中心城市在区域人力资本聚集中的效应研究

【摘要】:综观世界城市发展,中心城市在推进人力资本聚集进程中往往起着主导作用。中心城市是区域经济活动的核心和区域经济发展的增长极,又是区域社会活动的聚集体,同时也是区域内政治、文化活动的中心,因此吸引了大量的人力资本聚集。我国区域发展的一个重要特点,是中心城市发展带动区域发展,从而促进了我国经济社会的全面发展。部分地区由于实行区域中心城市战略使得人力资本大量聚集,区域经济飞速发展,,而部分地区的区域中心城市即使达到了相当高的城市化水平,但吸引人力资本的聚集作用却发挥得不甚理想,导致这些城市对当地经济增长的促进作用也很有限。由此本文对中心城市在区域人力资本聚集中的效应问题进行了系统深入地研究。 目前对于中心城市与人力资本聚集方面的研究多是从人力资本方面出发,研究人力资本聚集对区域中心城市经济发展、产业集群等带来的影响,而关于中心城市在人力资本聚集中的效应研究却是凤毛麟角。加之中国有很多中心城市属于结构单一的资源型城市,并已开始进入中年期甚至老年期,正面临着产业转型的巨大压力,这样的中心城市如何留住人才乃至吸引人力资本聚集也成为了需要迫切解决的问题。 本文在已有研究的基础上,首先阐述中心城市影响区域人力资本聚集的理论基础与研究方法,主要是对我国区域中心城市的测定与分级、区域人力资本聚集的空间路径与计量方法进行了界定,阐述了中心城市形成区域人力资本聚集的内在机理,从经济、产业、教育、就业、医疗等方面来探讨中心城市对人力资本聚集的引致效应,结合中心城市2000-2010年的相关指标数据建立空间计量模型,分析了中心城市与区域人力资本聚集的发展状况。在模型设定合理的基础上,进一步将该模型用于实证研究,发现中心城市的经济发展水平、产业聚集水平、政府教育支出水平、劳动力工资水平和医疗资源状况对区域人力资本的影响显著。不同类别中心城市作用于区域人力资本聚集的空间机制不同,因此中心城市在制定自身发展战略时要因地制宜,兼顾城市间的互动关系,避免政策的千篇一律。
[Abstract]:Looking at the development of cities in the world, central cities often play a leading role in the process of human capital agglomeration. The central city is the core of regional economic activities and the growth pole of regional economic development. It is also the collective of regional social activities and the center of regional political and cultural activities, so it attracts a large number of human capital aggregation. An important feature of regional development in China is that the development of central cities leads to regional development, thus promoting the overall development of China's economy and society. Due to the implementation of the regional central city strategy in some regions, the human capital has been gathered in large numbers, and the regional economy has developed rapidly, while the regional central cities in some areas have reached a fairly high level of urbanization. But the ability to attract human capital has not been so good that these cities have been limited in their contribution to local economic growth. In this paper, the effect of central cities on regional human capital aggregation is studied systematically and deeply. At present, most of the researches on the central city and human capital agglomeration are based on the human capital, and study the impact of the human capital aggregation on the economic development and industrial cluster of the regional central city. However, the research on the effect of central city in human capital aggregation is rare. In addition, there are many central cities in China that belong to resource-based cities with a single structure, and have begun to enter the middle and even the old age. They are facing tremendous pressure from the industrial transformation. How to retain talents and attract human capital in such a central city has become an urgent problem to be solved. On the basis of existing research, this paper first expounds the theoretical basis and research methods of central cities influencing regional human capital aggregation, mainly the measurement and classification of regional central cities in China. The spatial path and measurement method of regional human capital agglomeration are defined, and the inner mechanism of regional human capital agglomeration in central cities is expounded, which includes economy, industry, education, employment, etc. This paper discusses the effect of central cities on human capital aggregation from the aspects of medical treatment and establishes a spatial econometric model based on the relevant index data of central cities from 2000 to 2010, and analyzes the development of human capital aggregation in central cities and regions. On the basis of reasonable establishment of the model, the model is further applied to the empirical research. It is found that the level of economic development, the level of industrial agglomeration, and the level of government education expenditure of the central city. The influence of labor wage level and medical resources on regional human capital is significant. Different types of central cities have different spatial mechanisms for regional human capital accumulation, so central cities should take measures according to local conditions, take into account the interaction between cities, and avoid uniform policies when formulating their own development strategies.
