神木县贺家川镇粮食生产规模经营问题研究

【摘要】:上世纪90年代开始,农地资源短缺、人地矛盾尖锐成为国家土地利用的头等问题。特别是处于黄土高原地区的神木县,农业生产条件不利、基础薄弱、效益低下,加之建设过分占用、农民抛荒弃耕、自然灾害频发,保障全县的粮食生产安全,扭转依赖矿产资源开发的不可持续经济发展方式刻不容缓。 在社会经济发展转型的新形势下,,研究贺家川镇的粮食规模经营具有重要的经济、社会、生态意义,有利于粮农的增产增收,有利于全镇生态安全的建设,有利于区域的经济发展和社会稳定。增强全镇农民种粮积极性,保障全县粮食安全,进一步为全县产业结构的优化转型和经济发展长效机制的构筑打下坚实的物质基础和社会基础。 基于以上粮农问题,论文运用综合优势分析指数法选取贺家川镇作为实证对象展开具体研究,主要目的一是通过贺家川镇近13年的粮食经营数据的统计分析,探讨贺家川镇粮食生产的重要地位和存在问题;二是基于农户粮食生产投入要素建立回归模型,找出不同耕地规模的经营效益与投入要素的内在变化关系,确定粮农生产投入要素最优下取得粮食生产规模效益的适度规模;三是结合回归模型中各投入要素对粮食生产的贡献程度分析,指出沟道整治是推进贺家川镇粮食规模经营的实现途径。 研究结论:贺家川镇是神木县重要的粮食生产基地,相对于其他乡镇具有明显的粮食生产优势;贺家川镇耕地规模明显偏小,粮食生产中土地是影响粮食产出水平最关键的要素,扩大耕地经营规模可以较好地提高农户收入水平;根据不同耕地规模的经营效益分析,农户经营规模以0.67~1.33公顷为最小有效经济规模,即粮农耕地规模在10亩以上时报酬递增;由于贺家川镇沟道地形的特殊性,适合走沟道整治规模经营的道路。
[Abstract]:Since 1990's, the shortage of farmland resources and the sharp contradiction between man and land have become the first problem of land use in our country. Especially in Shenmu County, which is located on the Loess Plateau, the agricultural production conditions are unfavorable, the foundation is weak, and the efficiency is low. In addition, in addition to excessive occupation of construction, peasants have abandoned land and abandoned farmland, and natural disasters have occurred frequently, so as to ensure the safety of grain production throughout the county. It is urgent to reverse the unsustainable mode of economic development, which depends on the exploitation of mineral resources. Under the new situation of social and economic development and transformation, it is of great economic, social and ecological significance to study the grain scale management in Hejiachuan Town, which is conducive to increasing production and income of food and agriculture, and to the construction of ecological security in the whole town. It is conducive to regional economic development and social stability. It is necessary to strengthen the enthusiasm of the farmers in the whole town to ensure the grain security of the whole county and lay a solid material and social foundation for the optimization and transformation of the county's industrial structure and the construction of a long-term mechanism for economic development. Based on the above problems, the thesis chooses Hejiaghuan Town as the empirical object by using the comprehensive advantage analysis index method. The main purpose of this paper is to analyze the grain management data of Hejiachuan town in the past 13 years. To discuss the important position and existing problems of grain production in Hejiachuan town; Secondly, the regression model is established based on the input factors of farmer's grain production, and the relationship between the management benefit of different cultivated land scale and the input factor is found out, and the appropriate scale of the grain production scale benefit is determined under the optimum input factor of food production. The third is based on the analysis of the contribution of the input elements in the regression model to the grain production, it is pointed out that the channel renovation is the way to promote the grain scale management in Hejiachuan Town. Conclusion: Hejiachuan Town is an important grain production base in Shenmu County, which has obvious grain production advantages compared with other villages and towns. The scale of cultivated land in Hejiachuan Town is obviously small, and land is the most important factor affecting the level of grain output in grain production. Expanding the scale of cultivated land management can improve the income level of farmers. According to the analysis of management benefit of different cultivated land scale, the minimum effective economic scale is 0.67 ~ 1.33 ha, that is, when the scale of agricultural land is more than 10 mu, the return is increasing. Because of the particularity of channel terrain in Hejiaguan Town, it is suitable for the road of scale management.
