通压力的主要手段。但就实践发展来看,新城在规划过程中也存在公共交通规划不够明确等一系列问题,,这使得新城在建设和发展过程中,不能有效的分担大城市的产业、交通等功能。因此本文从TOD理论为切入点,对新城公共交通规划等相关问题进行了深入研究,具体包括: (1)从新城发展模式、类型及发展途径等方面总结了国内外新城的发展历程及实践经验;分析了私人小汽车主导模式对生态环境、城市结构和社会和谐造成的影响,探讨了城市公共交通与土地利用、人口分布以及社会经济之间的关系,指出了我国新城在规划过程中存在的问题。 (2)依据国外TOD的发展背景、基本概念及发展模式,从选址标准、空间尺度、土地开发强度和土地混合利用四个层次进行探讨,提出了适合我国城市发展的TOD模式。 (3)提出了基于TOD的新城公共交通规划的基本流程,同时对新城交通需求进行了详细的分析,采用基于区位土地利用信息量化预测方法,构建了交通生成—分布的新城交通需求预测模型,并进行了实证分析;然后研究了TOD模式下的新城公交枢纽规划、轨道交通规划、常规公交规划以及衔接换乘系统规划;最后给出了基于TOD理论的详细规划步骤和方法程序。 (4)从基本设施、社会效益、经济效益以及环境效益四个方面,构建了TOD成效评价指标体系,结合物元理论,建立了TOD成效评价模型;以北京通州新城为例,进行了TOD成效评价,结果对我国新城规划具有一定的理论价值和实际指导意义。
[Abstract]:With the urbanization of our country and the acceleration of the process of regional economic integration, the population of big cities is gathering and the traffic problem is becoming more and more serious. The construction and development of New City become the main means for big cities to solve their functions and share the traffic pressure. However, in terms of practical development, there are a series of problems in the planning process, such as the lack of clear planning of public transport, which makes the new city in the process of construction and development, can not effectively share the functions of large cities, such as industry, transportation and so on. Therefore, from the perspective of TOD theory, this paper makes an in-depth study on the public transport planning of the new town, including: (1) the development model of the new town, This paper summarizes the development course and practical experience of new cities at home and abroad, analyzes the influence of private car leading mode on ecological environment, urban structure and social harmony, and probes into urban public transport and land use. The relationship between population distribution and social economy is pointed out. (2) according to the development background, basic concept and development model of foreign TOD, this paper points out the problems in the planning of new towns in China. Four levels of land development intensity and mixed use of land are discussed, and the TOD model suitable for urban development in China is put forward. (3) the basic process of new city public transportation planning based on TOD is put forward. At the same time, the traffic demand of the new town is analyzed in detail, and the traffic generation-distribution model of the new city is constructed by using the quantitative forecasting method based on the location land use information, and the empirical analysis is carried out. Then it studies the planning of new city transit hub, rail transit planning, routine bus planning and connecting and transferring system planning under the Tod mode. Finally, the detailed planning steps and method programs based on TOD theory are given. (4) from the basic facilities, In this paper, the evaluation index system of TOD effectiveness is established in four aspects: social benefit, economic benefit and environmental benefit. Combined with matter-element theory, the evaluation model of TOD effect is established, taking Tongzhou New City in Beijing as an example, the effectiveness evaluation of TOD is carried out. The results are of certain theoretical value and practical significance for the planning of new towns in China.
